PurposeThe neoliberal resilience discourse and its critiques both contribute to its hegemony, obscuring alternative discourses in the context of risk and uncertainties. Drawing from the “ontology of potentiality”, the authors suggest reclaiming “resilience” through situated accounts of the connected and relational every day from the global south. To explore alternate possibilities, the authors draw attention to the social ontology of disaster resilience that foregrounds relationality, intersectionality and situated knowledge.Design/methodology/approachQuilting together the field work experiences in India, Indonesia, Nepal, Chile and Andean territories, the authors interrogate the social ontologies and politics of resilience in disaster studies in these contexts through six vignettes. Quilting, as a research methodology, weaves together various individual fragments involving their specific materialities, situated knowledge, layered temporalities, affects and memories. The authors’ six vignettes discuss the use, politicisation and resistance to resilience in the aftermath of disasters.FindingsWhile the pieces do not try to bring out a single “truth”, the authors argue that firstly, the vignettes provide non-Western conceptualisations of resilience, and attempts to provincialise externally imposed notions of resilience. Secondly, they draw attention to social ontology of resilience as the examples underscores the intersubjectivity of disaster experiences, the relational reaching out to communities and significant others.Originality/valueDrawing from in-depth research conducted in six disaster contexts by seven scholars from South Asia, South America and Northern Europe, the authors embrace pluralist situated knowledge, and cross-cultural/language co-authoring. Thus, the co-authored piece contributes to diversifying disaster studies scholarship methodologically.

PurposeThis paper explores ontological assumptions of disasters and introduces some concepts from Chinese disaster scholarship. The authors suggest an approach to explore and engage with different ontologies of disaster without direct comparison, that can further interdisciplinary and cross-cultural collaboration.Design/methodology/approachBy reviewing the academic literature and focussing on two recent key translational texts by Chinese scholars, the authors show what can be revealed about ontology and the potential influence on thinking about human-environment interactions and disaster risk reduction (DRR) policy.FindingsIn Chinese disaster studies, the goal of a “harmonious human-environment relationship” is a foundational concept. There is a clear hierarchical and ontological distinction between humans and the natural ecological system viewed as an integrated whole, with underlying rules that can be discovered by scientific research to enable management of a harmonious relationship.Practical implicationsThe authors suggest a practical way to begin with the following questions: What is the societal goal/aim? What is nature? What is society? How do these interact to create disasters? And what are the implications for DRR research and practice? The authors also demonstrate the importance of probing and understanding the underlying ontologies that are the foundation for theory, which in turn is the foundation for policy and action.Originality/valueIdentification of ontological differences in interdisciplinary and cross-cultural research collaborations and working across these boundaries is challenging and rarely questioned. Yet, as demonstrated here, considering ontological assumptions of the causes of disaster, within and across cultures and disciplines, is essential for collaboration and further research.

PurposeMy research is a study of forest fires that occurred near the Atikamekw community of Wemotaci (Quebec, Canada). This article focuses on the gendered aspects of two forest fire situations experienced by the people of Wemotaci, as I realized during fieldwork that men and women had different experiences and roles during the fires that did not seem to be valued the same. As a result, I decided to mobilize Indigenous feminist theories to understand the entanglement of multiple oppressions especially colonialism and the patriarchy in disaster situations.Design/methodology/approachI used interviews, participant observation and focus-groups during several stays in Wemotaci. I drew on methodologies developed by Indigenous researchers who aim to decolonize research. In this approach, I built respectful relationships with participants, conscious that I was part of the network I was studying.FindingsThis research reveals the importance in disaster research to adapt our methodology to the participants realities while factoring our positionality in. More specifically, I show how the use of an Indigenous feminist perspective allows me to understand how patriarchal-colonialism manifests during forest fire situations intertwined with traditional Atikamekw gender roles. This understanding makes it possible to see ways of managing and studying disasters that challenge systemic oppressions by rethinking the notion of vulnerability and making space for Indigenous people agency, knowledge and experiences.Originality/valueThe use of a feminist framework in this male-dominated field is still innovative, especially mobilizing a feminist approach that is consistent with the participants' realities while acknowledging the researcher's positionality which translate here in the use of Indigenous feminist theories.

PurposeThe paper aims to call attention to issues that may be missing or taken for granted in discourses on migrants and disasters by applying the author’s viewpoint to reflect on gaps and potentials for disaster risk reduction.Design/methodology/approachThe author discusses key issues based on reflective engagement with selected secondary documentation in the form of grey and scholarly literature. Personal perspectives are engaged to develop arguments on intersections that are relevant to the migrant situation in different frameworks in disaster studies.FindingsWhile migrants are considered significant stakeholders in key global agreements on disaster and migration, encounters with disaster literature from a more localised level reveal how references to the migrant sector can be omitted or racialised. This gap can be filled by searching for documentation of migrant strengths and vulnerabilities. However, further reflection demonstrates how adopting broader perspectives can reveal these strengths and vulnerabilities as part of more appropriate and sustainable disaster risk reduction strategies. The paper also shows how such reflections can be led by insights from migrants themselves, not as subjects to be managed but as agents of their own change.Originality/valueThe paper is distinctive because it shows aspects of migrant strengths and disadvantages from a personal viewpoint. It amplifies less-heard perspectives on a conceptual level as well as in actual practice.

PurposeThe purpose of this paper is to highlight how keeping a reflective research journal can help disaster researchers to work in a more ethical and engaged way.Design/methodology/approachThe author analyses the reflective research diary to illustrate how keeping it has helped the author, a white, non-Indigenous researcher, navigate British academia whilst trying to plan a collaborative project with Indigenous peoples during the coronavirus disease (COVID-19) pandemic.FindingsThe author draws out some of the ways that academic institutions can undermine ethical research practice through opaque structures and by incentivising pressuring early-career researchers (ECRs) to conduct fieldwork in dangerous times. The author demonstrates ways the rpeers and author have tried to push against these structures, noting that this is not always possible and that their efforts are always limited without institutional support or change.Originality/valueMany ECRs and PhD students have written reflective accounts about the ethical challenges they have faced during fieldwork. In this article, the author adds to this by building on literature in disaster studies and positing how ethical and engaged research can be conducted within British (colonial) institutions.

PurposeThe authors use media research and crowdsourced mapping to document how the first wave of the pandemic (April–August 2020) affected the Mapuche, focussing on seven categories of events: territorial control, spiritual defence, food sovereignty, traditional health practices, political violence, territorial needs and solidarity, and extractivist expansion.Design/methodology/approachResearch on the effects of the pandemic on the Mapuche and their territories is lacking; the few existing studies focus on death and infection rates but overlook how the pandemic interacts with ongoing processes of extractivism, state violence and community resistance. The authors’ pilot study addresses this gap through a map developed collaboratively by disaster scholars and Mapuche journalists.FindingsThe map provides a spatial and chronological overview of this period, highlighting the interconnections between the pandemic and neocolonialism. As examples, the authors focus on two phenomena: the creation of “health barriers” to ensure local territorial control and the state-supported expansion of extractive industries during the first months of the lockdown.Research limitations/implicationsThe authors intersperse our account of the project with reflections on its limitations and, specifically, on how colonial formations shape the research. Decolonising disaster studies and disaster risk reduction practice, the authors argue, is an ongoing process, bound to be flawed and incomplete but nevertheless an urgent pursuit.Originality/valueIn making this argument, the paper responds to the Disaster Studies Manifesto that inspires this special issue, taking up its invitation to scholars to be more reflexive about their research practice and to frame their investigations through grounded perspectives.

Many disaster studies in the social sciences have so far pointed out that contemporary urbanization catalyzes the transformation of actual and potential risks into disasters. Compared with the greater attention paid to the losses of disasters, there is inadequate recognition of the roles of deep-seated social factors in addressing environmental changes and risks. In addition, very few discussions about social vulnerabilities have paid attention to China, even though they focus on developing countries. In the past four decades, China’s rapid urbanization, urban expansions, and large-scale rural-urban migration have led to increasing difficulties in urban management, generating a large number of marginalized populations and spaces that are often called urban villages. The current marginalization problems are connected with economic poverty, sustained exclusion, and social inequality under state-managed urbanization. This study aims to provide a valuable discussion on the relationship between rapid urbanization and urban marginalization to identify the underlying causes of social vulnerability from the perspectives of institution, space, and urban governance, reviewing the experiences of China’s urbanization. This study concludes that urbanization-induced marginalization has adverse impacts on structural resistance to external pressures such as natural disasters.

Abstract A disaster is an event or series of events which threaten and disrupt the human lives. The studies of disaster are constantly considered related to humans because humans act as the causative factor, victim and at the same time the executant of the effort in disaster handling. Pioneered by Gilbert White and pursued by other experts, human geography later shows the roles in examining issues in disaster studies especially in disaster mitigation. Based on several research and notions, many experts in human geography agree that there is nothing natural in natural disaster. Although the disasters are often affected by geosphere physical phenomenon but various human actions and activities on the face of the earth cause certain population to be more prone to natural disaster. If the risks toward disaster need to be reduced, bigger attention needs to be given to minimize population vulnerability, increase people capacity to overcome disaster and strengthen people capability to adapt to disaster area in a long term. Currently, UN as the responsible party in reducing risk of international disaster has been doing community resilience effort adopting Hyogo Framework for Action (HFA) 2005–2015: building the nation and community resilience towards disaster, followed by Sendai Framework for Disaster Risk Reduction (SFDR) 2015-2030: reducing disaster risk and loss.

PurposeThis paper aims to demonstrate the importance of conversation among disaster studies researchers who may be positioned at times and to varying degrees as both insiders and outsiders in relation to the contexts in which they work. Three key questions are explored: how we identify with and relate to people in our study areas, who we do research for and what this means for knowledge creation and research practice.Design/methodology/approachPrompted by the Power Prestige and Forgotten Values manifesto (2019), the authors conversed with one another by email and video call, asking questions that triggered reflection. The emerging themes informed the key questions and the structure of the paper. The authors write with three individual voices to highlight the element of dialogue and our different experiences.FindingsSharing in depth with other researchers from different cultural and disciplinary backgrounds created space to both listen and find a voice. Emerging themes were positionality, how knowledge is used and implications for research practice. Researchers are part of a living system with the potential to serve, exploit or damage. Knowledge is generated at multiple scales, and we can act as a bridge between people and policymakers, using networks.Practical implicationsThe authors remain open and unbiased to “new” local/contextual knowledge, adopting the attitude of a learner. Knowledge creation should focus on pragmatic outcomes such as informing emergency planning.Originality/valueA novel dialogical approach is used to demonstrate the value of conversation among researchers from different backgrounds that enables them to question and challenge each other in a supportive environment. This leads to deeper understanding of our role as cross-cultural researchers and reveals unifying questions and implications for research practice.
