This book explores Italy's remaking in light of the loss of a wide range of territorial possessions—colonies, protectorates, and provinces—in Africa and the Balkans, the repatriation of Italian nationals from those territories, and the integration of these “national refugees” into a country devastated by war and overwhelmed by foreign displaced persons from Eastern Europe. Post-World War II Italy served as an important laboratory, in which categories differentiating foreign refugees (who had crossed national boundaries) from national refugees (those who presumably did not) were debated, refined, and consolidated. Such distinctions resonated far beyond that particular historical moment, informing legal frameworks that remain in place today. Offering an alternative genealogy of the postwar international refugee regime, the book focuses on the consequences of one of its key omissions: the ineligibility from international refugee status of those migrants who became classified as national refugees. The presence of displaced persons also posed the complex question of who belonged, culturally and legally, in an Italy that was territorially and politically reconfigured by decolonization. The process of demarcating types of refugees thus represented a critical moment for Italy, one that endorsed an ethnic conception of identity that citizenship laws made explicit. Such an understanding of identity remains salient, as Italians still invoke language and race as bases of belonging in the face of mass immigration and ongoing refugee emergencies. The book's analysis of the postwar international refugee regime and Italian decolonization illuminates the study of human rights history, humanitarianism, postwar reconstruction, fascism and its aftermaths, and modern Italian history.

This introductory chapter provides an overview of Italian decolonization and refugeedom. Throughout the nearly two decades in which Italian decolonization unfolded, Italian authorities uniformly insisted that Italy could barely absorb its own citizen refugees, let alone those coming from other states. Italian authorities and international actors spent over a decade and a half debating the identity and refugee status of migrants from former Italian lands in Africa and the Balkans. Indeed, these individuals stimulated extensive debate over what it meant to be Italian, to be a refugee, and what sort of Italy would house these national refugees. Using the experiences of Italians repatriated “home” in the wake of decolonization, this book traces both the genesis of the postwar international refugee regime and the consequences of one of its key omissions: the ineligibility from international refugee status and protection of those migrants scholars have labeled “national refugees” or, in contemporary parlance, internally displaced persons.

Drawing from a wide range of primary archival and secondary Greek, Bulgarian, and Turkish sources, the book explores the way the Muslim populations of Greece were ruled by state authorities from Greece’s political emancipation from the Ottoman Empire in the 1820s up to the country’s entrance into World War II, in October 1940. In particular, the book examines how state rule influenced the development of the Muslim populations’ collective identity as a minority and how it affected Muslim relations with the Greek authorities, Greek Orthodox Christians, and other ethnic and religious groups. Greece was the first country to become an independent state in the Balkans and a pioneer in experimenting with minority issues. With regards to its Muslim populations, Greece’s ruling framework, and many of the country’s state administrative measures and patterns were to serve as a template at a later stage in other Christian Orthodox Balkan states with Muslim minorities (e.g., Bulgaria, Romania, Serbia, Cyprus): Muslim religious officials were empowered with authorities they did not have in Ottoman times, and aspects of Islamic law (sharia) were incorporated into the state legal system to be used for Muslim family and property affairs. The book shows that these and any policies can be ambivalent and cannot be a guide to present-day solutions. It also argues that religion remained a defining element and that religious nationalism and public institutions played an important role in the development of religious and ethnic identity.

AbstractThis paper analyses and re-evaluates current explanations and interpretations of the origins, development and societal context of metallurgy in the Balkans (c. 6200–3700 BC). The early metallurgy in this region encompasses the production, distribution and consumption of copper, gold, tin bronze, lead and silver. The paper draws upon a wide range of existing archaeometallurgical and archaeological data, the diversity and depth of which make the Balkans one of the most intensively investigated of all early metallurgical heartlands across the world. We focus specifically on the ongoing debates relating to (1) the independent invention and innovation of different metals and metal production techniques; (2) the analysis and interpretation of early metallurgical production cores and peripheries, and their collapses; and (3) the relationships between metals, metallurgy and society. We argue that metal production in the Balkans throughout this period reflects changes in the organisation of communities and their patterns of cooperation, rather than being the fundamental basis for the emergence of elites in an increasingly hierarchical society.

Global governance has come under increasing pressure since the end of the Cold War. In some issue areas, these pressures have led to significant changes in the architecture of governance institutions. In others, institutions have resisted pressures for change. This volume explores what accounts for this divergence in architecture by identifying three modes of governance: hierarchies, networks, and markets. The authors apply these ideal types to different issue areas in order to assess how global governance has changed and why. In most issue areas, hierarchical modes of governance, established after World War II, have given way to alternative forms of organization focused on market or network-based architectures. Each chapter explores whether these changes are likely to lead to more or less effective global governance across a wide range of issue areas. This provides a novel and coherent theoretical framework for analysing change in global governance.

The impetus among Germany's cultural elite to mark the end of World War II as a “zero hour” has been analyzed mainly as a German phenomenon, with considerably less attention to the role of the occupying forces in fostering that mentality. Settling Scores offers a long-awaited analysis of the American Military Government's precarious navigation in the music world, one of the most sensitive cultural areas for both the conquerors and the conquered. Most histories of twentieth-century German music and culture suffer from a basic misunderstanding of this tumultuous time and uncritically accept many of the prejudices it engendered. As this study demonstrates, the notion of a musical “zero hour” is one such misconception, for the imperfect projects of denazification and reeducation left the musical world of the post-war period largely indistinguishable from its pre-war existence. Based on thorough archival research, interviews with eyewitnesses, and a wide range of literature, this highly readable and engaging history reveals in detail the successes and failures of the Military Government's ambitious agenda to root out the musical “Führers” of the Third Reich and to transform music from a tool of nationalist aggression to one of democratic tolerance.

Through the comprehensive discussion of all popular music trends in Yugoslavia − commercial pop (zabavna-pop), rock, punk, new wave, disco, folk (narodna), and neofolk (novokomponovana) − across all six socialist Yugoslav republics, the reader is given the engrossing socio-cultural and political history of the country, providing the audience with a much-needed and riveting context for understanding the formation and the eventual demise of Tito’s Yugoslavia.

This review focuses on a monograph written by Jayne Persian, lecturer at the University of Southern Queensland (Australia). The work is the first complex study devoted to the adaptation of former “displaced persons” (more particularly, émigrés from the Soviet Union) in Australia between the 1940s and 1960s. The work refers to an extensive complex of documents from the National Archives of Australia, the National Archives (United Kingdom), the Noel Butlin Archives Centre, Australian National University, and interviews with former “displaced persons” residing in Australia. The study is very important because it provides new information on the second wave of Soviet emigration, which is seldom examined by contemporary Russian scholars. Persian demonstrates that political factors played an important role in how the Australian government granted immigration permission. Quite frequently, Australia preferred people who shared anti-communist positions. Therefore, many former collaborators of the World War II era came to Australia; this hindered cooperation between the USSR and Australia. Persian shows that “new Australians” had difficulty integrating into society. The government tried to assimilate them, which pushed the immigrants to seek isolation in their communities. This book helps us understand the controversial character of the state policy of historical memory, a problem that is also very important for contemporary Russia.

This article analyzes how the ideological discourse of the Croatian fascist movement (the Ustaša) evolved in the course of World War II under pressures of the increasingly popular and powerful communist armed resistance. It explores and interprets the way the regime formulated its ideological responses to the political/ideological challenge of the leftist guerrilla and its propaganda in the period after the proclamation of the Ustaša Independent State of Croatia in 1941 until the end of the war. The author demonstrates that the regime, faced with its own political weakness and inability to maintain authority, shaped its rhetoric and ideological self-definition in a direct dialogue with the Marxist discourse of the communist propaganda, incorporating important Marxist concepts in its theory of state and society and redefining its concepts of national boundaries and racial identity to match the communists’ propaganda of inclusive, civic national Yugoslavism. This massive ideological renegotiation of the movement’s basic tenets and its consequent leftward shift reflected a change in an opposite direction from the one commonly encountered in narratives of other fascisms’ ideological evolution paths (most notably in Italy and Germany): as the movement became a regime, the Ustaša transformed from its initial conservatism, traditionalism (in both sociopolitical and cultural matters), pseudo-feudal worldview of peasant worship and antiurbanism, anti-Semitism, and rigid racialism in relation to nation and state into an ideology of increasingly inclusive, culture-based, and nonethnic nationalism and with an exceptionally strong leftist rhetoric of social welfare, class struggle, and the rights of the working class.
