Seismic resilience for recovery investments of bridges methodology

Bridges are fundamental links for the movement of goods and people and bridge damage can thus have significant impacts on society and the economy. Earthquakes can be extremely destructive and can compromise bridge functionality, which is essential for communities. Evaluation of bridge functionality is thus fundamental in the planning of emergency responses and socioeconomic recovery procedures. It is especially useful to define parameters to assess investments in bridge infrastructure. Resilience is a key parameter that can identify decision making procedures necessary for recovery investments. In this regard, resilience can be defined as the rapidity of a system to return to pre-disaster levels of functionality. This aim of this work was to assess the lack of robust analytical procedures for quantifying systematic restoration for earthquake-damaged bridges, to provide a link between the assessment of resilience and its application in decision making approaches. The proposed methodology (called seismic resilience for recovery investments of bridges) uses functionality–time curves that allow quantification of resilience along with readable findings for a wider range of stakeholders. The results presented in this paper should be of interest to multi-sectorial actors (i.e. bridge owners, transportation authorities and public administrators) and could drive interdisciplinary applications such as the assessment of recovery techniques and solutions.

The assessment of bridge functionality during earthquakes is fundamental in the evaluation of emergency response and socio-economic recovery procedures. In this regard, resilience may be considered a key parameter for decision-making procedures such as post-hazard event mitigations and recovery investments on bridges. The paper proposes a case study of a bridge configuration subjected to seismic hazard and aims to consider the effects of the soil–structure interaction on the recovery to various levels of pre-earthquake functionality. The principal outcome of the paper consists of calculating resilience as a readable finding that may have many applications for a wide range of stakeholders, such as bridge owners, transportation authorities and public administrators who can apply the outcomes in the assessment of the best recovery techniques and solutions.

Industries are nowadays not only expected to produce goods and provide services, but also to do this sustainably. What qualifies a company as sustainable implies that its activities must be defined according to the social and ecological responsibilities that are meant to protect the society and the environment in which they operate. From now on, it will be necessary to consider and measure the impact of industrial activities on the environment, and to do so, one key parameter is the carbon footprint. This paper demonstrates the utility of the LCI as a tool for immediate application in industries. Its application shall facilitate decision making in industries while choosing amongst different scenarios to industrialize a certain product with the lowest environmental impact possible. To achieve this, the carbon footprint of a given product was calculated by applying the LCI method to several scenarios that differed from each other only in the supply-chain model. As a result of this LCI calculation, the impact of the globalization of a good’s production was quantified not only financially, but also environmentally. Finally, it was concluded that the LCI/LCA methodology can be considered as a fundamental factor in the new decision-making strategy that sustainable companies must implement while deciding on the business and industrial plan for their new products and services.

In this chapter, the authors evaluate the use of Web 2.0 technology to engage citizens in the transportation decision making process. They evaluate the potential of Web 2.0 technology to create effective participatory environments to enable authentic participation; provide an inventory of the current tools and technologies utilized, identify barriers faced by administrators in the implementation of these tools, and summarize universal lessons for public administrators. Based on a review of 40 cases of collaborations, the authors find that Web 2.0 technology is predominantly used as a complement rather than a substitute for traditional approaches. Furthermore, the review suggests that the full potential of Web 2.0 remains untapped, and additional tools and technologies can be utilized to overcome barriers to implementation.

This article considers the ways in which teachers of public administration can address biopolitical issues within an established professional curriculum. The author distinguishes between the teleological and instrumental aspects of a belief system, holding that biobehavioral explanation can be pedagogically useful and can provide public administrators with a model for assessing and responding to workplace phenomena. The article proposes that undergraduate and graduate teaching impose different standards on an instructor seeking to introduce biobehavioral and biostructural concepts. The different standards arise out of the explicit and focused career instrumentality of graduate study in public administration, as well as age graded differences in receptivity to particular propositions about human nature. Finally, this article details some ways in which biobehavioral explanation can be introduced in organizational behavior classes and in classes that consider the structure of public organizations and their decision-making processes.

As the cost of lifeline disruption rises with the size and complexity of urban communities, increasing efforts are put into enhancing infrastructure resilience to natural disasters. Aiming to improve the understanding of water supply network seismic resilience, this paper examines in detail the initial performance and restoration of the water supply network following the 22 February 2011 Mw6.2 Christchurch, New Zealand earthquake. In addition, a method to optimize the recovery of such systems is developed in two phases: the prioritization of pipe inspection and prioritization of pipe repairs. The results inferred from the observed pipe repairs suggest that the recovery was carried out efficiently; however, applying the proposed methodology would have substantially improved the recovery of the system with a 30% reduction in the number of buildings deprived of water in the first two days. Assumptions and limitations of the modeling are also discussed and practical solutions given to apply this framework in real-time for post-earthquake restoration.

The rapid change of local government operating environment shapes the interaction between political leaders and public administrators, who work in the constant riptide of service responsiveness and economic pressure. We investigate the relationship between political leaders and public administrators in the local administration of social and health services. The patterns and pictures are examined empirically, with data gathered from strategic-level political leaders and public administrators in six Finnish local government organisations. The analysis applies multivariate methods. The results suggest that there are different groups among the political leaders. The differences are not based on political opinions, but rather on the attitudes towards the decision-making process, also the views on local government decision-making processes differ between the groups. The rapid contextual change experienced in the public organisations requires a fast and well-informed response from political leaders and public administrators; even political differences can be pushed aside in this turbulent operating environment.
