The literature shows that companies increasingly need to become more sustainable. To achieve sustainable development, supply chain management needs to be related to sustainable business practices, which include relevant values and sustainable purchasing policies. Focusing on these principles on the topic of coffee, this study shows the difficulties associated with this product. The study finds that coffee production is dependent on factors unrelated to management. This paper presents a case study of Delta Cafés owned by Grupo Nabeiro, a Portuguese company that shows relevant ways of achieving sustainable business methods to be incorporated in supply chain management. Our research shows a business based on sustainable, efficient handling of the food safety of its product and certification along the supply chain, as well as an adaptable purchasing policy. By reviewing the literature and information provided by the company, we confirm that the case study is a business leader in innovation, thought process, and action related to sustainability practices. Our research illustrates how business operations and culture can be explored to achieve sustainable buying processes and practices.

Centralizing procurement for prescription drugs has the potential to reduce drug spending by creating economies of scale and by improving purchasing power. In March 2019, the Chinese government launched a volume-based purchasing (VBP) pilot program using a competitive bidding process to purchase accredited generic drugs for which branded drug substitutes were available. We performed an interrupted time-series design to estimate the change in monthly drug purchase quantity and spending comparing 14 months before and 7 months after the VBP pilot. We obtained monthly prescription drug purchase data for all purchases from public medical institutions in the three large pilot cities (Beijing, Shanghai and Xi’an) and two non-pilot cities (Changsha and Zhengzhou) between January 2018 to September 2019. We used negative binomial regression and log-linked Gamma Generalized Linear Model for purchase quantity and spending respectively. We evaluated heterogeneity of impact by pilot city, drug type (selected or non-selected drugs), and therapeutic class (cardiovascular disease, mental disorder and cancer) separately. The implementation of the pilot reform was associated with a 132% (95%-CI: 104–165%, p < 0.001) increase in the purchase quantity of selected drugs in pilot cities compared to an 17% decrease (95%-CI: 9–25%, p < 0.001) in control cities. In contrast, the purchase quantity of branded and other drugs in pilot cities decreased by 38% (95%-CI: 27–46%, p < 0.001) and 77% (95%-CI: 71–81%, p < 0.001), respectively; while in control cities, these remained at similar levels. Overall, in pilot cities, there was a 35% (95%-CI: 28–41%, p < 0.001) decrease in the purchase spending for all drugs in the first post-policy month, from 8.1 billion CNY estimated in the absence of VBP down to 5.3 billion CNY; in control cities, the change was negligible. The largest reduction in spending occurred for drugs for the treatment of cardiovascular diseases. The evidence suggests a positive impact of the VBP pilot in reducing overall drug spending and increasing the use of accredited generics in three pilot cities. This overall trend is not observed in two non-pilot cities. Assessments of long-term impact of the VBP policy on additional key outcomes including drug prescriptions, drug utilization, patients’ health outcomes and payments on drugs are needed.

Abstract The Bank of Japan is the only central bank that holds enormous amounts of stocks of listed companies by purchasing ETFs via its unconventional monetary policy measures. The Bank of Japan has been buying ETFs for more than a decade and, seemingly, has no awareness that it has become a huge investor in the stock market. This article explains how this policy has potentially distorted market mechanisms and how it is difficult to find an exit strategy.

Character attachment have been studied thoroughly from the view of psychology and media researches. In game playing, the player-avatar relationship is a form of character attachment and affects a good game design as well as management systems such as character customizing and in game purchasing policy. In this paper, we investigate such player-avatar relationship on the theme of team-based FPS where in general the attachment is not expected to be high. However, from the online survey for Tom Clancy’s Rainbow 6 Siege mania groups, we find that there are different character attachment patterns with respect to the role of players in the team–attacker, defender, and supporter. It shows that attackers think avatar as an ‘object, but the defenders show more ‘avatar as others’ than the attackers. The supporters show high responsibility for the avatar and their play style is most like ‘avatar as symbiote’ manner.

Abstract Background The breeding population is very important in pig herds, for productivity, health and profitability. Replacement of breeding animals can be accomplished by own rearing of breeding gilts or by purchasing them. Purchasing breeding gilts is a hazardous event in terms of biosecurity and introduction of pathogens into a farm. However, in literature, little is known about gilt introduction in a herd. The present study investigated the introduction procedures of purchased breeding gilts in Belgian pig herds, and the compliance of these herds to the optimal introduction procedures. A questionnaire consisting of twenty questions related to farm characteristics (n = 2), purchasing policy (n = 6), quarantine period (n = 5), and acclimation practices (n = 7) was designed, and 68 farms completed the questionnaire during an on-farm interview. Results The median (min. – max.) number of sows on the farms was 300 (85–2500). Fifty-seven per cent of the farms purchased breeding gilts, and there was a lot of variation in the frequency of purchase and the age at which gilts are purchased. On 95 % of those farms, a quarantine unit was used, and on most of these farms the quarantine was located on the farm itself (internal quarantine). The median (min. – max.) duration of the quarantine period was 42 (14–140) days. The most common acclimation practice was vaccination against Porcine parvovirus (96 %) and Erysipelothrix rhusiopathiae (94 %), although in some farms exposure of gilts to farm-specific micro-organisms was done by providing faeces from suckling piglets (18 %) and bringing gilts in contact with sows that will be culled (16 %). Only 10 % of the farms complied with the optimal introduction procedures, i.e. purchasing policy, quarantine building and quarantine management. Conclusions This study showed that in many farms, practices related to purchasing, quarantine and acclimation could be improved to maintain optimal biosecurity.

The state's purchasing policy is one of the new institutions of the Public Procurement Law. Influenced by the changes in the package of directives coordinating public procurement procedures in 2014, our national legislator has taken steps to use public procurement for purposes other than strictly purchasing. Therefore, the authors' considerations strive to define the concept of "purchasing policy of the state", outlining the role and scope thereof in the functioning of the modern state. Furthermore, the authors try to point out problems related to its implementation by the public authorities, stating finally that purchasing policy will only be effectively implemented if all participants of the public procurement market are aware of the policy objectives.

The aim of this paper is to identify (1) the categories in which it is easier or more difficult for local municipalities to implement green purchasing and (2) the role and extent of green purchasing policy (GPP) in promoting green purchasing. To characterize the green purchasing potential of different categories, we examine the green purchasing rate, or the ratio of green products/services to total products/services purchased, of 21 categories of items. We employ data from a unique survey conducted by the Japanese Ministry of the Environment, which provides data on green procurement in municipalities. We observe that air conditioners suffer from low green purchasing rates, whereas most municipalities purchase green products in the paper products and stationery categories. We also examine the relationship between green purchasing rates and GPPs to identify the role and extent of GPPs. Our regression analyses reveal that the presence of a GPP is associated with higher implementation and measurement rates of green purchasing. This pattern is particularly evident for the categories in which many municipalities without GPPs purchase green products but, in most cases, do not measure their green purchasing rate.

In this paper, we seek to determine what factors drive the adoption of green purchasing among municipalities in Mexico and the success of their implementation. Given the lack of research and theory in the area, this study is exploratory in nature. We applied the green purchasing survey developed by Arizona State University to all municipalities in Mexico with a population of 25,000 or more inhabitants. Using the least absolute shrinkage and selector operator method (LASSO), we reduced the set of measures, which we then employed in a logistic regression to predict whether the municipality would adopt a green purchasing policy. We found that complementary environmental practices, department rules, and city-wide contracts to reduce purchasing costs have a positive and significant effect on the propensity to adopt green purchasing policies, but the time for routine low-cost purchases has a negative effect on green purchasing policy adoption. Then, using two-stage least squares, we developed a model of the factors leading to successful implementation of green purchasing. We found that complementary environmental policies, environmental practices, environmental program knowledge, and city-wide contracts to reduce purchasing costs are positively and significantly related to successful implementation. However, department resources and the time for routine low-cost purchase are significant, but negatively related.
