BackgroundNational Health Service England (NHSE) instigated Primary Care Networks (PCNs) as a collaboration of general practices working together at scale to improve population health in the local community.AimThe aim of the study was to capture general practitioner PCN leaders’ perceptions of the opportunities and pitfalls of PCNs, as well as points of learning, during their inception and development, in order to guide the future development of PCN form and function.Design & settingThe study, carried out in primary care, took a qualitative design.MethodNine PCN general practitioner leaders were interviewed in depth to gather their views and experiences of PCNs. We also collated 31 free-text survey responses pertaining to how participants perceived the purpose of PCNs.ResultsThe key themes were - defining purpose and managing ambiguity; bureaucracy vs. local autonomy; relational working; facilitative leadership. The need for purpose setting to remain adaptive was seen as crucial in avoiding the constraints of too rigid a structure in order to retain local ownership, whilst remaining focussed around meeting complex population needs and reducing variation. Participants reported navigating their way through striking a balance between the ‘top down’ mandate and recognising local need. Of importance to the success of PCNs was the necessity of effective relational working and facilitative leadershipConclusionWhilst the desire to be proactive and collaborative was emphasised by the PCN leaders, the importance of distributed leadership and time given to building trust and effective working relationships within new organisational forms cannot be underestimated.

PurposeThis paper utilizes Svara's facilitative leadership model to examine local government council/board effectiveness in Michigan, United States.Design/methodology/approachThis study performs a binary logistic regression to assess the influence of four independent variables–consensus building, cooperative relationship, clarity of responsibility and existence of factions/partisanship on five measures of council/board effectiveness (long-term goal setting, administrative, financial, addressing citizen expectations and overall performance), while controlling for other variables.FindingsOverall, the findings of this study have serious theoretical and practical implications. Specifically, the findings revealed that cooperative relationships, clarity of responsibility, discussion of public issues and partnership influence council/board effectiveness. The findings further support Svara's (2003) model on facilitative leadership and the model's usefulness in understanding local government leadership, i.e. council/board leadership effectiveness.Research limitations/implicationsFirst, survey data contains desirability bias which can affect the results presented in this study. Second, the data does not include socio-demographic variables of the respondents.Originality/valueThe study is original because it utilizes a data set that is not commonly used in understanding local government council/board effectiveness. Furthermore, the study also shows the usefulness of Svara's facilitative leadership in local government.

Abstract Background: Since the spread of COVID-19 disease around the world, several practitioners have sought to the ways that hasten control of the pandemic. There is a gap in contemplation of governance system’s effect on compliance with prevention guidelines targeting decrease in the disease’s consequences. This article is aimed to clear this gap. Methods: A model of collaborative governance was chosen to examine the effect of governance elements, composing of starting condition, institutional design, facilitative leadership and collaborative process. The SEM method was applied using PLS software and the survey was held among 220 people all around Iran. Results: Findings showed that collaborative process has a significant effect on compliance with prevention guidelines. Also, facilitative leadership and institutional design have positive impact on compliance variable. Conclusion: Examining the effect of collaborative governance model on compliance with COVID-19 prevention guidelines is a novel idea, especially because it is held on Iran with its complex cultural conditions. Based on the results, it is strongly suggested that policy makers in Iran consider joint actions and collaborative measures in controlling the disease. The measure can also be useful in other countries or other upcoming pandemics with regards to their socio-cultural context.

Tujuan penelitian ini adalah untuk mengetahui desain dan peran collaborative governance terkait penanggulangan KDRT di Kota Surabaya. Metode penelitian ini menggunakan pendekatan studi kasus (case study) terkait dengan KDRT di Kota Surabaya. Teknik pengumpulan data dilakukan dengan cara observasi dan menggunakan kuesioner.Hasil penelitian menjelaskan bahwa desain collaborative governance dalam penanggulangan KDRT di Kota Surabaya hampir melibatkan semua Organisasi Perangkat Daerah (OPD) kota Surabaya hingga tingkat kelurahan, pihak swasta dan lembaga swadaya masyarakat. Collaborative governance dalam penanggulangan KDRT di Kota Surabaya diwujudkan dalam bentuk Tim Pusat Pelayanan Terpadu Perlindungan Perempuan dan Anak (TP2TP2A) Kota Surabaya. Bentuk collaborative governance juga mengatur tugas dan kewajiban dari masing-masing bagian, sehingga kinerja dari TP2TP2A Kota Surabaya lebih efektif dalam penanggulangan KDRT di Kota Surabaya. Pada penelitian ini ditemukan adanya faktor unik yang mendukung berjalannya collaborative governance, yaitu faktor figur pimpinan yang salah satunya diwujudkan dalam bentuk facilitative leadership/kepemimpinan fasilitatif.

Purpose The study aims to develop a theoretical model that highlights the determinants of the adoption of online teaching at the time of the outbreak of COVID-19. This study adopted a time-series analysis to understand the factors leading to the adoption of online teaching. Design/methodology/approach Empirical data were gathered from 222 university faculty members by using an online survey. In the first phase, data were collected from those faculty members who had no experience of conducting online classes but were supposed to adopt online teaching as a result of the COVID-19 pandemic and subsequent lockdown. After two weeks, a slightly modified questionnaire was forwarded to the same group of faculty members, who were conducting online classes to know their perception regarding the adoption and conduct of online teaching. Findings Both the proposed conceptual frameworks were investigated empirically through confirmatory factor analysis and structural equation modeling. Significant differences were found in the perceptions of faculty members regarding before and after conducting classes through online teaching. Originality/value This study contributes to the literature by presenting and validating a theory-driven framework that accentuates the factors influencing online teaching during the outbreak of a pandemic. This research further extends the unified theory of acceptance and use of technology by introducing and validating three new constructs, namely: facilitative leadership, regulatory support and project team capability. Based on the findings, practical insights are provided to universities to facilitate adoption, acceptance and use of online teaching during a health-care emergency leading to campus lockdowns or the imposition of restrictions on the physical movement of people.

This study aims to analyze the Collaborative Governance process and find out the factors that influence the collaboration process in the chimney and waste bank program in Kramatwatu Village. The research method used is descriptive method with a qualitative approach. The results showed that collaborative governance in the chimney and waste bank program in Kramatwatu Village had been going well, only one process that had not gone well was commitment, seen from the indicators of collaborative governance according to Ansel and Gash, namely face-to-face dialogue (face to face), building trust (trust building), commitment to the process (commitment to process), shared understanding (share understanding), and intermediate outcomes. Judging from the commitment process in Kramatwatu Village, it has not been going well, it is located in RW 01 and also RW 04, which has a responsibility for the chimney that is not responsible so that the waste reduction is not optimal. The factors that influence the collaboration process are initial conditions, facilitative leadership, and institutional design. Penelitian ini bertujuan untuk menganalisis proses Collaborative Governance dan mengetahui faktor-faktor yang memengaruhi proses kolaborasi dalam program cerobong sampah dan bank sampah di Desa Kramatwatu. Metode penelitian yang digunakan adalah metode deskriptif dengan pendekatan kualitatif. Hasil penelitian menunjukkan bahwa collaborative governance dalam program cerobong sampah dan Bank sampah di Desa Kramatwatu sudah berjalan dengan baik, hanya saja salah satu proses yang belum berjalan dengan baik yaitu komitmen, dilihat dari indikator proses collaborative governance menurut Ansel dan Gash, yaitu dialog tatap muka (face to face), membangun kepercayaan (trust building), komitmen terhadap proses (commitment to process), pemahaman bersama (share understanding), dan hasil antara (Intermediate outcomes). Dilihat pada proses komitmen di Desa Kramatwatu belum berjalan dengan baik ini terletak pada RW 01 dan juga RW 04 yang memiliki penanggungjawab atas cerobong sampah yang kurang bertanggungjawab sehingga kurang maksimalnya pengurangan sampah. Adapun faktor yang mempengaruhi proses kolaborasi yaitu kondisi awal, kepemimpinan fasilitatif, dan desain institusioanal.

The trajectory of students' unrest in Nigeria universities has been linked to the underside of modernity. By responding to this, the study explores conditions necessary to decolonise the mindset of university authorities and students, against modernity as an offshoot of students' unrest. Ubuntu philosophy rationalised the study while Transformative Paradigm lensed the process with the use of Participatory Action Research design. The study involved ten co-researchers, three university management staff, three students' leaders, two security personnel and two university lecturers were selected using Convenient Sampling Technique. Focus Group Discussion was employed to generate data, and the data were subjected to Conversational Analysis to make sense of the data. Students' involvement in decision-making, democratic and facilitative leadership style, were found as tools to decolonise the space of students' unrest as an underside of modernity. The reconstruction of the university system against social unrest emanating from modernity becomes expedient through Ubuntu cum decoloniality.

Purpose The purpose of this study is to identify the effects of market turbulence as a moderating construct in relation to effective organizational learning on the company’s innovation and performance as well as on the antecendent of facilitative leadership competence. Design/methodology/approach This study used a cross-sectional and correlational research design. The period of data collection took place between March and May 2019 for three months. The questionnaires were distributed to 350 people who were randomly selected in the metal small and medium enterprises in Tegal district, Central Java, Indonesia. Analysis was conducted through the analysis of structural equation modeling (SEM). Findings Facilitative leadership competencies have a significant effect on effective organizational learning. Facilitative leadership competencies can support the learning climate and develop mechanisms for transferring learning from individuals and teams into organizational knowledge and experience. There is also an influence of organizational learning on the company’s innovativeness and the company’s performance. Contingency factors can be applied in situations that are always experiencing a change in turbulence Research limitations/implications This study contributes to the deepening of understanding of facilitative leadership concept and highlights the importance in the success of building effective learning, as well as its relationship with innovation performance and business performance. Practical implications This finding helps the management to understand the market forces and their impact on the company’s innovation and performance. In this case, the leader plays an important role in fostering a culture of learning, changing the habits and ways of working so that they are ready to support the organizational culture of learning. Originality/value Developing a mechanism for transferring learning into organizational knowledge is very important because organizational learning is believed to be an important strategy in an organizational learning process. This is particularly true in a rapidly changing environment, as it can create business resilience.

This research was conducted to describe and analyse the Implementation of Collaborative Governance in poverty alleviation and supporting and inhibiting factors in it. Research locus in Ngada Regency, East Nusa Tenggara Province, Indonesia. This type of research is descriptive qualitative. Data collection techniques used were interviews, observation, FGD, observation and document review. Data validity is tested through data triangulation and data analysis using Data Condensation, data presentation and conclusion drawing. The results showed that Collaborative Governance in poverty alleviation in Ngada Regency, East Nusa Tenggara Province has not fully met the substantial elements of Collaborative Governance according to Deserve which includes network structure, Commitment to a Common Purpose, Trust among the Participants, Governance, and Access to Authority, Distributive Accountability / Responsibility, Information Sharing and Resource Access. The dynamics of collaboration have not yet taken place in the real sense. The Resource, Leadership, Institutional and Cultural Factors are the four factors that influence and inhibit collaboration. Drivers of collaboration include the need for resource sharing, leadership vision on poverty issues, and recognition of potential among stakeholders. Obstacles include resource gaps, less facilitative leadership, no representative institutions and a strong culture of government dominance.
