In only a few years, information and communication technology (ICT) has become an important education technology that can underpin some big changes in the teaching process. Technology makes students more effective than ever, but the position of teachers in high-tech classrooms is more challenging than ever before. ICT has the power to change the essence of education (Improving teacher design, enhancing the role of learners and involving them in the teaching process and attempting to develop a collaborative culture, etc.) While information and communication technology has the great potential to improve the system of education, due to certain impediments, emerging economies are indeed a long way from reaping such advantages. The aim of this study is to have a coherent approach to worldwide issues pertaining to barriers encountered in the implementation of ICT in the classroom setting. The study-room assessment and documents evaluation make the study realistic, which were used as methodological approaches for building effective analysis and reaching reasonable conclusion. It is found that the analysis must assist to find factors affecting the decision of teachers to integrate ICT in teaching. Links to existing literature will be developed to explore various challenges to the implementation of ICT.

If we want to convert our rural population into knowledge driven, progressive, self sufficient, self reliant, sustainable society, the role of Information and Communication Technologies (ICT’s) cannot be ignored. Timely availability information is considered as most important factor in Indian agriculture. At present ICT is the technology of this millennium. Transferring the developed technology to all end users is time-consuming and tiresome task and is often not completed due to paucity of resources and lack of manpower. In India, agriculture and rural development has gained significantly from ICT due to its widespread extension and adoption. In this era of internet, ICT is committed to provide real, timely accurate authentic information to the farmers and rural peoples.

In the last few decades, Information Technology has transformed the entire world into a village, known as Global Village, as proposed by Marshal McLuhan. ICT has increased its influence in every field like the education sector, defense sector, technology etc. In the 21st century, information and communication technology (ICT) has become an important and integral part of most educational organizations throughout the world.. The use of ICT in classroom teaching and learning processes has become indispensable as it gives teachers and learners the opportunity to operate, store, control and retrieve data in addition to promoting self-regulated and active learning. (Ali, Haolader & Muhammad, 2013) Today we are dependent on technology and the role of ICT is increasing day by day and is believed to be a new normal. Keeping that in view, the present paper attempts to examine the relationship between information and communication technologies (ICT) and student learning. This conceptual paper  is based on secondary information collected from different sources such as books, journal articles, newspapers, reports of various government organizations, non-governmental organizations and soon.

While information technology has the potential to improve the quality and efficiency of patient care, it also raises important ethical and social issues. This IRIE theme issue seeks to provide a forum to identify, analyse and discuss the ethical and social issues raised by various applications of information and communication technology in medicine and health care. The contributions give a flavour of the extraordinarily broad landscape shaped by the intersection of medicine, computing and ethics. This article examines the variation in the level of use of information and communication technologies by national bodies of labour administrations across 81 different countries. Extending empirical research on the state of information and communication technology use, it introduces a prototype index of country-level information and communication technology use. The index allows for the exposition of the contributions of sub-dimensions of information and communication technology use, including labour inspection, public employment services and labour dispute prevention and settlement. Graphical evidence showing sub-index and final index formulations for individual countries is given, along with graphical evidence of the country-level ranking and geographical variations of information and communication technology use (including the sub-dimensions of this use). The future potential of the prescribed approach is demonstrated by offering possible explanations behind the results on a sample of countries.

Information and Communication Technologies (ICT) hold great potential for promoting socioeconomic development in many developing countries. ICT has not significantly percolated down the economic value chain in these countries for various reasons. The example of Singapore is used to show how governments can make a difference in entrenching a vibrant ICT sector through appropriate policies, programs, and other intervention instruments. It is suggested that aspects of the Singapore experience would be useful for other developing countries.
