With the advent of the era of self media, the demand for video trading is becoming more and more obvious. Alliance blockchain has the characteristics of traceable transaction records, tamper proof transaction records, decentralized transactions and faster transaction speed than public chains. These features make it a trading platform. Trusted computing can solve the problem of non Byzantine attack in the aspect of hardware. This paper proposes a video transaction algorithm considering FISCO alliance chain and improved trusted computing. First, an improved trusted computing algorithm is used to prepare a trusted transaction environment. Second, the video summary information extraction algorithm is used to extract the summary information that can uniquely identify the video. Finally, based on the video transactions algorithm of FISCO alliance chain, the video summary information is traded on the chain. Experimental results show that the proposed algorithm is efficient and robust for video transactions. At the same time, the algorithm has low computational power requirements and algorithm complexity, which can provide technical support for provincial and county financial media centers and relevant media departments.

Education has been identified as one of the most important ways to achieve national development. With 3 million non-literate adults in Lagos State, the commercial nerve center of the nation, radio becomes a veritable medium to teach such adults who, for several reasons including economic, do not have the opportunity of formal schooling. The study assessed the effectiveness of educational radio broadcasting for adult literacy in Lagos State, Nigeria. Five hundred and five (505) adult learners participating in Lagos is Learning Project were purposively selected. Findings showed that a majority (62.4%) of the study participants used the instructional radio program, Mooko Mooka, to prepare for classroom instruction, while 53.5% of the study participants used the program for revision. Findings also revealed that 40.6% of them listened to the program three times per week and this implied that frequency of exposure could influence literacy skill. The study concluded that radio instructional techniques were effective in promoting adult literacy and therefore recommended that the radio listening sessions should be increased as part of efforts to reduce adult illiteracy in the country. Also, community media centers should be created in different communities to encourage group listening where learners can be supervised.

The National Library Power program, funded by the DeWitt Wallace-Reader's Digest Fund, was designed to create public elementary and middle school library programs that improve teaching and leaming. Using the school library media program as a catalyst for school reform, the Library Power program demonstrated how to change the role of the school librarian. During its eight-year grant period, New Visions for Public Schools' professional development program taught participants how to administer a collaboratively planned, flexible access library, and address issues such as management, collection development, and technology. The authors describe its features and its applicability to other school systems.

Based on research conducted by the author in 1996 and 1999, this paper discusses theoretical issues and provides an overview of the purposes for which school libraries are creating and maintaining home pages or Web sites. The research has implications for those who are planning a Web page or site for their school library/media center; among other things, it provides information about what other school libraries/media centers have done and suggests some pitfalls that might be avoided It also suggests areas for further study, notably the possible development of a model that might be used for the evaluation of school library Web sites.

In the last two decades technology has had a tremendous impact on school library media centers and personnel. The purposes of this study are to investigate the effects of technology on (1) school library media programs, (2) collections, (3) jobs of media personnel, and (4) student learning in media centers, and to determine if media staffing influences such effects. Twenty-- three media personnel in two Florida school districts with different media staffing procedures were administered open-ended questionnaires. In both districts technology had positive effects on provision of information resources in many formats to accommodate a variety of student learning styles, management of the media center, and creation of enthusiasm and interest in learning. It appeared that differences in district staffing and funding affected feelings about the impact of technology on jobs and the media collection.

A school library coordinator is a position of central leadership for district school boards. The visions of six Canadian school library coordinators about aspects of strong school library programs, and how their role helps achieve them are investigated in this qualitative interview-based study. Results showed that coordinators felt their roles of providing professional development and advocating for school libraries help create school library programs that improve student achievement. For the future, they envisioned a greater role for school libraries in education, with greater collaboration between school library, technology, literacy, and public library circles. A need for greater provincial government support for school libraries was identified. This study explored the values and hopes of school library leaders in Canada, and indicated that a coordinator can do much to support districts’ school libraries and media centers.

The I-LEARN  Model—I dentify, L ocate, E valuate, A pply, R eflect, kN ow— both describes the process of learning with information and provides a learning sequence that children and youth can be taught. Grounded in research and theory from information science and instructional systems design, it is also based on the author’ s own research and writing. This theoretical model reflects an inquiry approach to learning and builds on the three-part information-literacy paradigm that underlies many instructional activities conducted in library media centers: accessing, evaluating, and using information. It expands that paradigm to focus specifically on the use of information as a tool for learning.
