This study aims to collect and analyze articles related to the impacts of student loans in realizing community empowerment. The background of this study is higher education costs cannot be afforded by the majority community. Although many governments have launched student loan programs, the debate over the failure of student loan programs in developing countries has not been resolved. The method used in this study is a literature review by collecting various sources of articles related to the issues discussed. Based on the articles collected, there are many problems such as irrelevant student loan policies, challenges in their application system, loans that could not be repaid that eventually burdened the community. The role of the government, the trust of banks, and the commitment of the community are factors that determine the success rate of achieving this student loan.

Due to the ongoing trend of increased higher education costs, state and federal strategies have been implemented in an effort to lower students' cost of college. One such strategy gaining nationwide attention is the implementation of open educational resources (OER) to lower the cost of textbooks. This chapter describes how a higher education institution can support and scale the diffusion of OER adoption by presenting a framework based on Everett Rogers's diffusion of innovation theory, with a focus on engaging the “early majority” in this process to sustain the innovation. The development of the framework and a case study of its implementation and evaluation within a community college district are presented to guide other higher education institutions in the scaling of OER adoption. The chapter also considers influences on the framework that constrain, accelerate, or support OER adoption, and presents implications and recommendations based on lessons learned.

Over the past decade due the expansion of globalization there has been an increasing emphasis on internationalization among faculty, administration and accrediting agencies in the Higher Education.  Although to promote internationalization in the Higher Education, costs are a big challenge, one way to have the international actions with low cost, it is seeking for grants from different governmental agencies and foundations.The Fulbright Scholar program provides a long-standing and externally-funded means for internationalizing college and university curriculum. This article is going to share the perspective   of a Brazilian Fulbright Scholar at an American college and the institution perspective of the Fulbright scholar participation at the College.
