This study aims to analyze strategic planning, policy implementation and evaluation of quality improvement programs at a State Madrasah Aliyah Medan. This study uses a qualitative approach with data collection techniques through interviews, observation and documentation. While strengthening the validity of the data from research findings, the use of data validity standards based on Lincoln Guba consists of credibility, transferability, dependability, and confirmability. The results of this study indicate that; 1) strategic planning in quality improvement is carried out by deliberation and teamwork to formulate the madrasa's vision and mission, analysis of the internal environment of the resources owned by the madrasa and the external environment of the madrasa environment both geographically, socio-culturally and economically, analysis of strategy selection and the key to success appropriate, and strategy selection; 2) Implementation of madrasa policies in quality improvement is carried out by implementing education quality improvement programs and adopting policies to carry out continuous process improvements, establishing quality assurance and quality standards for quality improvement, creating a madrasa culture or culture, making organizational changes and maintaining good relations with stakeholders both central government, regional and community; and 3) Evaluation of the quality improvement program is carried out through monitoring all the results of planning and implementation, measuring the performance of individuals and madrasah institutions, compiling reports on the implementation of activities and taking corrective steps.

Topicality. In the context of the Covid-19 pandemic, sms-promotion of innovative services in the hotel and restaurant business, which contributes to its development, is becoming important. It happens under the influence of modern innovative tools, which actively counteract the postpandemic crisis. The aim of this article is to determine the types of innovative services and products in the hotel and restaurant business in terms of COVID-19, as well as methods and tools for sms-promotion. Research methods. The research used general scientific methods: analysis, abstraction, induction, deduction, synthesis, inference, generalisation, comparison. Results of the research. The most common social networks and messengers, used for sms-promotion of innovative services are identified. It is established that sms-promotion of innovative services and products in the hotel and restaurant business must take place in compliance with certain rules. It is noted that an effective tool for sms-promotion is retargeting, targeting, advertising for bloggers, cooperation with influencers. The scheme of introduction of innovative products and services in the conditions of Covid-19 is developed. Conclusions and discussion. It is determined that the hotel and restaurant business is changing under the influence of Covid-19, where it is important to determine the uniqueness of individual hotel and restaurant businesses, goals and objectives, unique trade offer, key aspects (people, goals, strategy, technology) by POST method, content-plan (analysis of the target audience, goal setting, strategy selection, selection of tools). The list of actions for hotel and restaurant business in the field of sms-promotion of innovative services is offered: redistribution of the budget for contextual advertising, reconfiguration of targeting, constant communication with stakeholders, development of special offers for each target audience, organizing content on the site, constant updating of information, video, photo on all online platforms.

Purchase order financing (POF) and buyer direct financing (BDF) are both innovative financing schemes aiming to help financial constrained suppliers secure financing for production. In this paper, we investigate the interaction mechanism between suppliers’ financing strategy selection and manufacturers’ loans offering strategy adoption under two innovative financing schemes. We developed an evolutionary game model to effectively investigate the interaction mechanism between suppliers and manufacturers and analyzed the evolutionary stable strategies of the game model. Then we used system dynamics to present the performance of the evolutionary game model and took a sensitivity analysis to verify the theoretical results. The main conclusions are as follows: in the supply chain, to deal with the noncooperation among suppliers and manufacturers on innovative financing schemes, the revenue of manufacturers, the rate of manufacturer loan, and the proper financial risk factor should be relatively high.

The rules governing behavior often vary with behavioral contexts. As a consequence, an action rewarded in one context may be discouraged in another. Animals and humans are capable of switching between behavioral strategies under different contexts and acting adaptively according to the variable rules, a flexibility that is thought to be mediated by the prefrontal cortex (PFC)1-4. However, how the PFC orchestrates context-dependent switch of strategies remains unclear. Here we show that pathway-specific projection neurons in the medial PFC (mPFC) differentially contribute to context-instructed strategy selection. In a decision-making task in which mice have been trained to flexibly switch between a previously established rule and a newly learned rule in a context-dependent manner, the activity of mPFC neurons projecting to the dorsomedial striatum encodes the contexts, and further represents decision strategies conforming to the old and new rules. Moreover, the activity of these neuron is required for context-instructed strategy selection. In contrast, the activity of mPFC neurons projecting to the ventral midline thalamus does not discriminate between the contexts, and represents the old rule even if mice have adopted the new one; furthermore, these neurons act to prevent the strategy switch under the new rule. Our results suggest that the mPFC→striatum pathway promotes flexible strategy selection guided by contexts, whereas the mPFC→thalamus pathway favors fixed strategy selection by preserving old rules. Balanced activity between the two pathways may be critical for adaptive behaviors.

Social organizations have become an important component of the emergency management system by virtue of their heterogeneous resource advantages. It is of great significance to explore the interaction between the local government and social organizations and to clarify the key factors affecting the participation of social organizations in natural hazard emergency responses. With the aim of exploring the relationship between the local government and social organizations, based on evolutionary game theory, the emergency incentive game model and the emergency linkage game model of natural hazard emergency responses were constructed. The evolutionary trajectories of the emergency incentive game system and the emergency linkage game system were described by numerical simulation. Meanwhile, the influence mechanism of government decision parameters on the strategy selection of both game subjects was analyzed. The results show that both governmental incentive strategy and linkage strategy can significantly improve the enthusiasm of social organizations for participating in natural hazard emergency responses. Moreover, they could encourage social organizations to choose a positive participation strategy. Nevertheless, over-reliance on incentives reduces the probability of the local government choosing a positive emergency strategy. In addition, we found that, when both game subjects tend to choose a positive strategy, the strategy selection of the local government drives that of social organizations.

The choice of strategy ensures the formation of a certain option that provides a detailed analysis of situations that may arise in the future. As in the game, where each of the participants plans their actions, predicting the actions of other players and the general conditions of situations that may arise as a result of these actions. You should pay attention to the probability of committing players and the probability of a certain situation. It is clear that this is a prediction of a situation that has not yet occurred, but occurred in accordance with the probability of the strategy in the implementation of the actions of each of the participants associated with the risk. The application of the principles, methods and tools of game theory will make it possible to form a complete plan of action in all situations that are expected to occur. The developed action plan of the participants (players, subjects) in accordance with the whole set of situations and possible developments in them, forms a strategy. Game theory is based on the application by each participant of a single strategy, which is a certain algorithm of actions, not a list of them. Such an algorithm, due to its branches, should reflect the possibility of occurrence and development of events and situations. The article proposes methods of selecting and evaluating enterprise strategies through the application of game theory, which will take into account the strategies of competitors (other participants in the conflict situation) or the state of "nature", which embodies the environment of enterprises. The article considers the advantages and disadvantages of using game theory methods to evaluate enterprise strategies, classifies and compares the types of these methods to clarify the peculiarities of their application in certain situations, the peculiarities of the application of strategy selection criteria in this scope.
