This paper proposal the optimization of a foundation for rotative machine under dynamic loads in transient and permanent working mode. The foundation depends on fix parameters and 37 variables. Functional constraints are defined for the foundation. A cost function depending on the variables is defined to be minimized to find the optimal. From all the possible solutions, only are selected the ones that validate the constrains and minimize the cost function. The search of the optimal solution is made with an algorithm of random search by “neighbouring of one point” called Last Acceptance Hill Climbing(LAHC). It is an algorithm of the type called “Adaptative Memory Programming” (AMP) that accepts worse solutions to get the local minimum and learns of the results of the search. The algorithm only depends on the length of the comparison vector and the stop criteria. 350 experiences were made with different length of the comparison vector. It was analysed the quality of the optimal solutions got it with each length of the vector. Quality of the set of solutions was compared fitting them to a 3 parameters Weibull distribution.

This paper presents findings of the study to examine the current PPD practices in Kigoma region in order to identify main challenges and gaps in the current PPD model in order to provide appropriate recommendations for improvement of the current PPD practices. The researcher adopted a qualitative research approach in order to obtain in-depth information about PPDs practices from participants who share the same mandate; using the case study of Kasulu and Kibondo district councils. The targeted population included government officials, traders, farmers, Private Sector Organizations, financial institutions and influential people in the respective areas. These respondents were selected purposively because they were knowledgeable and informative about PPD practices taking place at Kasulu and Kibondo Districts. In total, 120 respondents were interviewed in both districts. The study found that Kigoma region has adopted “the hub” PPD model which involves a dedicated secretariat charged with mobilizing constructive dialogues. However, PPD practices are currently constrained with limited capacity in terms of finance, tools, technical know-how, influence, and convincing power to stretch across different government departments and agencies. In order to improve PPD forums, main recommendations include forming permanent working groups based on the important sectors in the local areas, appropriation of funds to the task forces/ working groups and that policy should be designed to ensure that members for the PPDs have specific tenure.

Raksta tapšanas ideja ir saistīta ar Valsts policijas iesniegto priekšlikumu Tieslietu ministrijas Kriminālprocesa ekspertu pastāvīgajai darba grupai par grozījumiem Kriminālprocesa likuma 219. panta otrajā daļā. Kriminālprocesa likuma 219. pants “Automatizētās datu apstrādes sistēmā esošo datu kontrole” būtībā ir analogs Kibernoziegumu konvencijas 19. pantam, kas uzliek dalībvalstīm pienākumu pieņemt tādus tiesību aktus, kas atvieglotu to teritorijā esošo sistēmu pārmeklēšanu. Priekšlikuma būtība: atteikties pantā no nacionālās teritoriālās piemērošanas klauzulas, jo tā ierobežojot policijas iespējas iegūt pierādījumus, ja no pārmeklējamās sistēmas ir iespējams likumīgi piekļūt datiem, kas glabājas sistēmās, kas atrodas ārpus Latvijas Republikas teritorijas. Citiem vārdiem sakot, idejas būtība ir mainīt panta piemērošanas jurisdikciju no nacionāli teritoriālās uz pārrobežu. Diskusija par to, vai vienai dalībvalstij ir tiesības veikt datu sistēmu pārmeklēšanu citā dalībvalstī, notiek jau kopš Kibernoziegumu konvencijas pieņemšanas. Turklāt tā turpināsies vismaz līdz Konvencijas otrā Papildprotokola pieņemšanai, kur būtu jāatrisina jautājumi ar pārrobežu sistēmu pārmeklēšanu un datu izņemšanu. Rakstā tiks analizēts, vai un kā situācija, īpaši saistībā ar jurisdikciju kriminālprocesā, pēc Kibernoziegumu konvencijas un Kriminālprocesa likuma pieņemšanas ir mainījusies, un tiks sniegti priekšlikumi, kā efektīvāk būtu risināma problēma, kuru aktualizējusi Valsts policija. The article “Control of Data Located in Automated Data Processing Systems: National and International Application Aspects” is the result of the idea initiated by the proposal submitted by the Latvian State Police, to the Permanent Working Group of Criminal Procedure Experts of the Ministry of Justice regarding the amendment of Section 219, Paragraph 2 of the Criminal Procedure Law. Article 219 of the Criminal Procedure Law “Control of Data in an Automated Data Processing System” is essentially analogous to Article 19 of the Cybercrime Convention, which obliges Member States to adopt such legislation as to facilitate the search of data in systems located within their territory. The essence of the proposal is to renounce the national territorial application clause in the Article, as it restricts the police operability to obtain evidence in criminal proceedings in situations where data stored in another computer systems are located outside of the territory of Latvia but are legally accessible from searchable system via Internet. In other words, to change the scope of jurisdiction of search and seizure to transborder search and seizure. The debate on whether one Member State is entitled to search and capture data in a system located in the territory of another Member State, is not new. It has been running since the adoption of the Convention and it is believed it will continue at least until the adoption of the Second Additional Protocol to the Convention, which should address issues related to cybercrime investigations. In the article, the authors will analyse what and how the situation has fundamentally changed since the adoption of the Cybercrime Convention and the Criminal Procedure Law, especially regarding the understanding of jurisdiction in the application of criminal procedural instruments. The authors also aim to provide their solutions for solving problems in relation with the proposal submitted by the State Police.

This study examines the influence of tenure and reputationof public accounting firms and thecompleteness of the permanent working paper on quality auditing. This study is focused on LQ 45 company that has been listed on The Indonesia Stock Exchangeduring 2009 until 2014. Moreover, by using a purposive sampling metode is gained 234 research samples. The hypothesis testing in this study is using multiple regression analysis. The test results indicate that audit tenure has no effect to the quality of the audit, the reputation of public accountant to audit quality while the completeness of paper work does not affect the quality of the audit Penelitian ini menguji mengenai pengaruh audit tenure, reputasi kantor akuntan public dan kelengkapan kertas kerja permanen terhadap kualitas audit. Peneltian ini di fokuskan pada perusahaan LQ 45 yang terdaftar di Bursa Efek Indonesia tahun 2009 sampai dengan 2014, dengan mengggunakan metunakan metode purposive sampling diperoleh 234 sampel penelitian. Pengujian hipotesis dalam penelitian ini menggode purposive sampling diperoleh 234 sampel penelitian. Pengujian hipotesis dalam penelitian ini menggunakan analisis regresi berganda. Hasilpengujian menunjukkan bahwa audit tenure tunakan analisis regresi berganda. Hasilpengujian menunjukkan bahwa audit tenure tidak berpengaaruh terhadap kualitaas audit, reputasi berpengaruh terhadap kualitas audit sedangkan kelengkapan kertas kerjatidak berpengaruh terhadap kualitas audit.

This chapter discusses how developments during the preceding thirty years, culminating in the Great Railroad Strike of 1877, set the stage for future immigrant-related labor strife. During those years, American industrialization began in earnest, engendering a host of socioeconomic changes. Increased large-scale production led to a growing demand for workers, and when the domestic labor force could not meet employers' needs or would not accept their offered wages, business leaders turned to immigrants. The pull of American economic opportunity, coupled with the paucity of that which was available in the Old World, attracted the first waves of industrial-era aliens. Coming from a host of foreign nations, their presence would create an increasingly heterogeneous population. This in and of itself troubled some Americans, but industrialization also spawned the creation of a nascent proletariat, an effectively permanent working class. As tensions rose between it and the agents of capital, culminating with the Great Strike, employers increasingly emphasized a connection between foreigners and worker radicalism. Business leaders recognized immigrants' essential contribution to American commercial growth but also identified the foreigners and their imported ideologies as the reason why the United States appeared to be on the eve of destruction. Associated developments would shape succeeding decades of ethnically influenced and class-based economic tensions.

This article presents a comprehensive analysis of the institutional forms of regional scientific and technical cooperation in such integration associations as the SCO and ASEAN. The founding documents of the SCO (the Charter of the Shanghai Cooperation Organization) and ASEAN (n the Declaration on the Establishment of ASEAN) define scientific and technical cooperation as one of the tasks of these regional organizations. The authors proceed from the fact that overcoming the obstacles to the development of modern society is unthinkable without reliance on scientific and technological progress, and therefore a joint search for solutions to problems that already exist today and may arise in the 21st century is necessary. The expansion of cooperation in the field of science and technology within the framework of the SCO has been defined as one of the areas of cooperation and an institutional mechanism for the interaction of member states has been created, in which a permanent working group on scientific and technical cooperation holds an important place. One of the significant results in creating the material base for joint research is the SCO University (SCOU). Its main goal is to give a new impetus to the expansion of multilateral educational, scientific and cultural cooperation. The article notes that ASEAN's scientific and technical research is not limited to internal projects. A significant role in the development of this area is played by documents and institutions in which Russia is involved

Практические рекомендации (ПР) по обеспечению качества и надежности пренатальных и постнатальных цитогенетических исследований подготовлены рабочей группой Российского общества медицинских генетиков. Их основой послужили Европейские стандарты для цитогенетических и молекулярно-цитогенетических исследований конститутивных и приобретенных хромосомных аномалий, подготовленные постоянной рабочей группой «Цитогенетики и общество» Европейской цитогенетической ассоциации (Е.С.А.). ПР посвящены цитогенетической диагностике конститутивных нарушений, направлены на стандартизацию лабораторно-генетической службы и призваны способствовать совершенствованию цитогенетической службы РФ. В ПР рассматривают вопросы контроля качества и надежности цитогенетических и молекулярно-цитогенетических методов, используемых в цитогенетических лабораториях в настоящее время. The Working group of Russian Society of Medical Geneticists prepared these Recommendations based on General Guidelines and Quality Assurance for Cytogenetics: a common European framework for quality assessment for constitutional,acquired and molecular cytogenetic investigations (European Cytogeneticists Association (E.C.A.) Permanent Working Group for Cytogenetics and Society). This document is devoted to prenatal and postnatal (molecular) cytogenetic diagnosis of the constitutional chromosomal abnormalities, is aimed to define quality framework and to improve the activity of cytogenetic laboratories in Russian Federation. The Recommendations include aspects of quality control and safety for most of the methods currently employed by cytogenetic laboratories.

Arterial hypertension is widespread in the population of workers. Stress at work has a significant impact on the emergence of many psychosomatic diseases including arterial hypertension. The aim of this research is to show the influence of professional stress on the occurrence of arterial hypertension, its complications and the permanent working ability of exposed workers in construction. The survey covered 1900 construction workers. The standardized questionnaire has assessed the level of stress and professional stressors in their workplaces. The survey group consisted of 1350 workers whose level of total professional stress index (OSI) was over 60, and a control group of 550 workers with an OSI level below 60. The prevalence of arterial hypertension and its complications is statistically significantly more frequent in the examined than in the control group.  In the investigated group, a statistically significant number of workers were registered, who, due to their complete loss of working ability, were sent to the disability commission. With an increase in OSI values above 71, the number of workers with complete loss of working capacity is significantly increased in relation to the number of workers who are capable of working. Professional stress is a significant factor that affects the occurrence of arterial hypertension, its complications on vital organs, which lead to a complete permanent loss of working ability of exposed workers in construction.
