The coronavirus disease or COVID-19 has brought countries together to mitigate its spread and cushion its adverse consequences. Regional cooperation will be perhaps even more important in building an inclusive, resilient, and sustainable economic revival. This guidance note advocates wider, deeper, and more open regional cooperation and integration. Cooperation can be widened to include regional health security, trade in information and communication technology-enabled services, and financial safety nets, for example. It can be deepened to reach more stakeholders and sectors. It can also become more open through flexible collaboration and greater sharing of knowledge and expertise.

The guidance note provides a matrix of the relationship of VFM with other ADB core procurement principles to give a better understanding of how VFM works with the other principles.

This guidance note underscores why addressing gender equality and social inclusion (GESI) is fundamental to the success of citywide inclusive sanitation (CWIS) project success. Equity and inclusion is one of the four elements of CWIS. As such, CWIS projects need activities to target specific unserved and underserved groups, including women and children, ethnic minorities, the urban poor, and persons with disabilities. This guidance note is part of a series that aims to share essential knowledge to embed CWIS principles in planning and delivering sanitation services to ADB developing member countries. These learning materials were prepared by ADB’s Water Sector Group and structured along the ADB project processing cycle.
