The use of information technology (IT) is essential in the insurance industry for reducing the risks and managing the affairs, and this industry needs to be equipped with IT in order to stay competitive. In this regard, identifying the barriers to the use of IT in the insurance industry can provide great opportunities for improving its performance and help to develop appropriate strategies. This study aimed to investigate the barriers to the use of the management information system in the health insurance organizations in Ilam. This was an applied, cross-sectional and analytical-descriptive study conducted in the health insurance organizations in Ilam, Iran, in 2015, in which all managers and employees of health insurance organizations were studied using census method ( n = 200). The required data were collected using a questionnaire to investigate six dimensions, including environmental, human, cultural, organizational, technological and managerial barriers. The collected data were analysed using SPSS 19.0. Moreover, the method used to examine the barriers in this study was structural equation modeling which was performed using AMOS. The results showed that among the six dimensions of barriers to the use of IT, the highest and lowest means were related to the cultural factors (3.94 ± 0.53) and the environmental factors (2.8 ± 0.94), respectively. Also, the cultural barriers (regression weight = 0.11) and environmental barriers (regression weight = 0.94) had the highest and lowest effects, respectively. According to the results of the present study, the cultural barriers were the most important ones to the use and implementation of IT. Notifying the use and development of IT in the insurance organizations, holding conferences aimed at presenting the latest achievements and using qualified persons for providing practical IT training are a few effective ways of overcoming the cultural barriers.

A previous paper described in detail the development of a competency-determined pharmacy curriculum at the University of Minnesota [1]. A second major project was initiated for the development of a patient-oriented, holistic pharmaceutical curriculum. This paper describes the management information system being developed to support the information and data management needs for both of these projects. The development process being used is evolutionary in motive, allowing the system to support the old curriculum as it is phased out, replaced by the new curriculum. In this way, the complexity of the management system increases as the curriculum requires, affording both time to test and debug new procedures and the ability to correct mistakes as work progresses.

The paper is conceptually divided into two parts. The first part examines the issues of simplification and dematerialisation of administrative procedures showing how the only dematerialization of the documentation does not produce concrete and tangible results, as confirmed by the example presented in section 2, so widespread in the public sector as it is paradoxical. Then the errors that typically occur when you start a project of simplification and dematerialization are illustrated and the regulatory framework in Italy with particular reference to the so called “farewell to paper” that was scheduled to begin on August 12, 2016 is analysed. In the second part of the paper a project for simplification and dematerialisation of proceedings for the drafting and signing of the Rector’s decrees and executive measures by the University of Udine is presented which came to a successful conclusion using a document management system integrated in the management information system of documents.

Based on ASP.NET 2.0 framework and ZigBee wireless sensor network, a dynamic management information system for instruments and equipments of experimental centre was designed and developed. Electronic labels were equipped to the object instruments and equipments, and the information was obtained by using ZigBee and Ethernet protocol. The platform of dynamic management was constructed through collecting real-time information of the instruments and equipments in a timely manner. At the university level, the system is coordinated with specified framework of instruments and equipments under the management of State-Owned Assets Department to accept the supervision and inspection by higher level departments. At the college level, it is subdivided to instrument and equipment status (e.g., acquisition/scrap, lent out/returned, running state/using rate, etc.) to realize fast and convenient inquiry about their current inventory status, and their utilization efficiency in the experimental centre is increased to serve students and faculties better.
