Abstract This article explores the quest for sovereign equality by China and Japan as it unfolded in a specific historical moment, the third quarter of the nineteenth century. It does so by focusing on the debate around the ‘coolie trade’, i.e., the traffic of Chinese indentured labourers, which offered an opportunity for non-Western countries such as China and Japan to position themselves with respect to Western conceptions of ‘modernity’ or ‘civilization’ and thereby advance their quest for ‘parity with all nations’. Through a study of the Maria Luz case, decided in the early 1870s by Czar Alexander II and drafted by de Martens, the article sheds light on the different approaches of Japan and China with respect to international law at this critical historical juncture. Specifically, it shows that, although the coolie trade mostly affected China, it was Japan who first managed to reap a parity dividend by firmly condemning the practice, whereas China’s action was steered by the circumstances. Eventually, however, China’s growing interest in Chinese populations abroad paved the way for the establishment of its first permanent diplomatic representations overseas. For both countries, the events encapsulated by the Maria Luz case unveil an important, yet overlooked, moment in their quest for parity with all nations and, more generally, in their engagement with international law.

This article examines the collaboration between the law firm of C.W. Baron van Heeckeren from Semarang and the Oei Tiong Ham Concern (OTHC). From the 1880s this Dutch law firm became the centre of a close-knit group of Dutch lawyer-entrepreneurs who through interlocking business directorships developed important sectors of the Javanese economy and the city of Semarang. In doing so Van Heeckeren and his associates teamed up with the Chinese business elite of the port-city. In particular they worked with the foremost Overseas Chinese capitalist, Major Oei Tiong Ham, developing profitable partnerships. The Dutch lawyers acted not only as his legal advisors, but developed his sugar empire as directors-shareholders, held major stakes in his shipping business and coolie trade, and profited from his opium trade. They moreover helped Oei Tiong Ham to acquire real estate and enterprises formerly belonging to powerful Chinese opium farmers and collaborated with him in developing infrastructural and housing projects. This article provides new and revealing details about how the business world of colonial Java worked during the early phase of Dutch economic imperialism and how the Chinese business elite seized the opportunities provided by the Dutch colonial state to advance their business interests.

Chinese immigration to the Philippines has traditionally been studied in relation to commercial activities. But between 1850 and 1898, there was an unparalleled influx of Chinese labourers, which raised the number of Chinese residents to 100,000. This influx was fuelled by the abundant profits obtained by Chinese brokers and foremen, Spanish institutions and authorities in Manila, consuls in China, and Spanish and British ship captains, all of whom extracted excessive fees and taxes from the labourers. The trade in and the exploitation of Chinese labourers in the Philippines have yet to be thoroughly researched. This article shows that the import and abuse of Chinese labourers in and to the Philippines continued throughout the second half of the nineteenth century, and that, despite some anti-Chinese Spanish colonial rhetoric, a wide range of actors and institutions, both in China and in the Philippines, took advantage of this unprecedented inflow of immigrants.

Abstract Authors writing about the history of the “coolie trade” in Cuba have generally focused on the multinational effort to halt the trafficking of Chinese workers. Little has been written about either the role of consuls as middlemen or of Spanish participation in the traffic in treaty ports. Yet, several sources indicate that many officials at Spanish consulates in coastal China were intensely involved in the shipment of Chinese emigrants to Cuba and other coolie trade destinations, and were also at the centre of international scandals. These consular officers frequently used their authority to obtain a monopoly over the trade. In this article, I argue that the coolie trade was the main objective of Spain's consular deployment in China, and that the involvement of these consular officials was crucial in developing an abusive migratory system and sustaining the mistreatment of Chinese immigrant workers throughout the second half of the nineteenth century.

Ideas of race in the discourse of Africans living in the shadow of the dominant colonialist racial theory(ies) included Ignatius Sancho, Olaudah Equiano, and Quobna Cugoano in eighteenth-century England; and David Walker, Martin Delaney, Alexander Crummell, Edward Blyden, and Frederick Douglas in nineteenth-century America. Africans in England were active in abolitionist causes and expressed outrage at callous treatment of slaves at sea. African American abolitionists argued against slavery with the use of both religious and scientific principles. Douglass argued for the existence of only one human race and extended his arguments against slavery to opposition to the exploitation of Asian workers in the “coolie” trade.

The importation of more than 60,000 Chinese laborers to work in the Witwatersrand gold mines in South Africa between 1904 and 1910 remains an obscure episode in the history of Asian indentured labor in European colonies. Yet the experience of the coolies on the Rand reverberated throughout the Anglo-American world and had lasting consequences for global politics of race and labor. At one level, the Chinese laborers themselves resisted their conditions of work to such a degree that the program became untenable and was canceled after a few years. Not only did the South African project fail: Its failure signaled more broadly that at the turn of the twentieth century it had become increasingly difficult to impose upon Chinese workers the coercive and violent exploitation that had marked the global coolie trade in the era of slave emancipation. At another level, the Chinese labor program on the Rand provoked a political crisis in the Transvaal and in metropolitan Britain over the “Chinese Question”—that is, whether Chinese, indentured or free, should be altogether excluded from the settler colonies. Following the passage of laws limiting or excluding Chinese immigration to the United States (1882), Canada (1885), New Zealand (1881), and Australia (1901), Transvaal Colony and then the Union of South Africa, formed in 1910, likewise barred all Chinese from immigration—making Chinese and Asian exclusion, along with white rule, native dispossession, and racial segregation the defining features of the Anglo-American settlerism.

AbstractThis article examines transnational connections between African American emancipation in the United States and Chinese and Indian indenture within the British Empire. In an era of social upheaval and capitalist crisis, planters and colonial officials envisioned coolies as a source of uninterrupted plantation labor. This vision was often bound to the conditions of African American emancipation. In British Honduras, colonial officials sought to bring emancipated African Americans to the colony as labor for sugar plantations. When this project failed, interest turned toward indentured Chinese labor managed by white planters from the U.S. South. In India’s North-Western Provinces, the outbreak of famine came to be seen as a “kindred distress” to the crisis in Lancashire’s textile industry. Unemployed English factory workers were seen as suffering from famine due to the scarcity of slave-produced cotton, just as colonial subjects suffered from scarcity of food. While some weavers in the North-Western Provinces were taken into the coolie trade, the emigration of unemployed Lancashire weavers was looked to as a possible alternative to indenture. Drawing upon archives in Australia, Belize, Britain, India, and the United States, this article explores connections between seemingly disparate histories. By focusing upon their interrelation, this article locates the formation of crisis not in raw materials, but rather within a transnational struggle over racialized labor exploitation, or what W.E.B. Du Bois called the “dark and vast sea of human labor.”
