Kabupaten Kulon Progo adalah salah satu kandidat kabupaten dengan angka kemiskinan yang cukup tinggi jika dibandingkan dengan kabupaten-kabupaten lain di DIY  dengan tingkat kemiskinan mencapai 20 persen. Salah satu inovasi yang dilakukan oleh pemerintah dalam menekan angka kesejahtraan dan kemiskinan di Kulon Progo adalah dengan bentuk kolaborasi dalam  pembudidayaan ikan. Sehingga hal itu yang melatar belakangi penulis untuk meneliti bentuk collaborative governance yang terjadi dalam kegiatan pembudidayaan ikan gurame dengan konsep pemberdayaan masyarakat.Penelitian ini menggunakan metode penelitian kualitatif dengan proses pengumpulan data peneliti melalui proses wawancara, observasi dan dokumentasi yang dilakukan kepada Dinas Kelautan dan Perikanan Kabupaten Kulon Progo, Kelompok Budidaya Ikan Mina Bayu Lestari dan Pemerintah Desa Hargomulyo. Berdasarkan hasil penelitian yang dilakukan menunjukan bahwa bentuk collaborative governance yang dilkukan sudah berjalan secara baik, hal ini diukur dari beberapa indikator seperti starting condition, fasilitative leadership, design istitusional dan collaborative process yang sudah berjalan sesuai dengan semestinya. Sehingga hal ini mempengaruhi hasil sementara proses kolaborasi yang menunjukan  bahwa pelaksanaan kolaborasi selain dapat meningkatkan produktifitas ikan hasil budidaya di Kabupaten Kulon Progo, sehingga dengan adanya bentuk  kolaborasi ini juga diharapkan akan meningkatkan jumlah pendapatan masyarakat dan pengentasan kemiskinan serta pengangguran terutama di Desa Hargomulyo.

Belt is costliest part of belt conveyor system. Sudden rise in belt tension within transient starting condition, results in belt failure and structure damage. It is difficult to measure these stresses by static calculation method and hence their presence might go undetected. Belt elongation is an evident quantity for these stresses. Dynamic belt stretch is formulated in terms of displacement response of conjugative belt units with respect to time. This paper presents analysis of the event and propagation of dynamic belt stretch for straight horizontal and straight inclined belt conveyor system. Dynamic behavior of belt system is investigated for starting condition of fully stacked conveyor belt. Belt conveyor system is considered as series of vibrating mass and its unit is assumed to be a viscoelastic segment. Equation of motion of belt unit is developed by Lagrange’s approach. Observed transient parameters are more vibrant in inclined belt than the horizontal belt system. Maximum value of dynamic belt stretch for horizontal belt systems founds 1.13% of total belt length and for inclined belt conveyor system, it is 1.16% of belt length. Both values are within range of standard value specified for fabric belt system.

Starting condition is a key factor in determining the success of collaborative governance in policy implementation. Operationally, starting condition is determined by aspects of power/resource balance, trust between collaborators, various types of incentives to encourage participation, and previous history of cooperation experiences or conflict from related parties in collaboration. This research aims to provide description and confirmation concerning the extent of starting condition related to the termination of Lampung province central government displacement policy. It is descriptive research using the inductive approach. Methods of data collection used are interviews, observations, and library study. Data are being analyzed qualitatively through steps of data reduction, data presentation, and drawing conclusion. The research result shows that three out of four aspects of starting conditions are not considered in starting the collaboration process of Lampung province central government displacement policy. There are harms in the forms of imbalanced power/resource, not-wholeheartedly participations, and distrust between collaborators. A pseudo-collaboration as the implication of problems in the starting condition factors is finally confirmed to the failure of collaboration or policy implementation.

Abstract Automation of machining operations, being result of mass volume production of components, imposes more restrictive requirements concerning mechanical properties of starting materials, inclusive of machinability mainly. In stage of preparation of material, the machinability is influenced by such factors as chemical composition, structure, mechanical properties, plastic working and heat treatment, as well as a factors present during machining operations, as machining type, cutting parameters, material and geometry of cutting tools, stiffness of the system: workpiece – machine tool – fixture and cutting tool. In the paper are presented investigations concerning machinability of the EN AC-AlSi9Cu3(Fe) silumin put to refining, modification and heat treatment. As the parameter to describe starting condition of the alloy was used its tensile strength Rm. Measurement of the machining properties of the investigated alloy was performed using a reboring method with measurement of cutting force, cutting torque and cutting power. It has been determined an effect of the starting condition of the alloy on its machining properties in terms of the cutting power, being indication of machinability of the investigated alloy. The best machining properties (minimal cutting power - Pc=48,3W) were obtained for the refined alloy, without heat treatment, for which the tensile strength Rm=250 MPa. The worst machinability (maximal cutting power Pc=89,0W) was obtained for the alloy after refining, solutioning at temperature 510 °C for 1,5 hour and aged for 5 hours at temperature 175 °C. A further investigations should be connected with selection of optimal parameters of solutioning and ageing treatments, and with their effect on the starting condition of the alloy in terms of improvement of both mechanical properties of the alloy and its machining properties, taking into consideration obtained surface roughness.
