Anti-Blackness is the American Way: Assessing the Relationship Between Chattel Slavery, Lynchings, & Police Violence During the Civil Rights Movement

Research finds that historical anti-Black violence helps to explain the spatial distribution of contemporary conflict, inequality, and violence in the U.S. Building on this research, the current study examined the spatial relationship between chattel slavery in 1860, lynchings of Black individuals between 1882 and 1930, and anti-Black violence during the Civil Rights Movement era in which police or other legal authorities were implicated. I draw on an original dataset of over 300 events of police violence that occurred between 1954 and 1974 in the sample state of Louisiana, and that was compiled from a number of primary and secondary source documents that were themselves culled from archival research conducted in the state. Path analysis was then employed using negative binomial generalized structural equation modeling in order to assess the direct and indirect effects of these racially violent histories. Comparing Fatal Encounters, Mapping Police Violence, and Washington Post Fatal Police Shooting Data from 2015–2019: A Research Note

This research note empirically assessed similarities and differences among three open-source data sets from 2015-2019. Fatal police shooting incidents were compared across Washington Post, Mapping Police Violence, and Fatal Encounters data over a five-year period. One-way ANOVAs, bivariate correlations, and proportional percentage differences were used to examine mean differences, correlational strength, and yearly percentage difference trends. No significant mean differences were observed between Fatal Encounters, Mapping Police Violence, and Washington Post. With one exception, bivariate correlations between all three data source dyads were consistently strong. Percentage difference comparisons among data source dyads, however, revealed that the sources are becoming more dissimilar in their reporting of fatal shootings over time. Our results complement existing literature that has compared open-source police shooting data to government sources and suggest that the three data sources were strongly associated with one another from 2015-2019. Increasing differences between sources, however, necessitate continued inspection of the data across the various open-source platforms over time.

Saying Her Name: Gendered Narratives in News Coverage of Breonna Taylor's Death

In 2020, Breonna Taylor was killed in her apartment as police officers served a no-knock warrant. Unlike most cases of police violence against a woman of color, Taylor’s death was eventually deemed newsworthy. Given that people’s perceptions of justice-related issues are often informed by media representations, the way the her death was covered can send critical messages about police violence against women of color. This research note presents the findings of a qualitative media analysis of newspaper coverage of Taylor’s case for the six months following her death. Drawing from research on media depictions of police use of force and women as victims, it explored how gender shaped the media coverage of her case. Findings indicate that while there are similarities to other news coverage of deadly use of force incidents that gender and its intersection with race shaped the narratives in three main ways—by characterizing Taylor through a patriarchal lens suggesting that she is an ideal victim; by shifting blame onto Taylor by focusing on relationships with men; and by addressing media coverage while reporting on her death.

Notes on policing, racism and the Covid-19 pandemic in the UK

This commentary excerpts from the research report ‘A threat to public safety: policing, racism and the Covid-19 pandemic’, carried out by the Centre on the Dynamics of Ethnicity (CoDE) and published by the Institute of Race Relations in September 2021. One of the only pieces of research based on the experiences of the policed and their testimonies, the report suggests that policing during the Covid-19 pandemic undermines public health measures whilst disproportionately targeting Black and Minority Ethnic communities in the UK. The authors raise concerns about the policing of the pandemic and show that racially minoritised communities have been most harshly affected – being more likely to be stopped by the police, threatened or subject to police violence and falsely accused of rule-breaking and wrong-doing. The report argues that lockdown conditions, new police powers, and histories of institutionally racist policing have combined to pose a threat to already over-policed communities and the most marginalised and vulnerable sections of society.

Reddit’s cops and cop-watchers: Resisting and insisting on change in online interpretive communities

This study explores how two subreddits—r/Bad_Cop_No_Donut (Donut) and r/ProtectAndServe (PnS)—function as online interpretive communities discussing the same topic: police conduct. Members of Donut construct a genre from videos depicting a history of police violence in order to advocate for policing reform, arguing that cop-watching practices that produce this genre are essential to driving changes in policing. Members of PnS construct a genre from similar videos in order to advocate for resisting systemic reform, reading these videos as professional development opportunities for police to reestablish legitimacy with the public. Donut insists on change, while PnS resists change. Donut produces a discourse which engages with historical instances of police misconduct; PnS produces a discourse which rarely engages with this history. Studying these processes of interpretation reveals how dissonant meanings can arise from the same material, how meaning is made in communities consuming and repurposing texts, and how historical narratives are essential to challenging structural inequity.

From Community Coalitions to City Hall: Shaping Policy in Chicago With Mayor Harold Washington

Today’s cities are seeking more social equity—a response in part to police violence, pandemic disparities, and the racial wealth gap. Activists, planners, and local government reformers are looking for bold examples of equity planning—single initiatives and multi-faceted equity plans. The mayoral administration of Harold Washington in Chicago (1983–1987) shows how a grassroots electoral campaign combined with participatory policy development produced the Chicago Works Together (CWT) Development Plan—that promoted jobs, neighborhoods, and citizen participation. This article recounts the development of CWT and examines the impacts of CWT for Chicago and equity planning.

Police Violence as Organizational Crime

This paper argues that patterns of pervasive police violence can and should be treated as organizational crime in Canada. It uses the documented events of police violence in Val d’Or, Quebec, that emerged in 2015 to show how a similar fact pattern might fit all of the elements of organizational crime as defined in the Criminal Code. The article also suggests that this is an example where legal imagination is important, in order to shift our collective understanding of what organizational crime is and where it occurs.

Police Violence and Public Health

Despite their enormous potential impact on population health and health inequities, police violence and use of excessive force have only recently been addressed from a public health perspective. Moving to change this state of affairs, this article considers police violence in the USA within a social determinants and health disparities framework, highlighting recent literature linking this exposure to mental health symptoms, physical health conditions, and premature mortality. The review demonstrates that police violence is common in the USA; is disproportionately directed toward Black, Latinx, and other marginalized communities; and exerts a significant and adverse effect on a broad range of health outcomes. The state-sponsored nature of police violence, its embedding within a historical and contemporary context of structural racism, and the unique circumstances of the exposure itself make it an especially salient and impactful form of violence exposure, both overlapping with and distinct from other forms of violence. We conclude by noting potential solutions that clinicaly psychology and allied fields may offer to alleviate the impact of police violence, while simultaneously recognizing that a true solution to this issue requires a drastic reformation or replacement of the criminal justice system, as well as addressing the broader context of structural and systemic racism in the USA. Language and Social Psychology Approaches to Race, Racism, and Social Justice: Analyzing the Past and Revealing Ways Forward

Issues of race, racism, and social justice are under-studied topics in this journal. This Prologue, and our Special Issue (S.I.) more broadly, highlights ways that language and social psychology (LSP) approaches can further our understanding of race, racism, and social justice, while suggesting more inclusive directions for their theoretical development. Acknowledging the inspiration from the Black Lives Matter (BLM) movement, we begin by discussing our deeply-held personal and emotional connections to recent societal events, including police violence against innocent Black civilians and the prevalence of anti-Asian hate. What follows, then, is: a historical analysis of past JLSP publications on these issues, a proposal for more intersections between LSP and communication social justice research, and an overview of the BLM movement together with the four articles that follow. We conclude by advocating for individual and institutional practices that can create socially-just changes by LSP scholars in the academy.
