Abstract This paper quantitatively explains research trends in postwar administrative studies in Japan using statistical analyses of nearly 40 years of article titles from Public Administration Review Quarterly, from its first issue (1978) to the 165th issue (2019). Co-occurrence network analysis and correspondence analysis revealed changes in research interests. There was substantially more research on administrative reforms through the post-war Showa and Heisei eras. The configuration figures of correspondence analysis can be interpreted to mean that the first dimension concerns administrative reforms; the second dimension concerns historical events/administrative systems; and the third dimension concerns evaluations and Kaizen. Co-occurrence network analysis showed that the studies during the Showa era (1978–1988) could be partly characterized by the two extracted compound words: the United States and the United Kingdom. Japan became a feature of studies of public administration during the Heisei era (1989–2018). These features are basically consistent with the previous quantitative studies.

O estudo procura identificar o panorama das publicações sobre corrupção na administração pública na literatura internacional nas últimas duas décadas. Para a análise dos dados utilizou-se a base de dados do Scopus e uma mescla das técnicas de bibliometria, análise de conteúdo, análise das redes e nuvem de palavras. Para tanto, essa pesquisa é delineada como descritiva, de análise bibliométrica e quantitativa. Foram encontrados 311 artigos com os EUA apresentando uma representação mais expressiva na produção internacional com 21,1% dos artigos, seguido por Austrália (8,6%) e Reino Unido (6,1%). Já o Brasil aparece em 24º lugar com apenas 4 (1,2%) publicações. Os resultados demonstraram que a International Journal Of Public Administration e a Public Administration And Development, com 15 artigos publicados cada uma, seguido pela Public Administration Review, com 14, e a Mediterranean Journal Of Social Sciences, com 10, foram os principais periódicos em número de publicações sobre corrupção na administração pública. Ainda, foram identificados somente cinco clusters com cinco ou mais ligações de coautoria em pesquisa, indicando que há um baixo índice de desenvolvimento de pesquisas em cooperação. Além disso, os dados parecem evidenciar que a literatura mundial acerca da temática se encontra relativamente consolidada, diferentemente da nacional, que ainda necessita de maiores avanços.

Over the last decade, a growing number of public administration theorists have taken up the question of how ontology—assumptions about the nature of existence—shapes our understanding of governance. This substantially updated primer, originally published in Public Administration Review, introduces the essay, provides a basic explanation of ontology, describes the fundamental debates in philosophies of ontology, and discusses why ontology is important to social and political theory and therefore public administration theory and practice. Using an ideal-type approach grounded in differing ontological assumptions, a Governance Typology is provided to support analysis of differing public administration theories. An integrative approach to governance is offered that is grounded in relational process ontology—a foundation that may support a viable synthesis of the other four primary ideal-types. The essay concludes with a call for personal reflection on the part of scholars and practitioners regarding their own ontological commitments and an invitation to collaborative inquiry.

Este artigo tem como objetivo apresentar as características da produção científica sobre custos de transação nas organizações públicas, através de uma análise bibliométrica em artigos publicados de 1970 a 2019. Através do perfil de pesquisa, este estudo identificou que: (i) as décadas de 1990 e 2000 serviram para consolidação teórico-exploratória dos custos de transação nos estudos de administração pública, enquanto a década de 2010-2019 apresentou maior desenvolvimento, com análises aprofundadas; (ii) há um maior volume de publicações em países academicamente consolidados, enquanto que no Brasil o volume de publicações é baixo; (iii) as instituições americanas tem sido as mais produtivas em publicações sobre o assunto, com destaque para Florida State University, Cornell University e The Ohio State University; (iv) não há concentração de publicações por autor, o que reflete o delineamento recente do campo de pesquisa e a capacidade de aplicação multidisciplinar da Nova Economia Institucional; (v) Public Administration Review foi o periódico com mais publicações sobre o assunto; (vi) os mais frequentes tópicos de estudo foram “mecanismos de governança na oferta de serviços públicos”, “estrutura orçamentária-legal das organizações públicas” e “análise do ambiente institucional”. Além disso, o conteúdo encontrado foi discutido de forma ampla, buscando identificar oportunidades de pesquisa para pesquisadores interessados neste campo de pesquisa.
