Risk assessment frameworks such as HAZUS-MH (FEMA, 2010) have been used globally to estimate potential losses like physical damage to structural establishments, economic loss, shelter requirements, displaced households, etc. due to multi-hazards like earthquake, flood and hurricane hazards. However, HAZUS-MH fails to consider interdependencies between physical and social capacities of affected communities. The present study aims to develop a conceptual risk assessment framework for storm hazards in coastal communities that addresses these limitations through an integrated physical and social vulnerability assessment applied to Hampton Roads, Virginia. By including interdependencies, interactions between the physical and social vulnerability will be studied. We hypothesize that changes in housing occupancy status affect the physical damage and changes in population density affect the social vulnerability. Therefore, the integrated physical and social vulnerability will change in response to a current event and therefore make the same region more or less impacted in a subsequent future event.Recorded Presentation from the vICCE (YouTube Link): https://youtu.be/JzCsvurKrxU

Abstract At present, because it is not possible to predict earthquakes, disaster preparedness is vital for the reduction of damages. The awareness about earthquakes has substantially increased after the occurrence of two >M L 5 events in 2016 and 2017 in South Korea. This study presents the seismic risk assessment conducted for the entire country of South Korea. This assessment was performed using seismic, geotechnical, and social vulnerability indicators. The seismic vulnerability indicator was estimated using a probabilistic seismic hazard and fault-line density map that are directly related to the occurrence of earthquakes. The geotechnical vulnerability indicator was derived using bedrock depth data and extrapolation of digital elevation model data through geostatistical techniques. The seismic and geotechnical indicators were integrated based on the bedrock depth distribution. The social vulnerability indicator considered the distribution of relevant parameters such as vulnerable people, old houses, and road information. These statistical data without spatial continuity were incorporated into a map using principal component analysis. A five-grade classification of risks presented by the seismic and geotechnical vulnerability map and the social vulnerability index map was developed to facilitate simultaneous assessment. A risk matrix was applied to the two maps to produce a comprehensive seismic risk assessment map of South Korea, in which the southeastern and northwestern regions of South Korea present a high seismic risk. The results of this study will serve toward seismic risk management and minimize seismic disaster damages in South Korea.

O presente trabalho tem como objetivo caracterizar o risco nas comunidades Mazagão 1 e José da Silva Sobral, a partir de indicadores sociais de vulnerabilidade e ambientais de perigo para movimentos de massa. Para isso, buscou-se inicialmente o levantamento bibliográfico, respaldando-se em autores que trabalham com as temáticas de riscos e vulnerabilidade, e foram realizadas atividades de campo, as quais possibilitaram a aplicação dos questionários de vulnerabilidade social e das fichas de exposição a movimentos de massa, além de permitir a realização de registros fotográficos. A partir da sistematização dos dados de vulnerabilidade social e de exposição, permitiu-se estabelecer as características mais presentes nas comunidades, indicando os elementos mais críticos, os quais colaboram para que haja risco de movimentos de massa, apontando então para a necessidade de pesquisas que venham a estudar profundamente a situação, podendo vir a propor medidas mitigadoras diretamente aplicáveis à área de risco.Palavras-chave: Vulnerabilidade; Perigo; Desastre. ABSTRACTThe present work aims to characterize the risk in the communities Mazagão 1 and José da Silva Sobral, considering social indicators of vulnerability and environmental indicators of danger to mass movements. Design-build contractors are challenged with the task of minimizing failure risks when introducing new technical solutions or adapting technical solutions to new conditions, e.g., climate change. They seem to have a disproportional trust in suppliers and their reference cases and might not have adequate resources or methodologies for sufficient evaluation. This creates the potential for serial failures to spread in the construction industry. To mitigate this, it was suggested that a predefined risk assessment framework should be introduced with the aim of providing a prequalification and requirements for the use of the technical solution. The objectives of this paper are to develop a comprehensive risk assessment framework and to explore the framework’s potential to adequately support the design-build contractor’s decisions. The framework uses qualitative assessment, relying on expert workshops and quantitative assessments, with a focus on simulation and probabilities. Tollgates are used to communicate risk assessments to the contractor. The framework is applied to a real-life case study of construction with a CLT-structure for a Swedish design-build contractor, where exposure to precipitation during construction is a key issue. In conclusion, the chosen framework was successful in a design-build contractor context, structuring the process and identifying difficulties in achieving the functional requirements concerning moisture. Three success factors were: documentation and communication, expert involvement, and the use of tollgates. Recommendations to the design-build contractor on construction of CLT structure are to keep construction period short and to use full weather protection on site.

AbstractThe aim of this study is to assess the climate effects on fisheries from a bottom-up approach based on fishers’ fishing experience, knowledge, and perceptions. To perform this task, a social vulnerability assessment was conducted in two different fishing areas: one in Spain and the other one in Turkey. The vulnerability was measured using the collected data and information through a structured questionnaire, and surveys were carried out among fishers in the Castelló (Spain) and the Aegean Sea (Turkey) between 2018 and 2019. Overall, the results indicated that the two studied regions have a moderate to high vulnerability and that the Aegean Sea was slightly more vulnerable than Castelló. It was also found that storms and temperature are the main climatic stressors that affect the fishing sector, and the economic indicators such as revenue from fishing in both regions showed high degrees of sensitivity. To reduce the vulnerability to climate change, adaptive measures should be implemented while taking into consideration the specific socio-economic and institutional characteristics of each region. In conclusion, the effects of climate change on the fishing sector and their social vulnerability are diverse. Consequently, there is no single climate measure that can minimize the vulnerability of fishing sectors in different regions.
