Purpose This paper aims to examine the level of transparency of the electronic procurement (e-procurement) system in Malaysia. Design/methodology/approach Using the content analysis method, 23 transparency disclosure items from the Website Attribute Evaluation System (WAES) checklist were used to evaluate the transparency level of the e-procurement system. The data gathered from the WAES were analysed using frequency and percentage based on the various categories of transparency. Findings The study reveals that the e-procurement system disclosed 17 out of the 23 WAES transparency disclosure items, which represents a transparency disclosure level of 73.91%. Of the five categories of disclosure, i.e. ownership, contact information, organizational information, citizen consequences and freshness, the detailed results show that the items are fully disclosed for only two categories, and for three categories, i.e. ownership, contact information and organizational information, the items are not fully disclosed. Research limitations/implications The findings of the present research offer a positive indication that the government is moving in the right direction, particularly in efforts to reduce the corruption level in procurement activities and to improve the accountability level of the government. Originality/value The present study is among the few studies that attempts to address a fundamental issue of transparency in the public procurement system that has an important relationship with the occurrence of corruption in procurement activities.

Introduction: the level of digitalization of the Russian economy achieved so far contributes to the formation of a digital platform for the public administration, whose further improvement will undoubtedly accelerate and simplify the interaction of the state with business. In recent years, the procurement sector has also been reformed in this direction: its electronization has been carried out, whose important stage has been the creation of a Unified Information System. The relevance of studying the results of these reforms lies in the need to identify the barriers to the development of electronic procurement, whose transformation into digitalization will certainly contribute to improving the efficiency of Russia’s economic development. The purpose of the study is to assess the effectiveness of the electronic procurement system in Russia and to identify the factors hindering its development to develop proposals for its improvement. Methods: the methodological framework for the study is statistical and theoretical analysis, synthesis, comparison. Results: the paper presents the assessment results of the effectiveness of the electronic procurement system in Russia, its role in the country’s economy, as well as the factors hindering its development. In the course of the analysis, the main characteristic features of the modern procurement system are highlighted; the relative savings in procurement are investigated. Conclusions: among the key shortcomings, the instability of the legislation in procurement and the wrong orientation of efforts to improve the functioning of the Russian procurement system are identified. The results obtained can serve as a basis for the development of proposals for its further development.

Abstract Background In 2016 the UK Department of Health and Social Care published the results of a comprehensive review of efficiency in hospitals, identifying “unwarranted variation” in procurement (or purchasing) practices for materials, supplies and devices. Addressing this variation in materials and supplies procurement practice has been identified as particularly important for creating efficiencies in health service delivery. However, little is known about the behaviour and experiences of front-line individuals who make these procurement decisions, which has implications for the development of strategies to improve efficiency. The objective of this study is to improve understanding of the factors influencing procurement behaviour and decisions among requisitioners who use an internal electronic procurement portal for medical supplies and equipment, and identify areas where efficiency could be improved. Methods Qualitative semi-structured individual interview study, following approximately 70 h of exploratory observations on site. The study context was a large London National Health Service (NHS) healthcare provider (the Trust), where we focussed primarily on purchases managed by a large hospital. Participants were drawn from requisitioners from multiple directorates across the Trust (n = 15; of these n = 2 clinical staff members, n = 13 non-clinical). Results Four factors stood out in our analysis as directly affecting procurement decisions: (1) a high level of variation in electronic purchasing and inventory management procedures throughout the Trust, (ii) an inaccurate and cumbersome search facility on the internal electronic procurement platform, exacerbated by poor IT skills training and support (iii) an inefficient purchase approvals system and (iv) multiple working sites and cluttered environments. We observed that these factors led requisitioners to employ a variety of strategies or so-called ‘workarounds’ to overcome the challenges they encountered, including stockpiling, relying on internal and supplier relationships, by-passing procedures to save time, purchasing outside existing agreements to save cost, and (re) delegating purchasing responsibilities among requisitioner staff - which both addressed and created difficulties. Conclusions Working with the assumption that staff ‘workarounds’ indicate where main issues lie, we offer four possible explanations to why they occur: (a) to maintain services and prepare for future care requirements, (b) to save on costs for the organisation, (c) to develop skills and development in purchasing and (d) to break silos and work collaboratively. These four explanations help provide initial starting points for improving efficiencies in health supplies’ procurement processes.

Interest to the procurement reform of goods and services also improving the usefulness of the procurement process for the public. Therefore In this study intends to analyze the application service Electronic procurement (LPSE) as well as the chance emergence aftereffect capable of promoting a healthy and fair competition for all businesses related thereto.This research is descriptive qualitative where this research seeks to describe the true situation regarding the implementation of the Electronic Procurement Service (LPSE) in Coal County. The data used to deduce hasilpenelitian are primary data obtained directly from the informant research at research sites and then analyzed qualitatively.The results of primary data processing research reveals that the application or implementation of procurement services electronic government has been well implemented which includes the attitude of the executors concerned, availability of human resources and infrastructure and in terms of communicating it to the target or the desired target. Nevertheless there are still obstacles faced but still within normal level and can be controlled by administrators.

This study aims to determine the effectiveness of E-Catalog procurement of goods and services in Kebayoran Lama District, South Jakarta Administration City, DKI Jakarta Province. This study uses a descriptive method with a qualitative approach. Data collection techniques were carried out through in-depth interview studies, observation, and documentation, during data collection techniques, data reduction, data display, and verification. This study indicates that the effectiveness of the procurement of goods and services of E-Catalogue has shown success, although it has not run optimally in its application, where efficiency and effectiveness are obtained in the indicators. From the aspect of time, the process of procuring goods and services for E-Catalogue is faster because it takes 1 week at most 3 weeks, conventionally it takes more than 4 weeks. in improving the performance of the number of procurement through E-Catalogue, the procurement process has not yet supported the SOP (Standard Operating System) to carry out an overall transformation, especially in relation to constraints in the electronic procurement system, having certification of procurement of goods and services in operation Computers need the assistance of other human resources to assist their implementation, due to the lack of ability to operate computers and the program and the participation of agencies in conducting the process of procuring goods and services electronically, they are not yet aware of the importance of carrying out the procurement process goods and services that are effective and efficient, the lesson that can be learned from this research is a strong commitment from the leadership to the staff as executor in the field.
