The article addresses European social protection standards from the perspective of the existence of several models of national social protection systems throughout the European Union and the need to develop general principles for all European countries in order to ensure the well-being of citizens. Thus, on the basis of the development of those standards, the balance between the interests of society in general and the rights of the individual were respected, taking into account economic development and levels of social protection. As a result, the European social model has been created which provides a high level of social protection and covers activities vital to social cohesion, being structured by a series of legal rules.

Celem artykułu jest identyfikacja funkcji gospodarstw rolnych, będących równocześnie rolniczymi gospodarstwami domowymi, identyfikacja ryzyk skutkujących utratą lub upośledzeniem tych funkcji oraz ocena perspektyw rozwoju systemu zabezpieczenia społecznego na wsi w kontekście polityki unijnej. Podstawowym problemem do rozwiązania jest utrzymanie w ramach wewnętrznej struktury nowo tworzonego Europejskiego Modelu Społecznego, wyodrębnionego ze względu na wspólnotę ryzyka systemu zabezpieczenia społecznego rolników, charakteryzującego się zdolnością do profesjonalnej ochrony szeroko rozumianych funkcji gospodarstw rolnych. Spodziewane wyniki analizy przeprowadzonej w opracowaniu dotyczyć będą: – modeli, rozwiązań i wzorców, na których opierają się różne systemy zabezpieczenia społecznego, – urealnienia ochrony w ramach rolniczych systemów zabezpieczenia społecznego, – wspólnoty ryzyka oraz roli profesjonalnych ubezpieczycieli publicznych jako przesłanek wyodrębnienia systemów zabezpieczenia społecznego rolników.

This paper examines the apparently adverse environment for the viability of the European Social Model (ESoM) and identifies the main factors relevant to the consolidation of the model. It first looks back at the way in which social issues have been dealt with by European Union (EU) institutions, then seeks to identify the main internal and external challenges facing the ESoM. The crisis and the exit strategy initially adopted in the EU (based on austerity policies) compounded these challenges and threatened the model. An interpretation of this crossroads and the foreseeable scenarios for the model are presented under alternative hypotheses with and without specific EU intervention. This paper adopts the globalization theory of the welfare state. Accordingly, its main hypothesis is that unless decisive action is taken by EU institutions the ESoM faces progressive erosion or dilution in a globalized economy. The European Union is currently a real catalyst for change regarding the state governance, policy-making and the imposition of social models in the European space. The member States of the European Community have their own ways of developing social policies, which regulate social assistance, social insurance, the organization and functioning of the social services system, etc., yet the European institutions coordinate the adopted regulations and establish common principles, values, and objectives. Nowadays, more and more often, politicians, decision makers, doctrinaire people question the concept of “European social model” and prerogatives for its development. In this context, we set out to analyze the concept and features of the European social model and to identify existing social models at EU level.
