Abstract Assuming that gas and dust separate in the interstellar medium (ISM) so that high-density regions, where stars can form, are almost devoid of dust, the amount of metals being removed from the ISM can be significantly reduced (minimized astration). Here, it is shown by simple analytical models that this may increase the total metal budget of a galaxy considerably. It is suggested that these extra metals may increase the mass of dust such that the “dust budget crisis”, i.e., the fact that there seems to be more dust at high redshifts than can be accounted for, can be ameliorated. Reducing the amount of astration, the metal budget can be more than doubled, in particular for systems that evolve under continuous gas accretion.


Significance In January, eastern-based military leader Khalifa Haftar forced the closure of oil export terminals in the Gulf of Sirte, causing oil production and exports to plummet by 80-90%. The retreat of Haftar’s forces from western Libya as units supporting the Government of National Accord (GNA) advance towards Sirte raises questions about how control of the hydrocarbons sector will evolve. Impacts Some increases in oil exports are likely, but they may be short-lived. If oil exports do not rise this year, fears of a budget crisis will grow. The NOC is unlikely to support the GNA trying to use more oil sector promises to mobilise international support, for example from Turkey.

Chapter 7 examines the case of UNESCO and the effects of the sectoral and vertical fragmentation of the organization. The case is particularly pertinent since the US stopped its contributions after Palestine was admitted as a member in 2011, resulting in a major financial crisis for the organization. Despite the need for rigorous cutback management, budgeting procedures and budgeting administration have remained highly routinized. While this highlights the important procedural role of international bureaucrats and their ability to ensure the continued functioning of IOs, these solutions also show the limits to the substantive influence of international bureaucracies in budgeting. In essence, UNESCO remains an organization that is highly fragmented along policy lines, horizontally and vertically, and both among member states as well as inside its own bureaucracy. This results in budgetary segmentation and increased proceduralization well beyond the core budgeting stages regulated by formal rules.
