Abstract Flood disaster is the most disastrous hydrological event that can lead to property destruction and loss of lives. One of the efforts to mitigate the impact is by providing an advance technology in monitoring and event alert. The flood monitoring application is developed to provide real-time weather forecast and disaster warnings. To increase disaster management efficiency, we conducted this research to identify the needs and requirements for a flood monitoring application. The study is mainly focusing on user perspective and preferences. The participant of this survey includes the authorities, non-government agency (NGO) and public. The participant is given a set of questionnaires containing thirteen questions, including the combination of open-ended and close-ended questions covering three sub-topics: user background, user experience, and user knowledge. List of important flood monitoring application features based on user requirements analysis and empathy map has been used to visualize user attitudes and behaviours.

A new book addresses the political, moral, and strategic questions raised by acts of property destruction aimed at curbing the use of fossil fuels. The book argues that the magnitude of the climate crisis requires more confrontational methods to force necessary changes. The review considers these arguments in light of previous examples of environmental radicalism.

The author examines topical aspects of specifying mental violence in the criminal legislation of Ukraine on the basis of Articles from the Section «Crimes against Public Security», namely «Banditry», «Terrorist Acts», «Intentionally False Report about a Threat to Public Security, or a Threat of Property Destruction or Damage». Special attention is paid to the empirical data collected on the basis of indicators of the Prosecutor General’s Office of Ukraine, the guilty verdicts of the courts of Ukraine under the above-mentioned Articles. On this basis, the author specifies objective attributes of the presence of mental violence in the above-mentioned crimes, analyzes their significance and, using the cases of court verdicts, proves the presence of mental violence. Mental violence is expressed through the use of the following terminology: coercion, compulsion, involvement, threats, recruitment, use of weapons, exerting psychological pressure against the victim, threat (of explosion, arson or other actions terrorizing the population, posing danger of human death, considerable damage to property or other grave consequences). The author has analyzed and presented the percentage ratio of all crimes under consideration and, using the conducted analysis, has developed recommendations on supplementing the formal components constituting these crimes with a compulsory object of the mental health of the population. Besides, having assessed the cumulative data from the survey of police officers whose work is connected with crime investigation, the author concludes that, within the framework of crimes against public security, such criminal means as involvement and coercion are varieties of mental violence which, through psychological influence, change a person’s mentality and behavior. To improve the professional competence of investigators in the spheres of psychology, criminal law and criminology, the author suggests developing for investigators an algorithm of actions for identifying mental violence in crimes against public security.

Disruptive mood dysregulation disorder (DMDD) is a new diagnostic addition to the Diagnostic and Statistical Manual of Mental Disorders, Fifth Edition (DSM-5). The core feature of the disorder is chronic, severe, and persistent irritability that manifests as frequent temper outbursts that are inconsistent with the patient’s developmental level. The temper outbursts can be verbal or behavioral including physical aggression or property destruction. Between outbursts, the child remains persistently irritable or angry for most of the day, nearly every day. These symptoms persist across time and settings and are easily observable by others. Psychotherapeutic interventions including parent training and individual psychotherapy are critical components of a comprehensive treatment plan. Since DMDD is a new diagnosis, there are no published randomized controlled medication trials. The use of selective serotonin reuptake inhibitors (SSRIs) or second-generation antipsychotics may be considered for decreasing irritability.

The landslide hazard causes severe loss of life, injury, damage to property, destruction of communication networks and loss of precious soil and land. Landslides are triggered by earthquakes or sudden rock failures. They can also result when the base of a slope is over steepened by excavation or river erosion. Unfortunately, climate change is strengthening the destructive power of natural disasters. In this, Internet-of-Things (IoT)-based disaster detection and response systems have been proposed to cope with disasters and emergencies by improving the disaster detection. Accordingly, IoT devices are used to collect data and help to identify landslide. Here we design a personalized system with a number of sensors to detect landslide situations. Major difference between the proposed system and existing systems is the decentralized and personalized alerting system. The proposed system consists of a Transmitter and a receiver based on LoRa technology. Transmitter is fixed on various location covering the overall mountain region. A single transmitter covers a distance of 10kilometer. The transmitter consists of modules like LoRa transmitter, vibration sensor, piezoelectric sensor, soil moisture sensor and Arduino uno which is the controller of the entire transmitter. Initially the sensor monitors the entire landscape whether there is a landslide occurs or not. If the landslide occurs the GPS coordinates will be transmitted through LoRa. Technically there will be only one receiver and multiple transmitters fixed in different location covering the entire mountain region. Once the GPS coordinates is received by the receiver. The receiver consists of node MCU connected with internet and LoRa receiver is connected with node MCU. Distance between the receiver is displayed in the display and a initial alarm is produced. By using MQTT protocol GPS coordinates is published to the MQTT server or broker. Android application connected to the server will receive the warning.

While black bloc has been persistently misunderstood and maligned by the mainstream media and leftist intellectuals alike, rereading this tactic as an aesthetic practice opens new and more interesting methods of appraisal. This paper considers three ways of reading black bloc: first, how participation in a black bloc can be an ontologically transformative experience for its participants; second, how property destruction associated with black blocs can have transformative effects on its spectators; and third, how black bloc is particularly well-suited to what Jacques Rancière calls the redistribution of the sensible. These accounts provide alternative lenses through which black bloc can be brought into focus, and suggest that the bloc’s lack of concrete demands or fixed membership, its fleeting temporality, and its refusal to either identify itself with a particular party or class, or to engage with “politics as usual”—the very things that frustrate its critics—can be read as its greatest strengths. In entertaining a multiplicity of ways of seeing black blocs, we may loosen ourselves from the prevailing criticisms that eschew nontraditional forms of demonstrations, and shift the horizon of what we find to be politically possible. In 2015, South Carolina passed the Domestic Violence Reform Act giving officers increased arrest discretion and rescinding mandatory arrest laws for intimate partner violence (IPV). Analyses using incident reports (2016/2017) from South Carolina show that officers primarily rely on the presence of five variables to determine arrest: children, injury, property destruction, offender at scene, and weapons. Cases with Black female victims are more likely to result in arrest, suggesting that Black males are being criminalized. We conclude that officers are reluctant to use individual discretion and rely on a form of structured discretion provided by administrators that shapes local culture and decision-making.

The symptoms of behavioral disturbances in patients with psychosis caused by the use of amphetamine-type substances (ATS) are diverse, leading to difficulties in diagnosis and treatment. Purposes: To describe the clinical features of behavioral disorders relating to ATS use. Objects and research methods: Study on case clusters of 74 patients with inpatient mental disorders by using ATS at the National Institute of Mental Health, Central Mental Hospital 1, Psychiatric Hospital Ha Noi from September 2019 to August 2020. Results: Common symptoms relating to ATS use are hyperactive behavior (54%), agitated behavior (62%), behavior dominated by delusions, hallucinations (47.3%). There was a relationship between hyperactive behavior, impulsive behavior, aggressive behavior, and property destruction and agitation (p <0.05). There was no relationship between hyperactive behavior, agitated behavior, aggressive behavior, impulsive behavior with delusions, hallucinations (p> 0.05).

AbstractMethods employed in genome-wide association studies are not feasible ways to explore genotype–phenotype associations in rare disorders due to limited statistical power. An alternative approach is to examine relationships among specific single nucleotide polymorphisms (SNPs), selected a priori, and behavioural characteristics. Here, we adopt this strategy to examine relationships between three SNPs (5-HTTLPR, MAOA, COMT) and specific clinically-relevant behaviours that are phenotypic of fragile X syndrome (FXS) but vary in severity and frequency across individuals. Sixty-four males with FXS participated in the current study. Data from standardised informant measures of challenging behaviour (defined as physical aggression, property destruction, stereotyped behaviour, and self-injury), autism symptomatology, attention-deficit-hyperactivity-disorder characteristics, repetitive behaviour and mood/interest and pleasure were compared between each SNP genotype. No association was observed between behavioural characteristics and either 5-HTTLPR (serotonin) or MAOA (monoamine oxidase) genotypes. However, compared to the COMT (dopamine) AG and GG genotypes, the AA genotype was associated with greater interest and pleasure in the environment, and with reduced risk for property destruction, stereotyped behaviour and compulsive behaviour. The results suggest that common genetic variation in the COMT genotype affecting dopamine levels in the brain may contribute to the variability of challenging and repetitive behaviours and interest and pleasure in this population. This study identifies a role for additional genetic risk in understanding the neural and genetic mechanisms contributing to phenotypic variability in neurodevelopmental disorders, and highlights the merit of investigating SNPs that are selected a priori on a theoretical basis in rare populations.
