When describing variation at the lexical level in sign languages, researchers often distinguish between phonological and lexical variants, using the following principle: if two signs differ in only one of the major phonological components (handshape, orientation, movement, location), then they are considered phonological variants, otherwise they are considered separate lexemes. We demonstrate that this principle leads to contradictions in some simple and more complex cases of variation. We argue that it is useful to visualize the relations between variants as graphs, and we describe possible networks of variants that can arise using this visualization tool. We further demonstrate that these scenarios in fact arise in the case of variation in color terms and kinship terms in Russian Sign Language (RSL), using a newly created database of lexical variation in RSL. We show that it is possible to develop a set of formal rules that can help distinguish phonological and lexical variation also in the problematic scenarios. However, we argue that it might be a mistake to dismiss the actual patterns of variant relations in order to arrive at the binary lexical vs. phonological variant opposition.

This article raises fundamental conceptual questions about the relationship between the right to security and freedom, from the point of view of Islam. Also, in criminal law in Iran, the relationship between freedom and security is examined in all formal laws adopted after the Iranian Revolution. This study was conducted with a descriptive-analytical method using sources and documentary texts with the aim of explaining the relationship between the right to security and freedom in Islam and, at the same time, analyzing the formal rules of renunciation of these rights in formal laws and regulations. It is concluded that in Islam three types of minima, intermediate and maximum relations between security and freedom are conceivable. These three proportions, in addition to fulfilling the existence of security and freedom; introduce different types of relations between the two rights referred to according to the conditions that can be implemented. Likewise, when examining the formal norms, it can be recognized that the Code of Criminal Procedure, approved on 23.02.2014, has eliminated all the defects and ambiguities of the previous law in the field of the right of persons to liberty and personal security.

The literature on candidate selection has focussed extensively on the degree of inclusiveness and decentralization of the selectorate, as part of the debate on intra-party democracy. However, much less attention has been paid to the degree of openness of candidacies, or selection criteria within parties. Yet parties have a lot of leeway in how they design selection criteria internally. Which guidelines do parties follow when making the crucial choice on which candidates to select for elections? This paper investigates selection criteria from two perspectives: the formal rules set by parties that restrict the candidate’s pool and the (informal) preferences of selectors that shape who gets selected. We aim first at contrasting the degree of party institutionalization and parties’ formal rules in candidate selection and so, we shed light on whether parties formalise their candidacy requirements and candidate selection processes to the same extent as other party activities. Second, the paper investigates the role of the selectorates, and how selectorate’s characteristics matter for the kind of (informal) selection criteria, be they intended at maximizing offices, votes or policies. Drawing on party statutes coded in the Political Party Database (PPDB) and 23 in-depth interviews with selectors, we study three francophone Belgian parties that differ both in terms of inclusiveness of the selectorate who has the final say on candidate selection and in terms of degree of centralisation, and in terms of party institutionalisation: the green party (Ecolo), the socialist party (PS), and the liberal party (MR). Our comparative analysis of parties, selection criteria provides new insights into the secret garden of politics and highlights in particular the major impact of parties, degree of centralization.

AbstractA working knowledge of the roots of, and barriers to, diversity, equity, and inclusion within organizations is essential to creating a more inclusive community, both in and beyond the academy. Structural inequalities arise and are reproduced at multiple levels simultaneously, each reinforcing the other: socially through interaction, culturally through ideas, values, and representations, and institutionally through formal rules and procedures as well as informally through taken-for-granted norms and practices. This chapter focuses primarily on the socio-cultural and cognitive factors identified by scholars as important barriers to achieving a diverse, inclusive academic community. Identity exclusion, stereotyping, and implicit bias, among other barriers, play a role, and, together with inequitable distribution of opportunities and resources, produce and reproduce racial and gendered inequalities. Identifying barriers to inclusion and understanding how they shape behavior is critical to eliminating them.

Abstract Many scholars argue that regime complexes are nonhierarchical. However, if that is true, then how does authority function? This article argues that the conceptualization of regime complexes as largely devoid of hierarchy is mistaken. Instead, it offers a new definition of regime complexes: emergent patterns of authority among state and non-state actors, which vary in their degree of hierarchy. Hierarchy in regime complexes looks different from political scientists’ traditional conceptualization. It is systemic, emergent, and positional. I present two dimensions of variation in hierarchy: deference and autonomy. These dimensions provide both a conceptual and an empirical strategy for understanding how authority relations are constituted. Conceptually, they allow us to “see” hierarchy in regime complexes. Empirically, they provide transparent, replicable and variable measures, which have eluded much of the work to date. I use topic modeling coupled with network analysis to detect hierarchy in the regime complex for Antarctica. I demonstrate that the inclusion of non-state actors and their governance activities changes our understanding of the Antarctic regime complex. This approach reveals a hierarchical regime complex, where some non-state actors have considerable authority and are governing issues not regulated by formal rules.

Abstract The Chinese Communist Party (CCP) is a closely constituted party. Recent studies of the CCP describe and evaluate its formal rules, but to understand the Party as an institution we also need to understand its informal rules. The literature on “party norms”, “institutionalization” and the “unwritten constitution” often fails to distinguish rules from other political phenomena. It confuses informal rules with political practices, constitutional conventions, behavioural equilibria and doctrinal discourse. It is prone to overlook important rules, and to see rules where there are none. Hence, it potentially overstates how institutionalized the CCP is, and therefore how resilient it is. The article provides a clearer account of informal rules and suggests a different explanation for the resilience of the CCP.

In Japanese, onomatopoeia are an important element in expressing feelings and experiences. They are difficult for students of Japanese to acquire, especially the nuances. Herein, we propose an e-learning system to improve the efficiency of teaching the nuances – both explicit and tacit – to non-native speakers of Japanese in three steps. We synthesized a new learning strategy available to students leaning Japanese onomatopoeia using narrative strategies to mimic the learning methods used by native speakers. This was achieved by firstly teaching the formal rules representing the explicit nuances. Secondly, the students created new onomatopoeic words by utilizing those formal rules. Finally, feedback was provided by evaluating the onomatopoeias created through the support system of narrative strategies to provide implicit teaching. To verify the effectiveness of the proposed method and the learning system, we conducted an experiment involving two groups of subjects. While Group A got feedback about the appropriateness of their onomatopoeic constructions from the native speakers’ narrative interpretations, Group B just reviewed the database material like in a traditional classroom. Results indicate our e-learning system has a significant effect on the acquisition of a working understanding of onomatopoeia.

This article builds a framework for a relational approach to segregation that emphasizes structures of interactions, transactions, and ties between and within social categories. Rather than explaining segregation with dominants imposing formal rules or homophilic people sorting themselves, I highlight segregation’s emergence amid dueling control efforts among actors with malleable categorical identities. And rather than assuming segregation necessarily fuels cycles of inequality or persecution, I identify nuanced advantages and disadvantages for different actors in social conflict. I also explore an underappreciated role of institutions in segregation: They guide relations across different domains of activity that may have different degrees of segregation. An overarching theme is that segregation is not a specific thing with regular causes and effects but an inherently contradictory structural feature of relations that evolves as actors struggle for control.

AbstractThis article argues that the governance project of the Chinese Communist Party (CCP) oscillates between rule-based formalism and anti-formalist scepticism about rule-based governance. In this dichotomy, anti-formalist arguments support CCP leaders’ efforts to maintain and increase the Party’s influence over the judiciary and other state organs, which is a key justification for the Party’s power. Formalist language, in contrast, supports Party leaders’ attempts to constrain lower-level cadres’ uses of power within the Party. Formalist language is particularly prominent in the writings of Party ideologues on the interpretation of the Party’s internal regulations, including the CCP Constitution. At the same time, Party ideology also provides for various anti-formalist arguments about rule-based governance within and outside the Party. Paradoxical as it may be, the Party leadership seeks to exert rule-transcending political leadership through formal rules. While the focus of this article is on China, it argues that other illiberal regimes may also be studied in terms of similar, potentially incoherent approaches to rule-based governance.

ABSTRACT Chinese bureaucracy, with its long history and distinctive characteristics, has provided the organizational basis of governance and played a pivotal role in the economic takeoff in recent decades. Chinese bureaucracy also shows intriguing dualism between entrepreneurial activism and bureaucratic inertia, between formal rules and informal institutions, and between high responsiveness and noticeable loose coupling. In this study, I explore these distinctive features of Chinese bureaucracy through three lenses: Weber's comparative-historical approach helps locate Chinese bureaucracy in a distinct mode of domination; the Confucian lens identifies the prevalence of informal institutions that underlie bureaucratic behaviors; and the Marchian lens sheds light on the organized anarchy and set of mechanisms that shape the key characteristics of Chinese bureaucracy.
