The European Union is currently a real catalyst for change regarding the state governance, policy-making and the imposition of social models in the European space. The member States of the European Community have their own ways of developing social policies, which regulate social assistance, social insurance, the organization and functioning of the social services system, etc., yet the European institutions coordinate the adopted regulations and establish common principles, values, and objectives. Nowadays, more and more often, politicians, decision makers, doctrinaire people question the concept of “European social model” and prerogatives for its development. In this context, we set out to analyze the concept and features of the European social model and to identify existing social models at EU level.

This article begins by challenging the widely held view in neoliberal discourse that there is a necessary trade-off between higher efficiency and lower reduction of inequalities: the article empirically shows that the liberal, U.S. model has been less efficient economically (slower economic growth, higher unemployment) than the social model in existence in the European Union and in the majority of its member states. Based on the data presented, the authors criticize the adoption of features of the liberal model (such as deregulation of their labor markets, reduction of public social expenditures) by some European governments. The second section analyzes the causes for the slowdown of economic growth and the increase of unemployment in the European Union—that is, the application of monetarist and neoliberal policies in the institutional frame of the European Union, including the Stability Pact, the objectives and modus operandi of the European Central Bank, and the very limited resources available to the European Commission for stimulating and distributive functions. The third section details the reasons for these developments, including (besides historical considerations) the enormous influence of financial capital in the E.U. institutions and the very limited democracy. Proposals for change are included.

The European social model is a vision of society that combines sustainable economic development with ever-improving living and working conditions. The issue whether or not it is possible to use one so-called European social model in the European Union countries, including in new member states and what it should be like, has been a topic of debates for a long time already. In reality, there are several different social models used in Europe, which interpret the concepts of efficiency and equality differently. The theoretical part of this paper will discuss the European social model and its typology based on research by various authors. We shall compare the social outputs of countries grouped into different model types on the basis of different socio-economic indicators. In the empirical part, we carry out a cluster analysis for positioning new European Union (EU-12) countries into mix of European social models. We concentrate on two of the most important aspects of social systems - monetary poverty/inequality and public policy - and try to classify European Union countries according to their social policy. In the analysis, we also evaluate whether the distribution of EU-15 countries, on the basis of Esping-Andersen’s typology, is the same today after a major enlargement of the European Union. We use different clustering methods such as hierarchical and k-means clustering. The analysis is based on EUROSTAT data; clusters are formed on the basis of 2008 socio-economic indicators for EU-27 countries.

The aim of this article is to show what impact the crisis in the European Union, along with the crisis in the euro zone at the forefront, had on European identity, interwoven with the identity of the European Union to such an extent that these terms are often handled as equivalent. Developments and crises situations which exert an influence on European identity were presented with respect to areas of particular importance that affect the way the European Union is identified within the community and abroad. Following issues were discussed: implications of the crisis for the European Union’s international identity, for the European social model (welfare state), for transnational identity (in internal relations) and for unity and solidarity in the European Union. In the conclusion, it is stated that the economic, political and social crises had undermined the gradual development of European / European Union identity among citizens and had an impact on its image in international relations.

In this article is elaborated the actually question which is developed and discussed it the European Union is the European Social Model (ESM). It is a vision of society that combines sustainable economic growth with ever-improving living and working conditions. This implies full employment good quality jobs, equal opportunities, social protection for all, social inclusion, and involving citizens in the decisions that affect them. As the Euro-zone is struggling to move away from a dramatic slump in its economy and while the Lisbon Strategy and its potential for economic growth, strongly needs reactivation, the debates over the Europe have raised again the issue of a sustainable social agenda for the European Union. Recently, Europe's political leaders defined the ESM, specifying that it "is based on good economic performance, a high level of social protection and education and social dialogue". An important topic of the discussion nowadays is the Directive of the European Parliament and of the Council on services in the internal market so called "Bolkestein directive". The importance of this article is to give us the answer to the following question: would we have French goods available in French supermarkets all over Poland and no Polish services allowed in France? The EU would be unthinkable without the full implementation of the four freedoms. This is a good directive, going in the good direction.

The article is a critical analysis of neoliberal approach to system of social protection in Slovakia, especially after the year of 2004, when a major reform of the Social Security Law and social policy took place. The focus is on specific sub-systems of the social protection – i.e. the system of social insurance, the system of state support and the system of social assistance – in the light of the constitutional and fundamental principles of law (liberty, equality, justice and solidarity), the actual content of the abovementioned systems of social protection and values and principles of the European social model of welfare state – and leads to author’s overview of major flaws and spaces for improvement.

In recent years the European Union (eu) has sought to develop a far-reaching policy regarding persons with disabilities. However, to date, eu non-discrimination legislation does not provide any clear legal definition of what constitutes a disability. The Court of Justice of the European Union (cjeu) has attempted to fill this gap and, in several decisions, has elaborated on the concept of disability and its meaning under eu law. The cjeu, with reference to the application of the Employment Equality Directive, has explained the notion of disability mainly by comparing and contrasting it to the concept of sickness. Against this background, this article critically discusses recent case law and attempts to highlight that, even though the Court has firmly embraced the social model of disability envisaged by the un Convention on the Rights of Persons with Disabilities, the boundaries between the concepts of sickness and disability remain blurred.

Abstract Economic principles and instruments have been introduced into the German welfare system. The European Union wants to realize an open market economy with free competition for the social services. In this situation Christian welfare organisations get in conflict with their churches and the ethics of Christianity. The concepts of »entrepreneurship diakonia« and »advocatory diakonia« are completed and criticized by the new concept of a »public diakonia of citizenship and community« on the basis of the ethical principles of charity, justice and man’s dignity. According to that new concept »diaconics« and economics may learn from each other in a dialogue of reciprocity.

The paper analyzes the main aspects of the organization and support of territorial communities in the field of social security of the population of Ukraine. The main directions of development of the process of providing social services are outlined. The main instruments of budget financing of social protection and social security of the population of Ukraine are determined and the effects that affect the volume of expenditures of the State and Consolidated budgets on the social sphere are investigated. The existing problems in the field of social security are studied and the need to harmonize social standards with the standards of the European Union is emphasized. The thesis is put forward on the need to implement a number of measures for Ukraine's timely response to the sharp increase in socio-economic needs in the global crisis. Emphasis is placed on the problems and prospects for the development of social security in the decentralization process. The range of problems for the effective response of social policy to rapid changes in the development of the modern world economy is outlined. The necessity of the analysis of the EU experience in the field of social security and the need to adapt the best European practices in order to comply with the Western European models of social protection and / or social insurance is substantiated. The need to apply the tools of theoretical and methodological analysis of the conceptual foundations of sustainable development of social security to specific circumstances and realities in Ukraine. The study focuses on the relevance of strategic and operational objectives of the new Law of Ukraine "On Social Services" and the need for further harmonization of existing legislation with the basic standards of the Council of Europe and the European Union.

When we mention social inclusion, most of us think of political participation, social rights, civil liberties, equal access to race, ethnicity and gender, access to social services and the labour market, basically to a broader concept than social development. Social inclusion is a concept that can actually be defined, which means it can probably be measured. On this basis, a continuous effort is being made to measure the social inclusion elements, so the results can be used to build new indicators that help measure the multiple dimensions of social inclusion: The Social Inclusion Index, the Human Opportunity Index. This paper presents the development, based on multivariate data analysis techniques and methods, of an aggregated indicator of social inclusion for the member countries of the European Union which, besides the traditional variables (GDP), also measures the factors related to civil and political rights, women’s rights or perception of the LGBT community.

Abstract In the present context, defined by a variety of social changes, social advancement is a key point that needs to be sheltered and ensured both in Romania as well as at the level of the European Union, in order to have a coherent European space, to reach and maintain a high level of social and economic welfare. The improvement of the social domain can be triggered by using the principles of the European Social Model, which incorporates values and institutions specially established to protect the integrity of people who are socially disadvantaged. Thus, the paper aims, on one hand, to analyze literature review aspects of the European Social Model as being a social development one and to identify the criteria according to which progress is established in relationship with this model. On the other hand, another goal of the paper is to make a comparative analysis between Romania's performance in the context of Central and Eastern European countries' situation. The purpose of the analysis is to diagnose the progress recorded and the social area in which it took place, as well as the differences between countries. The focus of the analysis will be placed on poverty and social exclusion, as dimensions of the European Social Model. The methodology that will help in undertaking the research comprises two elements: literature review and document analysis. The literature review component involves pinpointing information obtained from scientific articles about the European Social Model and aspects associated with it, available in online databases. The second part of the methodology refers to document analysis, which supposes the assessment of reports issued by organizations that provide such statistical data (Eurostat, World Bank, Social Progress Imperative).
