Acrylic-based polymer adhesive is a type of adhesive that can be used for pressure sensitive adhesive (PSA). Itaconic acid (IA) is a type of acid with 2 (two) OH groups which can form hydrogen bonds. The acrylic base can be used purely from its class. In some cases, however, the acrylic base can be used together with another base. Therefore acrylic-based adhesive with variable addition of itaconic acid was introduced in this study. In this application, the holding power property is one of the important parameters of a PSA. Therefore, holding power is the main parameter in this study. This research includes the preparation of tools and materials, mixing the main raw materials of acrylic monomer and itaconic acid with the types of surfactants and water, and product characterization. The polymerization process is carried out at a pressure of 1 atm with a temperature of 75°C - 80°C accompanied by stirring with a rotation rate of ± 500 rpm. The characterization of this research resulted in a PSA product with a holding power of 2 kg for 30 seconds to 620 minutes. While the resulting peel strength is 1.12 kgf / inc to 0.76 kgf / inc. The paper is devoted to a little-studied problem, namely, source assessment in the history of political and legal doctrines from the perspective of the competition of different approaches. In this paper, sources refer to various forms of theoretical knowledge: views, doctrines, theories, concepts, ideas, schools, trends and approaches. In other words, we consider the types of sources in which thinkers of different eras and trends try to reflect the essence of state legal phenomena, primarily, the state and law, and other closely related institutions, such as power, property, democracy, the rule of law, etc. One of the main ideas of the paper is to justify the fact that the history of doctrines is primarily the evolution of the struggle between them. Moreover, the opposition of ideas is actually observed from the very beginning of political and legal thought. The problem of an objective assessment of the doctrines is highlighted, since there are many factors that prevent this. In this regard, we consider the time (chronological), methodological, ideological, political, scientific, ideological and other circumstances, including individual preferences. The assessment is based on the main form of theoretical political and legal knowledge, i.e. a doctrine and its structure. It is the structural elements of political doctrine that are evaluated by researchers of ideas, who themselves are not always free in their expert activities. This aspect is also reflected in the paper.The author summarizes: since the history of ideas is a history of struggle, competition in their evaluation is inevitable. It is possible to adhere to various philosophical views, but it is impossible to neglect the scientific validity of the teaching that is subject to evaluation. At the same time, this problem does not concern the doctrines that are being evaluated, but the personality of the evaluator of the doctrines, sometimes formed by the greatest thinkers.

The paper examines the history of discussions about the Asian mode of production in the USSR, associated with understanding the nature of socialism. Initial interest in the Asian mode of production was associated with the national liberation movements in China and the Middle East, which were supported by the Comintern in the 1920s. The political and economic structure of these countries was not capitalist, but also not feudal. This required the actualization of Marx's ideas and the development of a political strategy to find allies of the communists. Discussions at this time were between supporters of the Asian mode of production and those who considered it a special version of slavery and feudalism. In the 1970s. there is a turn in the interpretation of the Asian way and understanding of socialism, associated with criticism of totalitarianism (Wittfogel) and the bourgeois top of the communist parties (Djilas, Voslensky). K.–A. Wittfogel was one of the first to transfer the concept of the Asian mode of production to the economies of the USSR and Nazi Germany, substantiating the phenomena of total terror, total submission and total alienation. He views Soviet socialism as an institutional mutant, a totalitarian version of state capitalism that has no future and is based on terror. Subsequently R.M. Nureev draws parallels with the Soviet economy in his work on pre-capitalist formations. An interpretation of socialism arises not as a new, advanced social order, but, on the contrary, as a society with backward, non-market institutions. Terror in this case does not play such an important role. The main thing is bureaucratic, non-economic redistribution of products and incomes. The Asian mode of production is considered by Marxists as a transitional method from a social formation to an economic (exploitative) one, and socialism is also a transitional method (from an economic formation to a social one). The transitional methods are characterized by common features – a mixture of advanced elements with backward ones. As a result, Nureev's research did not evoke such a negative attitude as the work of Wittfogel, Djilas, Voslensky. In the late 1970s – early 1980s the concept of «power – property» is formed, which reinforces this interpretation. The recognition of its truth is a delegitimization of the existing social order, and nevertheless, it is rapidly spreading among historians and political economists who adhere to the Marxist interpretation of social processes. This is a striking characteristic of the cognitive deadlock of the political economy of socialism, which, in fact, denies itself. Subsequently the concept of power – property is used to characterize the development trajectory of post-socialist states. Similar views on institutional evolution appear in the Western mainstream (D. North, D. Acemoglu). However, researchers have a «blind spot»: when applying the concept of power – property to Russia, they ignore the proliferation of oligarchy in rich countries. In this respect, the old Marxist approach continues to be relevant and radical in upholding democratic values

The aim of this paper is to extend the classical Banzhaf index of power to voting games in which players have weights representing different cooperation or bargaining abilities. The obtained value does not satisfy the classical total power property, which is justified by the imperfect cooperation. Nevertheless, it is monotonous in the weights. We also obtain three different characterizations of the value. Then we relate it to the Owen multilinear extension.

Nepomnin O. E. (1935-2020), sinologist and orientalist with wide research interests, belonged to the most prominent theorists of the development of Eastern societies. In April 2021, based on the Department of the History of the East of the Institute of Oriental Studies of the Russian Academy of Sciences, the seminar named after Nepomnin O. E. — “Discussion problems of the history of the East” began its work. The seminar continues the tradition of scientific events dedicated to a broad discussion of controversial issues of Eastern history from ancient times to the present day. Continuing the topics raised by the author in previous issues: the cyclical nature of the historical process in China [Nepomnin, 2019] and its differences from the development of statehood in Japan [Nepomnin, 2020], this article is devoted to the analysis of the political structure in the Qing Empire. The author examines the despotism of imperial China, decomposing it into the components “power-property” and “class-state” and comparing it with political processes in the medieval West. The powerful state machine of the Qing Empire, suppressing any manifestations of the autonomy of the population, did not give a chance for the emergence of a class of active “private traders”, a religion that could be opposed to the state, or free cities. Nepomnin O. E. concludes that in the conditions of a ubiquitous state and an inert society, the Chinese despotism preserved itself — and the Western linear path of development was inaccessible to China for a long time. China walked in a circle, avoiding crises that allowed it to enter a new round of formational development.

One of the greatest achievements in the process of political transformation in Poland involves the broad decentralization of the public authorities, where a larger number of independent entities with public competences exist alongside a single center. Decentralization is embodied by self-government, which has therefore become an important element of the democratic regime co-creating a network of links related to the distribution of power, property and resources across society. Undoubtedly, self-government which works in favor of citizens’ groups being organized as corporations contributes to the increased efficiency of public authorities in the territorial and special dimension. Based on this, self-government should be understood not as a unidimensional entity involved only in territorial relations. There is also special self-government, established according to different criteria, which plays an important role in the system of the representation of the interests of defined circles. It is divided into professional self-government and, first and foremost, business self-government. Importantly, self-governments should be approached from a slightly different angle – not only in the administrative and institutional context, but also from the point of view of the realization of the interests of organized social groups, that is in terms of governance, which can improve the functioning of local authorities, for instance as concerns the emergence of metropolitan areas. The harmonious development of all forms of self-government, irrespective of the type of bonds connecting its members, as well as the consolidation of participatory processes, is one of the prerequisites for a stable democratic regime.
