<p>A central theme in the reindeer husbandry is the conflicts between this and other economic interests as tourism, community development etc. in connection with the utilization of common territory. A retrospective glance will show that this is an old problem and not a new phenomenon. The Nordic Sami Institute has carried out a research project with the following objectives: 1.to give an account of the terms of planning for the reindeer husbandry, 2.to find out how the S&aring;mi (Lapp) community's and so the reindeer husbandry's interests are taken into account in local planning. 3.find ways for how the reindeer husbandry's use of land can be described. 4.give suggestions as to how the interests of the Sami community can better be taken into account or how it can increase its influence in relation to planning. The suggestions based upon the results from the research project are: &mdash;that the Sami community aquire competence by preparing itself for the changes in its environment. &mdash;that it builds up its own organization. &mdash;that it aquires a more noticeable influence in community planning and decision making. Citizen participation in the planning and decision-making process in the European post-socialist context is much debated. Still, the involvement of excluded communities in the urban planning process remains understudied. This paper presents and discusses the application of an innovative participatory approach designed to ensure active involvement of an excluded ethnic minority, the Roma community, in the process of formulating and adopting land-use plans for informal settlements in Serbia. By analysing the development of land-use plans in 11 municipalities, we observe that the applied participatory approach enhanced the inhabitants’ active participation and helped build consensus on the planned solution between the key actors. Findings also suggested that further work with citizens, capacity building of planners and administration, and secured financial mechanisms are needed to move citizen participation in urban planning beyond the limited statutory requirements.

This paper discusses the experience and current status of EIA/SEA procedures and assessment methodologies in Serbia, aiming to propose strategies that can lead to effective integration of the SEA in spatial planning. Institutional and practical problems with regard to the regulations of EIA/SEA were considered. Experience from the past decade shows that implementation of EIA system in Serbia has not been effective as expected. New legislation on EIA and SEA is harmonized with corresponding EU Directives. First steps in the application of the SEA show that the main issues are screening, scooping and decision making. According to the research results, it is suggested that extra evaluation processes should be incorporated into current assessment procedures to improve their scientific validity and integrity.

Pornography causes damage to the five parts of the brain, especially in the pre frontal cortex (the right part of the brain behind the forehead of logic brain). Consequently the part of the brain responsible for logic will be deformed due to unfiltered hyper stimulation (the brain only seeks pleasure without consequence). In addition, the most worrying impact is a decrease in academic achievement and learning ability, as well as a reduced decision-making ability. Furthermore, an increasing number of active sexually active adolescents will also increase the case of unwanted pregnancies, and abortion actions that are often regarded as a solution to the problem. Through community development activities are expected to be able to contribute in the form of data and information related to the level of pornography addiction that is rife among teenagers. From the understanding that is formed, it is hoped that it can become a material consideration for policy making related to the prevention and handling of pornography among teenagers in Indonesia.

1. Colombia with 1941 known recorded bird species is one of the most species rich countries in the world. Efforts are necessary to conserve, study and promote sustainable use of this important taxonomic group throughout Colombia’s vast territory. 2. In an ideal world, informed decisions that are based on sound scientific information should be likelier to have successful outcomes. Nevertheless, there are barriers that make it difficult to access and use information in a timely fashion. Those same barriers impede the study, conservation and sustainable use of bird species in Colombia. On the other hand, given that there is good documentation about the ecology of a large number of species, information about the distribution of birds can be easily incorporated into decision-making processes, once this information becomes readily available in a consumable format using Geographic Information Sciences tools. 3. In this context, the main objective of this paper is to present the first compilation of the current distribution of 1889 (97%) species of birds in Colombia, using expert criteria. The shapefiles were used to show the distribution and diversity of bird species in Colombia under both geopolitical and conservation geographic units. 4. The information provided in this paper can be used as a baseline for a huge number of initiatives that aim to strengthen conservation efforts and improve knowledge about one the most unique taxonomic groups in the country. These range from land use planning strategies at the municipal or department scale to sustainable use of bird species - such as those initiatives related to bird watching - in Colombia. This study has considered three key aspects: 1) the importance of birds for Colombia’s ecosystems, 2) the privileged place of Colombia in bird species richness and 3) the importance of data mobilisation in formats easily consumable by Geographic Information Systems (GIS) to facilitate the processes of informed decision-making. We present the first compilation - in shapefile format - for 1889 of the 1941 bird species recorded from Colombia. Using this novel collection, we showed the species richness of birds in Colombia’s 33 Departments plus its Captial District (DPs), 1122 Municipalities (MNs), 58 protected areas (PAs), 39 Regional Autonomous Corporations (the authorities responsible within their respective jurisdictions for regulating the environment and renewable natural resources in Colombia; CARs) and 916 Collectively Titled Territories (including both indigenous reservations and afro-descendant communities; CTTs). In addition, we provide a list of known bird species richness for the above geographic units found in the available literature. The information provided here can be used as a baseline for a huge number of initiatives concerning the study, conservation and sustainable use of bird species present in Colombia, providing access to key features of bird distribution that should facilitate decision-making.

This paper highlights major methodological obstacles to studying and performing critical infrastructure protection (CIP) in general and CIP governance in particular. The study simultaneously examines a research project on and practice in the context of Swedish CIP. The complex planning approach of interest is called Styrel, a Swedish acronym for Steering Electricity to prioritised power consumers. It aims to identify and prioritise power consumers of societal importance, collectively referred to as critical infrastructure (CI), to provide an emergency response plan for the event of a national power shortage. Methodologically, the investigation uses material from document studies, interviews and a survey, which involved many actors from the Swedish case. For the analysis of the methodological obstacles, this study applies an abstracted research and development process that encompasses four steps: data collection, data assessment, decision-making and evaluation. The paper mutually maps the insights from the research project to the empirical evidence from the case study. Through this reflective analysis, the findings contribute to a deeper understanding of the challenges that significantly impede research and practice in the context of national and international CIP, for example, insufficient information sharing and knowledge exchange among parties, a lack of integrated and advanced methods, and uncertainty in policies that induces a variety of local approaches. In addition, since empirical research on implemented CIP plans is limited, this paper addresses this gap. It reveals five general obstacles for both research and practice: a) the access to high-quality data, b) the loss of knowledge over time, c) the interpretation and evaluation of processes and methods, d) the transferability and comparability of data, results and insights; whereas all culminate in 5) a lack of collective intelligence. The accumulation of these obstacles hinders a detailed assessment of decision-making for CIP and its consequences on society. For this reason, this study emphasises the need for enhancing mutual understanding among the various parties in the area of CIP while respecting relevant security issues when inventing novel methods that facilitate collective intelligence.
