In the context of the world-long coronavirus pandemic, it is now essential that it is successful to overcome, break out painlessly and restore economic growth as soon as possible. Tax policy has a significant place in solving these problems. The purpose of the review is to identify, generalize and interpret information on the nature, degree of systemicity, depth, quality, discussion, existing trends and trends, synergy of tax policy research in the conditions of the coronacism in leading economic journals to identify problematic and understudied areas of knowledge that are important for tax science and practice, which require an early solution and whose development is the most in-demand in modern historical conditions. The scientific community in any scientific industry, including the tax industry, is required to build a single interconnected system of dynamically and effectively developing knowledge, rather than simply producing a set of interesting but disparate ideas. The research methods are a strategy of identifying keywords and search terms from the sphere of taxation and pandemic, screening sources and their primary filtering, content analysis of selected articles, critical reflection of groups of articles. As a result, it has been revealed that the palette of tax problems in the covid-19 environment explored in the publications of leading economic journals is fairly broad, but it goes beyond the front, not ahead of it develop models of various forward-looking scenarios for alternative tax options in force majeure; a clear interpretation of the pandemic realities of the pressing problems of the tax agenda of the present historical moment; writing new reviews as tax publications emerge between Cand19 and the exit from the medical and economic crisis.

The paper presents a review regarding the current methods of evaluating, ranking, and rating academic economics journals in Russia and other states – the USA, the EU countries and China. In order to do this, the authors introduce a common typology of analytical methods which includes bibliometric, peer review, network (invariant), hybrid, and consolidated algorithms for evaluating the quality of journals. The article shows that the differentiation of periodicals can be performed using quantitative and qualitative approaches. The authors explore the usage of so-called institutional filters, which are the rules for regulating the academic sphere via specialized tools for assessing the academic economics journals. The findings reveal that the trend established in the beginning of the 21st century concerning the application of international databases’ formal metrics in science policy hides a lot of threats. Among them status losses by some Russian academic economics journals maintaining high academic standards, which are not covered by international databases, as well as various consequences of manipulating practices and setting of obviously unrealistic targets can be named. The authors outline the conditions for the efficient usage of formal academic economics journals metrics as institutional filters. The paper proves that current analytical methods for evaluating the periodicals quality allow to carry out their reasonable and unbiased ranking for research needs of Russian economists.

This paper investigates how women's works are perceived among their peers. I construct a dataset using bibliographic data from articles published in top journals in economics and granular information on the articles that cite them. I find that female-authored papers in top economic journals are (i) more likely to be cited outside economics, (ii) less likely to be cited by top-tier journals, and (iii) less likely to be cited by men. I conclude with a discussion on those results and their implications for females in economics.

Background: Globally, over 7.8 million people have contracted COVID-19 and > 430,000 have died. The outbreak has strangled the world economy and has tested the resilience of all health systems —robust or fragile. Main Text:  A thorough literature review of published articles in Medline, Web of Science, Google Scholar, renowned business analysis blogs, and indexed economic journals using keywords: novel coronavirus, economy, and healthcare systems was carried out with particular emphasis on United States (U.S.) healthcare systems, National Health Service (NHS) in United Kingdome (U.K.), China, Singapore and Pakistan. While all categories of the economy have been affected, pandemic has directly affected people and possession processing services the most. For all countries analyzed, an average economic impact of -4.5% of GDP is expected. Despite its success, the China model cannot be the go-to paradigm everywhere as level of compliance to local authorities, harsh lockdown measures, and ability to quickly complete labor-intensive projects may not be replicable in other countries. Conclusions: COVID-19 pandemic has exposed multiple fault lines in health systems in term of accessibility, adaptability, and preparedness. It has also become clear that a global economy centered on the principle of capital accumulation and not societal uplift is not sustainable through times of crises.

The paper discusses the ranking of journals based on the alternative to Scientometrics, where the basic unit of information is not the citation rate of publications, but their qualitative characteristics, obtained on the basis of the regular sociological survey of the economists’ community conducted by the “Journal of NEA” in 2020. The empirical data obtained made it possible to determine the size of the audience of each journal. The paper shows that the size of the journals’ readership has a direct impact on the respondents’ assessments of the quality of publications and scientific authority of the journals. The ranking of economics journals by each particular criterion — “Interest in Journal Publications”, “Scientific Level of Journals” and “Public Prestige of Journals” is presented. Use of the “Multiway data analysis” methodology has provided measurement not only of particular criteria that reflect hidden relations between their characteristics, but also determined the weight function of their aggregation in the aggregate ranking of journals — the “Ranking-2020”. The article also contains a comparative analysis of ranking the journals on the basis of the “Rating-2020” and re-rating of the RSCI and criticizes RSCI criteria “Science Index” and “Public Examination”.

We study economic journals published in Russia and indexed in the Russian Index of Science Citation (RISC). We analyze citations of 466 journals for 2016–2020 and compare these journals using several metrics: total citation count, Hirsch index, Impact factor RISC, and Science Index RISC. We also use network analysis for citation graphs and compare journals by centrality indices: Copeland index and two new indices: Bundle and Pivotal. We found that “Voprosy Ekonomiki” is the only journal that is among the top-5 journals for all metrics. Other top journals differ for different metrics. We noticed that some top journals have a questionable reputation and the reason why they are among the top journals is a high number of publications, which makes classical journals less influential with respect to the metrics.

This article examines whether the author–editor social connections identified by Tommaso Colussi among general-interest economic journals offer similar benefits to contributors to three top economic education field journals. I find that 6.7% to 8.7% of articles in these journals are written by connected authors and published when the related editor is in charge. Authors who are or were employed at the same institution as an editor are found to have published significantly more papers in the journal where said editor is in charge. Authors connected to editors through co-authorship and overall connections achieve similarly positive results when using expanded parameters for social connections. JEL Classifications: A14, A20
