The emission estimations for vinyl acetate from storage tanks located in Dilovasi and Yumurtalik, Turkey, were completed by using the US EPA standard regulatory storage tanks emission model (TANKS 4.9b). Total annual emission was determined to be 7,603.15 kg/year for Yumurtalik and 6,057.06 kg/year for Dilovasi. In addition, ALOHA software was used in order to define emergency responses required in the case of vinyl acetate leakage based on different scenarios. According to ALOHA program modelling results, the threat regions occurred were 113 and 236 m for the red threat region, 299 and 663 m for the orange threat region, and 790 m and 2.0 km for the yellow threat region for vinyl acetate toxic vapour in Dilovasi and Yumurtalik, respectively. The threat regions determined were 10 and 15 m for the red threat region, 9.14 m for orange threat region, and 20 and 49 m for the yellow threat region for modelling of flammable area for the vapour cloud of vinyl acetate in Dilovasi and Yumurtalik, respectively. The amount of thermal radiation was determined to be 10 kW/m2 at a distance of 9.96 m from the tanks in both Dilovasi and Yumurtalik during a jet fire.

Raw domestic wastewater from an individual home was characterised and the water quality was followed after disposal to a partially sealed cesspit over the whole filling period of 4 months. The results revealed that raw wastewater was of medium strength according to the US EPA classification, and was more concentrated than Palestinian municipal sewage. Septage is the water accumulating in the pit, but above the accumulated bottom sludge. The septage was more concentrated than the raw sewage. The specific household water consumption, wastewater generated, septage collected by vacuum truck and septage water infiltration were respectively (59 L/c.d; 100%), (52 L/c.d; 87%), (11 L/c.d; 19%) and (40 L/c.d; 68%). The specific removal of pollutants in the cesspits were: BOD5 (78 g/c/d), COD (62 g/c/d), N total (52 g/c/d), PO4-P (66 g/c/d) and TSS (69 g/c/d). The specific pollution loads of emptied septage were BOD5 (5.6 g/c/d), COD (19.3 g/c/d), N total (4.8 g/c/d), PO4-P (0.17 g/c/d) and TSS (25.5 g/c/d). The concentrations of heavy metals (Cu, Pb, Mn, Fe and Zn) in septage water were not in compliance with heavy metals concentration limits of the Palestinian regulations for wadi disposal and effluent reuse in agriculture. As a consequence, septage disposal in wadis and agricultural fields is not safe. However, according to municipal regulations, the heavy metals concentrations allow septage to be disposed in the Al-Bireh wastewater treatment plant septage receiving unit, to be further treated in the aerobic system. Regarding nitrogen that is removed in the cesspit, the vast majority will most likely exfiltrate out of the cesspit into the surrounding soil, and might potentially reach the groundwater. Therefore, cesspits should be replaced by proper wastewater treatment systems.

Abstract. The US EPA regional emission model SMOKE was adopted and modified to create temporally and spatially distributed emission for Europe and surrounding countries based on official reports and public domain data only. The aim is to develop a flexible model capable of creating consistent high resolution emission data for long-term runs of Chemical Transport Models (CTM). This modified version of SMOKE, called SMOKE for EUROPE (SMOKE-EU) was successfully used to create hourly gridded emissions for the timespan 1970–2010. In this paper the SMOKE-EU model and the underlying European datasets are introduced. Emission data created by SMOKE-EU for the year 2000 are evaluated by comparison to data of three different state of the art emission models. Differences of SMOKE-EU to those models were in the same range as the differences amongst them. Further, concentrations of criteria pollutants calculated by the CTM CMAQ using the four different emission datasets were compared against EMEP measurements with hourly and daily resolution. Using SMOKE-EU emissions O3, NO2 and SO4 could be modelled most reliably. The amount of simulated concentrations within a factor of 2 (F2) of the observations for these species are: O3 (F2=0.79 N=329 197), NO2 (F2=0.55 N=11 465), and SO4 (F2=0.62 N=17 536). The lowest values were found for NH4 (F2=0.34 N=7400) and NO3 (F2=0.25 N=6184). NH4 concentrations were generally overestimated, leading to a fractional bias (FB) averaged over 22 measurement stations of (FB=0.83±0.41) while better agreements with observations were found for SO4 (FB=0.06±0.38, 51 stations) and NO3 (FB=0.13±0.75, 18 stations). CMAQ simulations using the three other emission datasets were similar to those modelled using SMOKE-EU emissions. Highest differences where found for NH4 while O3 concentrations were almost identical. The results of this comparison confirm that it is adequate to use emissions created by SMOKE-EU as input for CTMs.

Cannabis (marijuana) is the most commonly consumed, universally produced, and frequently trafficked psychoactive substance prohibited under international drug control laws. Yet, several countries have recently moved toward legalization. In these places, the legal status of cannabis is complex, especially because illegal markets persist. This chapter explores the ways in which a sector’s legal status interacts with political consumerism. The analysis draws on a case study of political consumerism in the US and Canadian cannabis markets over the past two decades as both countries moved toward legalization. It finds that the goals, tactics, and leadership of political consumerism activities changed as the sector’s legal status shifted. Thus prohibition, semilegalization, and new legality may present special challenges to political consumerism, such as silencing producers, confusing consumers, deterring social movements, and discouraging discourse about ethical issues. The chapter concludes that political consumerism and legal status may have deep import for one another.

This chapter examines the effect of group dynamics on the 2016 decision within the administration of President Barack Obama to lead the international coalition in a mission to liberate Raqqa, Syria, from the Islamic State. The authors show that whereas the groupthink syndrome characterized the decision-making process of the US-led coalition’s decision to attack Raqqa, it was polythink that characterized the decision-making dynamics both in the US-led coalition and within the inner circle of Obama’s own foreign policy advisors. Through case-study analysis, the authors illustrate that groupthink is more likely in strategic decisions, whereas polythink is more likely in tactical decisions.

The European Union policy strategies on the sustainability of the transport system pursue the goals of maximizing safety and environmental benefits and reducing the severity and frequency of crashes, congestion, and pollutant emission rates. A common issue is the planning of the most effective solution for operational and safety management at intersections. In this study, an egg turbo roundabout is proposed as the alternative solution to a conventional roundabout in Southern Italy which suffers from traffic congestion. A comparative analysis is carried out using microsimulation techniques to investigate the safety effects and operational improvements of converting a traditional priority intersection into standard roundabout or turbo roundabout layout. In particular, the VISSIM software is used to explore the most relevant operational performance measures: queue length, travel times and delays. The lowest values of these measurements are recorded for the simulated turbo roundabout, thus making this scheme more appropriate in terms of operational performances. With regard to safety analysis, the Surrogate Safety Assessment Model (SSAM) is used to collect information on the predicted number of conflicts, the probability, and severity of the potential collisions. The results suggest that, for the specific case study, the safety levels of the standard roundabout and the turbo roundabout are approximately comparable.

This study examined the coronavirus disease 2019 (COVID-19) preparedness and response of the health system (HS) in Hanoi, Vietnam, and identified enabling factors and barriers. This cross-sectional, mixed-methods study was conducted in 4 urban and peri-urban districts that included some wards with COVID-19-positive cases and some without. The US Centers for Disease Control and Prevention (CDC) analytical frameworks were used. Overall, 10% of health facilities (HFs) failed to fully implement COVID-19 risk determination; 8.8% failed to fully implement stronger community partnerships with local stakeholders to support public health (PH) preparedness; 35% and 2.5% incompletely implemented and did not implement evaluation of PH emergency operations, respectively; 10% did not identify communication channels to issue public information, alerts, warnings, and notifications; 25% incompletely implemented identification, development of guidance, and standards for information; 72.5% had good preventive and treatment collaboration; and 10% did not fully implement procedures for laboratory testing and reporting results. Enablers included sufficient infrastructure and equipment, strong leadership, and good cross-public-sector collaboration with police and military forces. Barriers included workforce constraints, overburdened and inconsistent reporting systems, inappropriate financial mechanisms, ambiguous health governance, and lack of private-sector engagement. Nonetheless, the HS preparedness and response were satisfactory, although further coordinated efforts in evaluation, coordination, communication, and volunteering remain necessary.
