The design, development, and implementation of e-Government applications aim to improve the quality of daily life and facilitate the mobility of citizens by reducing the constraints imposed by existing borders. This study examines previous research in the literature on electronic identification (eID) credentials technologies and the projects carried out in Europe. This study focuses especially on server-based e-signing methods. In the light of these reviews, the applicability of a server-based mobile electronic signature model without disrupting local initiatives has been examined as a case study. As an exemplary case, Turkey’s eID structure is examined from a technical and legal perspective. When creating the proposed server-based eID model, it was especially inspired by Austria’s server-based approach in use. In this process, the suitability of the existing structure with the server-based e-signing method was examined. In addition, some suggestions were made to eliminate the problems that may prevent the use of the proposed server-based e-signing method. This study revealed that a server-based electronic signature approach would develop a more user-friendly and flexible solution in identity management. It was concluded that using a server-based signature approach would help achieve international standards for cross-border online identification methods.

Quality of education has always remained an issue for the educational researchers. It is widely believed that quality of education in Sub-Continent is below the international standards. To find out how educational institutions are adding value towards the knowledge, skills, market value and moral upbringing of students and how much students are satisfied with the environment of educational system and the quality of education they receive.Using this information, how a student counseler can benefit the student as well the organization to add value in the education process. This is a case study where a Govt. Intermediate College was selected for interviews and document analysis purpose. Findings based on general perception of the respondents, All the respondents have matriculated from Public School. The findings showed that students were really concerned about the poor discipline of their schools and generally they were not satisfied with the commitment and capability of their teachers. However, they admitted that school contributed towards their grooming and personality building.

The peculiarities of financial audits conducted by the Accounting Chamber of Ukraine according to a methodology that meets the requirements of ISSAI are explored. The Financial Audit Manual with detailed instructions, audit procedures, and templates of audit documentation, elaborated by the Accounting Chamber and international partners in 2019, is considered. The analysis of the experience of 31 European SAIs showed that most of SAIs do not publish audit manuals, in particular, only SAI of Albania, Georgia, Lithuania, Moldova, and Romania provided free access to financial audit manuals. The methodological recommendations for conducting the financial audit by the Accounting Chamber of Ukraine, adopted and published in 2015, cover all the issues that are outlined in such manuals of SAIs from those countries..Besides, the risks of providing open access to the Financial Audit Manual, elaborated by the Accounting Chamber of Ukraine were detected. They are the risks of fraud by officials of audited entities, not detecting a material risks by auditors, the use of intellectual property of the Accounting Chamber for commercial purposes by other entities and reputational risks due to breach of agreements with international partners involved in the development of the manual. The Financial Audit Manual was tested on six financial audits conducted by the Accounting Chamber in 2019 and main results are analyzed in the paper. Significant deficiencies of internal control, fraud risks and risks associated with accounting, budgeting and financial reporting software, and the need of improvement in accounting policies, internal control and workflow in all audit entities were identified. Additionally,, the audit results are presented in a user-friendly format tailored to the needs of decision- makers, with an emphasis on issues that require rapid response. Based on the conducted analysis, the conclusions about the low quality of financial and budgetary reporting of public sector entities and the systematic nature of identified problems and risks were made. Thus, the importance of financial audits was emphasized and the proposals for further improvement of this type of audit of the Accounting Chamber were elaborated. In particular, updating of the legislation and internal documents, usage of modern information technologies and software for audits, translation of ISSAI, training for staff, changes in personnel policy, improvement of the quality control system.

Summary This paper aims to present the possibilities for creating maps in the programming language R. Even though R is primarily developed as a statistical program, its application in the area of mapping and spatial statistics is becoming frequent and highly relevant. Many R packages make the mapping process easier and user-friendly, and this paper presents the most commonly used ones: “leaflet”, “ggplot2” and “ggmap”. The selection of the R package depends on the user’s proficiency in R programming but also depends on the visual quality of the map the user wants to gain. Based on the questionnaire conducted in this research, the paper recommends application of the “leaflet” package for the beginners, the “ggplot2” package for medium proficient users, and the “ggmap” package for the most advanced R users. After creating maps in R it is possible to conduct additional analysis related to processing of the spatial data contained within, and this would be a recommendation for future research. In this paper, the mapping process is demonstrated on the case study of the National Park “Fruška gora” in Serbia, and different types of maps are presented.

This case study pairs a walkthrough analysis of two popular virtual learning environments (VLEs) (Zoom and WebEx) with undergraduate responses (n=250) to an open-ended survey to investigate how VLE affordances impact student identifications and quality of learning. Previous research has found that interaction and social presence are necessary for learning online, but professors find these relationships difficult to achieve when students will not, or cannot, turn on their cameras. Preliminary findings include three main themes. First, students find Zoom more user-friendly because it is designed to look like popular social media apps, yet they are still not comfortable being visible. Second, many students are concerned about their classmates and professors seeing their physical backgrounds, particularly those who reported having family incomes below $50,000. Subsequently, they rarely turn on their cameras. Third, BIPOC who identify as women fear being judged based on their physical appearance and also choose to rarely turn on their cameras. This study is one of the first to explore VLE affordances and their impact on identities. Early analyses point to already marginalized groups feeling the pains that came with the shift to online learning more acutely. Professors and universities should provide training for identity personalization and find ways to invite students to participate that do not include mandatory cameras.

This article describes the application of linear programming to a problem faced by a small coal-mining company. The company owns two operating collieries, one supplies the general inland trade market while the other supplies a power station under a 30-year-tied contract. The company was awarded an export allocation for a 30-year period and as a result was trying to establish how to supply the coal for the various markets. Only the colliery that supplied the power station had sufficient reserves to base an export contract on. It was underlain by two economically recoverable seams of coal. The quality of the coal reserves is, however, low compared to international standards and is therefore unacceptable in its raw state. It is, however, possible to upgrade the coal by washing it. The grade of the final product (float) can be adjusted by altering the density of washing. However the yield, as a percentage of the raw coal feed, falls off rapidly as the grade is increased. Furthermore the sinks can likewise be upgraded by washing. The company wondered how they should optimize the flowsheet. How much coal should they mine from each of the two seams, how much from each source should go to the power station, how much should they produce for export, how should the upgrading be done, and to what extent. A linear programming model was formulated to solve the problem facing the company.

This article reflects an investigation into the use of passive protection against the fire based on the concept of fireproofing. The use of this technique obeys to international standards especially the 2218 API used as reference in order to achieve the purposes of this approach; Indeed the present study attests to the methodology of the fireproofing used at the complex "Ourhoud" and to the identified discrepancies at some of its installations and this in comparison to the recommendations of the standard and the requirements of the safety philosophy of this project.

Abstract In most established democracies the turnout gap along class lines has increased substantially since the 1980s. Political participation has become a question of resources: income, property, formal education, secure employment and overall social status determine citizens’ engagement in political decision-making. Using a mixed methods approach, our case-study shows that this also applies to Vienna – an overall rich city with a long tradition of social reform policies, often credited with the highest quality of life in the world. Although Vienna still has a relatively high turnout by international standards, political participation is very unevenly distributed once socio-economic resources are taken into account. Thereby and throughout life, class shapes people’s experiences with and as part of democracy. These experiences in turn have long-term effects on their trust in the political system and on their political self-efficacy. Our findings first and foremost contribute to the ongoing debate on democracy’s social imbalance and show that its consequences already apply on the regional level. The study additionally highlights the usefulness of mixed methods approaches when we aim at a better understanding of the class-based turnout gap.

Purpose Misophonia is a sound tolerance disorder condition in certain sounds that trigger intense emotional or physiological responses. While some persons may experience misophonia, a few patients suffer from misophonia. However, there is a dearth of literature on audiological assessment and management of persons with misophonia. The purpose of this report is to discuss the assessment of misophonia and highlight the management option that helped a patient with misophonia. Method A case study of a 26-year-old woman with the complaint of decreased tolerance to specific sounds affecting quality of life is reported. Audiological assessment differentiated misophonia from hyperacusis. Management included retraining counseling as well as desensitization and habituation therapy based on the principles described by P. J. Jastreboff and Jastreboff (2014). A misophonia questionnaire was administered at regular intervals to monitor the effectiveness of therapy. Results A detailed case history and audiological evaluations including pure-tone audiogram and Johnson Hyperacusis Index revealed the presence of misophonia. The patient benefitted from intervention, and the scores of the misophonia questionnaire indicated a decrease in the severity of the problem. Conclusions It is important to differentially diagnose misophonia and hyperacusis in persons with sound tolerance disorders. Retraining counseling as well as desensitization and habituation therapy can help patients who suffer from misophonia.

This paper presents a successful behavioral case study in treatment of chronic refractory cough in a 60-year-old adult female. The efficacy for speech-language pathology treating chronic cough is discussed along with description of treatment regime. Discussion focuses on therapy approaches used and the patient's report of changes in quality of life and frequency, duration, and severity reduction of her cough after treatment.
