Abstract Background: Since the spread of COVID-19 disease around the world, several practitioners have sought to the ways that hasten control of the pandemic. There is a gap in contemplation of governance system’s effect on compliance with prevention guidelines targeting decrease in the disease’s consequences. This article is aimed to clear this gap. Methods: A model of collaborative governance was chosen to examine the effect of governance elements, composing of starting condition, institutional design, facilitative leadership and collaborative process. The SEM method was applied using PLS software and the survey was held among 220 people all around Iran. Results: Findings showed that collaborative process has a significant effect on compliance with prevention guidelines. Also, facilitative leadership and institutional design have positive impact on compliance variable. Conclusion: Examining the effect of collaborative governance model on compliance with COVID-19 prevention guidelines is a novel idea, especially because it is held on Iran with its complex cultural conditions. Based on the results, it is strongly suggested that policy makers in Iran consider joint actions and collaborative measures in controlling the disease. The measure can also be useful in other countries or other upcoming pandemics with regards to their socio-cultural context.

This study aims to analyze the collaboration process between stakeholders in landslide disaster management in Gajahmungkur District, Semarang City. Collaboration between stakeholders aims to build commitment, understanding, and responsibility in increasing the effectiveness of disaster management which is analyzed through the concept of collaborative governance by Ansell & Gash (2007). Based on a descriptive qualitative research approach, this research was conducted in the city of Semarang, precisely in the district of Gajahmungkur Kecamatan. Data collection was carried out by interview and documentation techniques. Data analysis is based on four indicators of collaborative governance including: initial conditions, institutional design, facilitative leadership, to the collaborative process. The results of this study indicate that there are three stakeholders involved in the collaboration, namely local government, community groups, and also the private sector, however, in the process the coordination carried out by the three stakeholders is not effective enough, thus hindering disaster management activities. As a result of this lack of coordination, the landslide disaster in Semarang City has not been handled properly. Based on the results of the study, it can be concluded that the collaborative process carried out in landslide disaster management in Semarang City has not run optimally due to lack of coordination and lack of participation from other stakeholders outside the government sector, causing landslides to still occur frequently.

This study aims to analyze the Collaborative Governance process and find out the factors that influence the collaboration process in the chimney and waste bank program in Kramatwatu Village. The research method used is descriptive method with a qualitative approach. The results showed that collaborative governance in the chimney and waste bank program in Kramatwatu Village had been going well, only one process that had not gone well was commitment, seen from the indicators of collaborative governance according to Ansel and Gash, namely face-to-face dialogue (face to face), building trust (trust building), commitment to the process (commitment to process), shared understanding (share understanding), and intermediate outcomes. Judging from the commitment process in Kramatwatu Village, it has not been going well, it is located in RW 01 and also RW 04, which has a responsibility for the chimney that is not responsible so that the waste reduction is not optimal. The factors that influence the collaboration process are initial conditions, facilitative leadership, and institutional design. Penelitian ini bertujuan untuk menganalisis proses Collaborative Governance dan mengetahui faktor-faktor yang memengaruhi proses kolaborasi dalam program cerobong sampah dan bank sampah di Desa Kramatwatu. Metode penelitian yang digunakan adalah metode deskriptif dengan pendekatan kualitatif. Hasil penelitian menunjukkan bahwa collaborative governance dalam program cerobong sampah dan Bank sampah di Desa Kramatwatu sudah berjalan dengan baik, hanya saja salah satu proses yang belum berjalan dengan baik yaitu komitmen, dilihat dari indikator proses collaborative governance menurut Ansel dan Gash, yaitu dialog tatap muka (face to face), membangun kepercayaan (trust building), komitmen terhadap proses (commitment to process), pemahaman bersama (share understanding), dan hasil antara (Intermediate outcomes). Dilihat pada proses komitmen di Desa Kramatwatu belum berjalan dengan baik ini terletak pada RW 01 dan juga RW 04 yang memiliki penanggungjawab atas cerobong sampah yang kurang bertanggungjawab sehingga kurang maksimalnya pengurangan sampah. Adapun faktor yang mempengaruhi proses kolaborasi yaitu kondisi awal, kepemimpinan fasilitatif, dan desain institusioanal.

This article identifies and examines factors important to the collaborative process. It does so by treating Malaysia’s performance and management delivery unit (PEMANDU) – which is an agent that played a central role in economic and government transformation programmes – as a prism from which to identify essential components of collaboration. By examining PEMANDU’s various initiatives together with descriptions of two cases on collaboration, the article concludes that facilitative leadership and one-of-a kind organizational design are necessary but not sufficient conditions for a successful collaborative-governance endeavor. Institutionalizing collaborative governance remains problematic. This is because even though collaborative governance is nested within the country’s larger development concerns, the issues of trust, legitimacy and regime change have made collaborative governance a still nascent tool for public-sector reform effort.

Whether chief executive officer (CEO) turnover can improve top management team (TMT) creativity is an important issue that remains to be solved. Based on the theoretical background of CEO turnover, team creativity, and cross-cultural context, this study proposes a theoretical model to answer the question and introduces leadership identity as a moderator simultaneously. The multiple regression analysis of data obtained from 903 executives in 104 top management teams revealed CEO voluntary resignation/internal succession pattern, CEO voluntary resignation/external succession pattern, and CEO forced resignation/internal succession pattern separately had a significant positive impact on TMT creativity in a cross-cultural context; leadership identity partially moderated the relationship between CEO turnover and TMT creativity. According to these findings, only three patterns of CEO turnover could promote TMT creativity, and leadership identity enhanced the positive effects of CEO voluntary resignation/internal succession pattern, CEO voluntary resignation/external succession pattern, and CEO forced resignation/internal succession pattern on TMT creativity in a cross-cultural context. These made up for the lack of theoretical research on the relationships among CEO turnover, TMT creativity and leadership identity, which could provide the scientific guidance to conduct the CEO turnover practice and improve TMT creativity in a cross-cultural context.

HIV / AIDS cases in Indonesia continue to increase and have spread to all provinces in Indonesia. As the province with the highest number of HIV cases, DKI Jakarta through the Provincial AIDS Commission (KPAP) seeks to prevent the increase of HIV / AIDS cases through collaborative governance between the Government, Non-Governmental Organizations (NGOs), and the public. This collaborative governance is reinforced through Governor Regulation No. 231 of 2015 concerning the Organization and Work Procedure of the Jakarta Capital City Provincial AIDS Commission and the DKI Jakarta Provincial Regulation Number 5 of 2008 concerning HIV and AIDS Prevention. This research was conducted to analyze the process of collaboration between the Government, NGOs and Communities in the DKI Jakarta Province. In addition, this study aimed to provide strategic recommendations for effective collaborative governance in the context of HIV / AIDS prevention in DKI Jakarta Province. This study used descriptive qualitative research methods that described the collaborative process of preventing HIV / AIDS in DKI Jakarta Province. Therefore, this study used a collaborative governance theory that focused on the collaborative process. Based on the research, it was known that collaborative governance has been established between KPAP, Health Office, NGOs, Working Groups (Pokja), and the Community. However, it was still not effective because of the lack of roles of working groups and NGOs that were still dependent on donor agencies in carrying out their activities.

This study is focused on the role, importance and practice of Business Continuity Management (BCM) in relation with Strategic Planning (SP) and Cultural Context (CC) by offering a holistic framework for short-term and long-term strategic business analysis. The purpose is to create a unique structured plan for understanding the organizational failure willingness and to create a culture of readiness, feedback and risk management. The methodology used is quantitative with questionnaire for collection data. The study sample includes 50 organizations from four different sectors: banking, services, industrial and insurance in Shkoder (Albania). The research findings show a positive correlation between SP and BCM (0.54%), with a significant positive impact of SP on BCM. A positive correlation is founded between SP and CC (0.588%). The study suggests that placing the BCM in the Corporate Culture may be entitled as another manner of integrating BCM and SP in one structure. Between culture and strategy there is a huge number of characteristics and similarities they have in common with each other.

This exploratory article aims to take first steps towards understanding whether a regional cultural background has, among other determinants, an influence on a person’s entrepreneurial behaviour, relying on the example of Germany. A multilevel approach is applied combining the Global Entrepreneurship Monitor individual-level data about entrepreneurship with up-to-date cultural dimensions indicators based on Hofstede’s original approach at the regional (NUTS 1) level. The results indicate that regional cultural context is an important determinant of entrepreneurial behaviour. At that, different cultural dimensions have different impacts, and the impact also differs across different stages of entrepreneurship. A lower level of uncertainty avoidance in a region could have a positive impact on early-stage entrepreneurship, whereas the established business ownership seems to be encouraged by a lower level of power distance.

Purpose The purpose of this paper is to study and assess the content, functioning and impact of institutional reforms aiming to enhance collective and holistic political leadership at the level of local government. Design/methodology/approach The authors conduct a comparative case study of two Danish frontrunner municipalities drawing on relevant documents and qualitative interviews with both elected politicians and public administrators. Findings The authors found that institutional design is effective in promoting collective and holistic political leadership at the local level, even if no formal design options are available and the municipalities have to invent their own designs. Support both from both councilors and administrators is paramount for successful implementation of local political leadership reforms. Research limitations/implications Due to the purposive selection of a limited number of cases, the findings cannot be generalized to the population from which the cases are drawn. However, other municipalities may learn from and become inspired by the positive impact of the new institutional designs on collective and holistic political leadership. Practical implications Whereas some institutional political leadership reforms aim to enhance the power of the mayor and other reforms aim to create a cabinet or a committee system, the reforms the authors are studying aim to create a space for local councilors to work together across party and sector lines in creating collective and holistic policy solutions. The study shows that it is crucial that local councilors are involved in cross-boundary agenda setting before developing policies in standing committees and endorsing them in the council assembly. Social implications There is a large amount of more or less wicked problems that require the formulation and implementation of innovative policy solutions, which, in turn, call for a clear and determined political leadership. However, local politicians typically suffer from decoupling and tunnel vision. The results show that these problems can be solved through new institutional designs that promote a more collective and holistic political leadership that can take the local community forward. Originality/value Few studies have hitherto addressed the need for institutional reforms enabling collective and holistic political leadership through both theoretical and empirical analyses, but that is exactly what the authors try to accomplish.

Collaborative governance has, currently, become an alternative to resolving public issues, wherein the government is suggested to collaborate with cross-sector organizations. Although several collaborative efforts developed by the government were reported to have failed, there are a number of successful collaborations established to resolve various issues. The main objective of this study is to analyze why did the collaboration process of the off-site anoa conservation through the Anoa Breeding Center (ABC) succeed in increasing the anoa population. This study employed the qualitative descriptive methodology. The data collection techniques used were literature study, observation, and interviews with stakeholders involved in ABC activities. The study results show that the collaboration in managing ABC was successful and it effectively resolved the problems confronted in the off-site anoa conservation due to active role of the administrators in realizing extensive participation, establishing and maintaining trust, as well as running a transparent process among the actors. The established collaboration is supported by a leadership that facilitated the implementation of the collaboration process. The collaboration is carried out formally as stipulated in the MoU made, as well as informally on the basis of the trust developed. The determining factors in the success of the collaboration in the off-site anoa conservation at ABC are the presence of process transparency, clear basic values, scope of actors involved, and facilitative leadership in the collaboration effort.
