On a recent visit to the UK, Dr Guiseppe Dell Acqua, a leading exponent of the Italian psychiatric reforms, heard the ‘Med 3’ band play and extended an invitation to visit Trieste and give a concert. ‘Med 3’, the name being an allusion to the medical certificate, were formed in 1992. A Mental Health Week was held in the City of Portsmouth that year. In association with the Arts Connection, a local organisation promoting the arts to a wide audience, and the Portsmouth Care Consortium who were organising the event, artists in many fields ran workshops for mental health service users. Guy and Emma Heape, session musicians, ran a workshop at the Social Service Mental Health Day Centre and it was so successful it led to a band being formed. The band achieved recognition by winning a Mental Health Task Force award in 1993. An invitation to accompany the band to Trieste was readily accepted.

This article presents the author’s definitions of “digitization of social service provision” and “digitization of social services” concepts and identifies the difference between them. It presents the results of an interview with 18 experts — the heads of institutions and organizations of social service provision implementing the rehabilitation of disabled people in Perm region. The research was conducted in 2019 and sought to identify problems and prospects for the digitization of the social services sphere. Interviewees rated their satisfaction regarding the convenience and time cost of automated systems that are currently being used in their organizations; characterized their needs in introducing various innovative interactive services, mobile applications, and other digital software; and expressed their attitude to various innovations. Social innovations were developed by the researchers and offered to experts by interviewers (for example, services for assessing the quality of work of specialists by service users, quick selection of the right social service, filing a complaint, referring a citizen to another organization, counseling in video mode, electronic appointment service, etc.). The research has shown how innovations can improve the performance of social service providers’ work and the quality of their interactions with citizens, which will ultimately increase the satisfaction of social service users and will positively affect the level of social well-being in society as a whole. A number of problems have been identified that currently impede the development of digitization: they are related to staff resources, the level of computerization, the lack of motivation among managers and personnel of social service organizations to implement innovative IT, and a certain distrust that such technologies can facilitate the activities of the organization and increase its effectiveness. This chapter examines the connection between social assistance and the use of information communication technologies to gain access to social rights as human rights. The research is based on data consisting of 594 online questions and answers related to social assistance. Of these, 160 analysis units were chosen for a detailed content analysis. The aim of the study was to determine what different positions and combinations of positions officials and service users found themselves in during online social service consultation and how service provision was affected by an official’s educational background and the phase of the social assistance process that was in progress. The results show that there are several possible combinations of outcomes and that the educational background of an answering official, as well as the phase of the process for which answers are given, have an impact on the service received.

The article deals with questions related to the influence of fairy tales in the modern life of young people. A survey was carried out with social service users at the Day Care Center for the Elderly with Disabilities in Veliko Tarnovo. Analyzes and outcomes are generalizations revealing the parental style of education and the influence of fairy tales during childhood.
