In recent years, communities have responded to police violence in U.S. cities through confrontational models of community organising that evolved from patriarchal and male approaches. Very often, these approaches have not produced the hoped-for outcomes. In this article, I argue that a women-led community organising model, grounded in feminine relational power-with epistemologies, can lead to innovative policy changes, including in contexts of intractable problems, such as police misconduct. This article presents the Midwife for Power community organising model, which creates space for women organisers to nurture solidarity and creativity across all lines of difference, centres personal testimony and uses collective inquiry to create relational power to address injustice. Theoretically, this model draws on the rich insights of Black and Latina organisers and scholars, as well as traditions of intersectional solidarity. In order to illustrate the model, this article presents an empirical case study of a successful police accountability campaign.

Background Gendered economic and social systems can enable relational power disparities for adolescent girls and young women (AGYW), and undercut autonomy to negotiate sex and contraceptive use. Less is known about their accumulation and interplay. This study characterizes relationship power imbalances (age disparity, intimate partner violence [IPV], partner-related fear, transactional sex, and transactional partnerships), and evaluates associations with modern contraceptive use, and sexual/reproductive autonomy threats (condom removal/“stealthing”, reproductive coercion, ability to refuse sex, and contraceptive confidence). Methods Cross-sectional surveys were conducted with unmarried, currently-partnered AGYW aged 15–24 recruited via respondent-driven sampling in Abidjan, Côte d’Ivoire (n = 555; 2018–19), Nairobi, Kenya (n = 332; 2019), and Lagos, Nigeria (n = 179; 2020). Descriptive statistics, Venn diagrams, and multivariate regression models characterized relationship power imbalances, and associations with reproductive autonomy threats and contraceptive use. Findings Relationship power imbalances were complex and concurrent. In current partnerships, partner-related fears were common (50.4%Nairobi; 54.5%Abidjan; 55.7%Lagos) and physical IPV varied (14.5%Nairobi; 22.1%Abidjan; 9.6%Lagos). IPV was associated with reproductive coercion in Nairobi and Abidjan. Age disparate relationships undermined confidence in contraception in Nairobi. In Nairobi and Lagos, transactional sex outside the relationship was associated with condom stealthing. Interpretation AGYW face simultaneous gendered power differentials, against the backdrop of gendered social and economic systems. Power imbalances were linked with coercive sexual/reproductive health experiences which are often underrecognized yet represent a potent link between gendered social systems and poor health. Pregnancy prevention efforts for AGYW must address reproductive autonomy threats, and the relational power imbalances and broader gendered systems that enable them.

Joe Blann’s (2011) comic ‘Things We had’ is a complex and nuanced multimodal realisation of a tense interaction between a couple, rendered through the subtle interplay of narration, panel composition and dialogue. The tug of war and blame game the couple engage in are rife with instances of impoliteness. Drawing on Culpeper’s (2011a, 2015b) impoliteness framework and an integrative pragmatics approach, this article examines the sophisticated multimodal realisation of impoliteness and power dynamics, with a particular focus on the subtle forms of implicational impoliteness and intricate impoliteness patterning used in the fictional interaction. In doing so, it analyses the interplay between impoliteness and power dynamics in the exchange, highlighting the importance of impoliteness analysis in revealing the fluid relational power dynamics underlying the couple’s interaction. This is accompanied by an analysis of the key affective and interactional role of impoliteness in driving the exchange between the couple. Impoliteness, along with the evaluative negative affect it involves, is shown to be instrumental in the couple’s struggle for interactional power in the course of the interaction, and also more broadly, in their negotiation of relational power within the relationship.

PurposeThe authors aim to contribute to conceptual and empirical understanding of publicness in public sector accounting research by analysing how accounting technologies facilitated the transformation of public values of the UK tax authority.Design/methodology/approachThe authors develop a conceptual framework for analysing public values in terms of relational power. Combining governmentality and actor–network theory, the authors focus on the complex relationships through which human and non-human actors interact and the public values that emerge from these evolving socio-material networks. Based on a critical-interpretivist ethnographic study of interviews, documents and secondary survey data, the authors identify the emergent properties of accounting technologies in their case study.FindingsThe authors explain how accounting technologies facilitated the transformation of public values in the tax authority by reshaping relational power. Traditional public values were eroded and replaced by neoliberal values through a gradual change process (“frog in the pan”) of (1) disconnecting workers and citizens both spatially and socially; (2) losing touch with the embodied nature of tax administration; and (3) yielding to a dehumanising performance management system. Neoliberal accounting technologies transformed the texture of relationships in such a way that workers and citizens became disempowered from effective, accountable and humane tax administration.Research limitations/implicationsFurther research is needed that gains wider access to tax authority workers, extends the scope of the empirical data and provides comparisons with other tax authorities and public sector organisations.Social implicationsThe authors show that a relational approach to public values enables identification of what is “valuable” and how public sector organisations can become “value-able”.Originality/valueThe authors offer an interdisciplinary conceptualisation of publicness based on public administration literature, develop a relational conceptualisation of public values and provide original empirical evidence about the changing publicness of the UK tax authority.

This chapter analyzes Hobbes’s theory of individual human power (potentia), and its transformation across his works. It argues that Hobbes’s early works offer an account of potentia reflecting an intuitive common sense that an individual’s power lies in the faculties or capacities that the individual possesses. It claims that such a conception still bears the marks of scholasticism, and it illustrates this point against a stylized presentation of Aquinas’s conception of potentia. By contrast, the chapter argues that on Hobbes’s later account, individual potentia is irreducibly relational, with the corollary that potentia cannot be identified in abstraction from actual social life. This change belatedly extends the antischolasticism of Hobbes’s natural science into his science of human beings.
