Environmentally-Directed Organizational Citizenship Behavior of the Municipal Government Officials in Cebu

The greening of organizations is not only confined to the creation of formal management systems, activities or technologies. Over the years, environmentalists have learned that various stakeholders of an organization utilize discretionary approaches to understand the interaction between humans and the environment (Lehman et al., 2004). The discretionary approach is known as environmentally-directed organizational citizenship behavior (OCBE) which focuses on the voluntary green initiatives done by employees within the organizational setting (Daily, Bishop, & Govindarajulu,2009). This study aimed to identify the environmentally directed organizational citizenship deeds observed and practiced by fifteen selected municipalities in Cebu, Philippines.  The results revealed that OCBE deeds relative to environmental concerns, organizational commitment, supervisory support for environmental efforts and perceived social performance of the local government units were the most common behaviors exhibited by the local officials and their staff.  Another objective of the paper was to determine the extent of demonstration of the identified OCBE deeds among the department heads and staff of the fifteen (15) municipalities involved in the study.  The findings showed that the identified OCBE deeds were demonstrated by the municipal government officials and staff to a very great extent. Quantitative data were taken from the survey conducted among one hundred forty respondents comprising of local government officials and their staff from fifteen municipalities in Cebu, Philippines.  The purposive sampling method was employed in choosing the sample respondents. The municipalities involved in the study were the top fifteen (15) performing local government units who participated in the E – GWEN program of the province.  The list of the municipalities was provided by the Office of the Vice Governor of Cebu in conjunction with a non – government organization who is a partner of the province in the concretization of the E-GWEN undertaking.  This study serves to contribute to the scarce extant literature on the pertinence of OCBE in improving the efficiency and efficacy of environmental management from the perspective of the public sector.     Keywords - Environmentally-directed citizenship behavior, pro-environmental behavior, organizational citizenship behavior, environmental conservation efforts, organizational commitment

This research aims to analyze the role of organizational commitment in intervening the influence of job satisfaction toward organizational citizenship behavior (OCB), particularly in student organizational setting. Research subject is member of Himpunan Mahasiswa Manajemen (HIMAMA), a student organization in the Dapertment of Management, Faculty of Economics and Business, Universitas Muhammadiyah Yogyakarta. Sample was determined through purposive sampling, yielded 102 respondents. Data was collected using questionnaires, and then analyzed using Structural Equation Modeling (SEM) with AMOS software. The research findings confirm that organizational commitment acts as intervening variable on the influence of job satisfaction toward OCB.

The purpose of the study was to determine if the public service motivation has a significant mediating effect on the relationship between organizational citizenship behavior and organizational commitment among the local government employees in selected cities in Davao Region, Philippines. The design used was non-experimental quantitative research utilizing correlation technique. Descriptive statistics, Pearson r, Regression Analysis, Mediation through Sobel test and Medgraph were the tools employed to attain the objectives of the study. The 600 respondents were found to show high levels of organizational citizenship behavior and organizational commitment, while the overall level of public service motivation was very high. It was found out that the three variables were significantly correlated. However, the result failed to prove the mediating effect of public service motivation on the relationship between organizational citizenship behavior of government employees and their organizational commitment. The result, signify that the significant influence of organizational citizenship behavior on organizational commitment was not affected by public service motivation.

Organizational culture as the values, principles, traditions and ways of working shared by members of the organization and affect the way they act. Organizational commitment has an important role of employee performance. The commitment can be realized if the individual in the organization, running their rights and obligations according to their duties and functions and functions within the organization, because the achievement of organizational goals is the work of all members of the organization that are collective Vipraprastha, Sudja,  & Yuesti (2018). Respondents in this study are Civil Servants (PNS) at least have been working for 2 years. The number of respondents in this study were 86 respondents using Nonprobability technique that is saturated samples or often called total sampling. This research uses SMARTPLS 3 Structural Equation Modeling (SEM) analysis. The results of this study indicate that: 1) organizational culture has a positive and significant effect on Organizational Citizenship Behavior (OCB); 2) Organizational Citizenship Behavior (OCB) has positive and significant impact on Organizational Citizenship Behavior (OCB); 3) Organizational Citizenship Behavior employee, 4) organizational culture has a positive effect on the performance of employees, either partially or through Organizational Citizenship Behavior (OCB), 5) Organizational commitment has no effect on employee performance.

Previous studies have observed a paradigm shift in the debate concerning the dimensionality of organizational citizenship behavior. Building on organizational citizenship behavior literature, the present study in intends to validate the dimensionality of the organizational citizenship behavior (OCB) scale developed by Smith et al., (1983) who proposed a 2 dimensional16-item instrument. Data was collected through a survey questionnaire using systematic random sampling technique to employees of local government in Lagos State, Nigeria. A total of 400 questionnaires were administered and 393 valid responses were obtained over a period of 4-weeks. Factor analysis and reliability analysis were conducted to confirm that the instrument is valid within the context of local government employees. The implication of this current study is that OCB scale developed by smith et al., (1983) has revealed two-dimensional structures comprising of; altruism and generalized compliance. The instrument was found to be valid and reliable scale for OCB measurement among employees of public organization, particularly Local Government employees in Lagos, Nigeria.

The research was carried out to find the influence of three dimensions of organizational commitment, namely affective commitment, continuity commitment, and normative commitment, toward organizational citizenship behavior (OCB) of employees.The research was conducted respectively from seven stations in operation areas of PT Kereta Api Daop VI Yogyakarta.The subject of research are 55 employees Data was derived from a survey, collected by applying questionnaires, analized by using multiple linier regression,and assisted by the application of SPSS 21 program.Based on the result of data analysis, it is showed that the three dimensions of organizational commitment, namely affective commitment (X1), continuity commitment (X2), and normative commitment (X3) influence partially or simultaneously on organizational citizenship behavior (Y) of employees, thus partially or simultaneously supporting the 5 hypotheses. These were indicated by the value of regression coefficient and the significant level of each factor which are 0.250 and 0.042; 0.386 and 0.001; 0.481and 0,000, respectively. Likewise, the value of F amounting to 30.520 with the significance level of 0,000, whereas adjusted R2 counting to 0.621. Furthermore, normative commitment indicates as the most dominant dimension that influences on organizational citizenship behavior of employees.

The needs of nurses who have the category of "good citizen" is the main concern that can not be ignored by management because it will have a positive impact on the organization.The purpose of this research is to analyze the influence of workload, job satisfaction and organizational commitment to Organizational Citizenship Behavior nurses. The research involved 104 implementer nurses. Data excavation techniques used questionnaires and interviews. Data were analyzed by regression analysis, t test, F test and coefficient of determination.The result of the research at the 5% significance level shows that: Workload has positive effect not significant to OCB nurse (regression coefficient: 0.116, p value: 0.245). The variables that give positive and significant influence to the nurse OCB are job satisfaction (regression coefficient: 0,226 and p value: 0,022) and organizational commitment (regression coefficient: 0,253 and p value: 0,012). Workload, job satisfaction and organizational commitment simultaneously give positive and significant influence to OCB nurse (F arithmetic: 4.836) with sig value: 0,003). Organizational commitment was the most dominant variable significantly influence the organizational citizenship behavior of nurses in the context of nurses in Batara Guru regional hospital, Luwu regency.
