Central Asia is extremely important for the security of Russia, China and the Eurasian region, both historically and at present. Unconventional security challenges, led by terrorism, extremism and separatism, which in the official Chinese rhetoric and official documents of the Shanghai Cooperation Organization (SCO) are designated as the ‘three forces of evil,’ pose a serious challenge to the security of China, Russia, the countries of Central Asia and Eurasia in general. Over the 20 years of the SCO’s history, proceeding from their ‘Shanghai spirit,’ the participating countries have created unique legislative and organizational mechanisms for a joint strike against the ‘three forces of evil,’ as well as mechanisms for bilateral and multilateral antiterrorist exercises. The most important of these is the Peace Mission joint exercise, which has been regularly held since 2005. These mechanisms of cooperation within the SCO embody the spirit of solidarity, mutual trust and cooperation, reflect the ability of the members of the organization to jointly counter the ‘three forces of evil’ and respond to related problems, and also symbolize the SCO’s determination to protect stability in the region and peace in the world. The organization has made a significant contribution to ensuring security in the region. Nevertheless, in the face of existing problems and new challenges such as potential competition and disagreements within the organization, problems with new members after the expansion of the membership, and also the ineffective functioning of some of the SCO’s security instruments, all SCO members need to strengthen their cooperation and open new ways for organizing the SCO to fulfil well its unique role to ensure security in the territory of SCO states and in Eurasia as a whole. The new model of relations—‘Russian-Chinese relations of comprehensive partnership and strategic interaction entering a new era’—that underlies the SCO gives the organization greater stability. The SCO is a unique organization on the territory of Eurasia and has both implemented an important innovation in the theory and practice of international relations and opened a new model of regional cooperation. Therefore, it can be stated with a high degree of confidence that multilateral cooperation in the field of security will gradually deepen.

Though applicable in many Western historical-cultural settings, the Aristotelian model of ethos is not universal. As early Chinese rhetoric shows in the example of cheng-yan or “ethos of sincereness,” inspiring trust does not necessarily involve a process of character-based self-projection. In the Aristotelian model, the rhetor stands as a signifier of ethos, with an ideology of individualism privileged, whereas Chinese rhetoric assumes a collectivist model in which ethos belongs, not to an individual or a text, but rather to culture and cultural tradition. This essay will be concentrating on the concept of Heaven, central to the cultural and institutional systems of early Chinese society, in an attempt to explore collective ethos as a function of cultural heritage. Heaven, it shall be argued, plays a key role in the creation of Chinese ethos. This essay will also contrast the logocentrism of Western rhetorical tradition with the ethnocentrism of Chinese tradition. The significance of Heaven in its role as a defining attribute of Chinese ethos is reflective of a unique cultural heritage shaped by a collective human desire in seeking a consciousness of unity with the universe. Just as there are historical, cultural, and philosophical reasons behind logocentrism in the West, so the ethnocentric turn of Chinese rhetoric should be appreciated in light of a cultural tradition that carries its own historical complexities and philosophical intricacies.

AbstractThe importance of Chinese International Construction Companies (CICCs) within the construction sector in Africa can no longer be ignored, as these firms hold a considerable amount of market share within the African continent. The construction industry is of high importance to African economic renaissance, and Corporate Social Responsibility (CSR) is becoming a key issue in business processes on the developing continent. Narratives around the implementation of CSR within construction in African economies have been largely one-sided, viewed from foreign perspectives and outsider anecdotes, without engaging locals in evaluating these initiatives. As a result, this paper explores CSR as a critical component of the continued penetration and dominance of Chinese contractors in the highly competitive African construction markets. The paper adopts a quantitative survey to explore the areas of implementation of CSR by CICCs, how they line up against current local and international counterparts and the future of these firms in Africa using CSR as a metric. Residents of Africa’s largest economy, Nigeria, who have Chinese-led projects ongoing in their communities, were surveyed for the study, and the findings used to propose solutions for future CSR policy-making in local African communities where Chinese contractors carry out business. The study found that in terms of CSR strategy implementation, CICCs were ranked highly on quality of construction and respect for local laws and customs, but ranked low in perception of employee welfare and environmental protection. The study highlighted that African governments taking responsible leadership by formulating a CSR policy for all international contractors might stem the tide of increasing anti-Chinese rhetoric within the construction sector on the African continent.


Significance Following an election campaign marked by anti-Chinese rhetoric, the Bolsonaro administration appears to be softening its tone and embracing the prospect of continued close economic relations with Beijing. Despite the aggressive anti-communist rhetoric, and the similarities and sympathies between the Bolsonaro and Trump families, Bolsonaro has stopped short of jumping on the bandwagon of the trade war with China. Impacts Chinese investors continue to have difficulty navigating Brazilian regulation and fighting anti-Chinese sentiment. China’s focus in Brazil is likely to include cooperation in strategic sectors such as space, cyber and military technology. Brazil will struggle to diversify exports to China beyond commodities.

Abstract Many studies concerning culture and rhetoric have been restricted to the binary distinction of cultures or to etic perspectives by using western theories as framework to point out the weakness of Chinese rhetoric. Taking comparative rhetoric and emic approaches, this paper focuses on logical appeal and ethical appeal to discuss the cultural values reflected in the hotel discourses. In this study content analysis was used to encode the English and Chinese hotel introductions; quantitative method was used for data comparison and an interview for investigating the persuasiveness of the Chinese rhetorical strategies. The relation between cultural values and persuasive strategies was explored. It is concluded that cultural specificity at deep level is still an indispensable factor determining rhetorical strategies despite the globalization.

AbstractThis study investigates Chinese indirection in argumentative writing. It examines whether there is a fundamental difference between Chinese and English rhetoric in their preferred method of argument, as suggested by instructional materials on how to argue effectively (Liu, Lu. 2005. Rhetorical education through writing instruction across cultures: A comparative analysis of select online instructional materials on argumentative writing. Journal of Second Language Writing 14. 1–18). A comparative analysis of 90 argumentative essays respectively written by expert Chinese and English writers, and advanced Chinese ESL learners reveals that while the English essays tend to adopt a polemical style that persuades by defeating opposing arguments, a significant proportion of the Chinese essays show a dialectical style which examines opposing positions without taking sides and yet rising above them to resolve conflicting issues. A significant number of Chinese ESL writing follow a similar dialectical pattern although not as frequently as their expert writers. A cultural explanation is attempted to account for the phenomenon. It is also argued that the dialectical model, while subsuming earlier rhetorical models adopted for analyzing Chinese writing, may hold the key to studying Chinese differences from the English in written arguments.
