Abstract This article carves out China’s maritime state-of-play with regards to greenhouse gas (ghg) mitigating measures with a special focus on carbon dioxide (co2) emission. The article commences with an overview of International Maritime Organization (imo) ghg strategy taking into account the critical targets, proposed plans, schemes and measures aimed at the shipping sector. Discussions then segue into a twofold discussion pertaining to China’s current policy and port governance actions highlighting some of the existing gaps and challenges. Reference is made to remarkable developments from countries considering three vital key elements for an effective green port policy framework before drawing concluding remarks.

Purpose Creating green ports, while observing international and international standards and maritime conventions and regulations and moving toward smart ports, can increase the speed of goods transfer, enable the tracking of ships and goods, increase the transparency of statistics, increase the quality and capacity of ports and reduce costs. Hence, the purpose of this study the development and evaluation of ports play a key role in their commercial success. Development policies can be formulated for these ports by properly evaluating their performance indicators. On the other hand, traditional methods of performance evaluation cannot provide a good multidimensional evaluation of the status of ports. Design/methodology/approach More than 90% of the world’s heavy transit today is carried out by the sea. With this volume of freight, transit accidents are inevitable for ships passing through oceans, seas, waterways, rivers, ports and mooring at docks. Besides, gases from ships’ fuels at sea, especially in ports, oil spills due to maritime incidents, the negligence of the ship’s crew, the use of port equipment, dirty fuel of diesel power substations, etc., have increased greenhouse gases, polluted the environment and endangered human lives. Findings A new approach has been introduced in the field of port performance evaluation based on the components of greenness and intelligence. This approach performs evaluations in two stages and a network. In this study, the performance of 11 Iranian ports was evaluated based on the network data envelopment analysis approach in 2 stages of greenness and intelligence during 4 years. The results indicated that only 5% of the ports meet the standards of intelligence and greenness. Originality/value On the other hand, as shown in the above studies, the issue of green ports is directly related to the development of animal and plant ecosystems in the seas and the environment around ports. The presence of pollution in the ports has caused the animal and plant habitats around the ports to face a complete pollution crisis or to be completely destroyed. Therefore, the development of green port concepts in third world countries will help prevent environmental pollution of the seas. Therefore, it is necessary for ports to review their strategic maritime transport model and use the development of green port indicators in their implementation processes. Therefore, the strategic development of green ports is created to create and benefit from the components of intelligence, and as mentioned in previous research, intelligence and greenness are in line and the lack of development of one of the concepts causes defects in others. According to reports provided in Iran’s maritime transport systems, most accidents have led to environmental disasters during the absence of intelligent equipment. The use of smart technologies prevents all environmental damage and the development of port services. On the other hand, in evaluating the published articles in the field of development of green and smart ports, so far, the components of intelligence and greenness have not been evaluated and analyzed in a practical and operational way in ports and only the influencing the development of agents on each other has been done (Chen, 2019). Therefore, evaluating the efficiency of ports based on green components and intelligence causes ports to fundamentally review their executive infrastructure and take an active part in the global green development plan.

Artykuł prezentuje podejścia wybranych portów morskich do zrównoważonego rozwoju oraz prowadzenia polityki w oparciu o koncepcje zielonego portu. W aktualnych realiach rozwój portów morskich nie powinien skupiać się wyłącznie na tradycyjnej aktywności związanej z rozwojem zasobów portowych – rozwoju infrastrukturalnego czy suprastrukturalnego. Nowe formy działalności wychodzić powinny poza granice ich funkcjonowania i obejmować m.in. kwestie związane z otoczeniem społecznym i wrażliwością środowiskową. Wyniki badania obrazują priorytety działalności rozwojowej portów oraz wskazują obszary, które wymagają zwiększonej uwagi. Podjęcie działań w tych obszarach jest niezbędne w celu intensyfikacji działalności równoważącej korzyści ekonomiczne ze społecznymi i środowiskowymi. The green port concept in the strategic activities of Polish seaports The article presents selected seaports’ approaches to sustainable development and policy-making based on the green port concept. In the current reality, the development of seaports should not only focus on traditional activities related to the development of port resources – infrastructural or suprastructural development. New forms of activity should go beyond the boundaries of their operation and include, inter alia, issues related to the social environment and environmental sensitivity. The survey results illustrate the priorities of port development activities and indicate areas that require increased attention. Action in these areas is necessary to enhance activities that balance economic, social and environmental benefits.

The harbours using green ports have become a common mode of enabling the use of environment friendly energy consumption. In this paper, two major contributions are made: reduction of energy consumption in the ports by using ships; prediction of energy consumption with respect to a green port. The characteristics that will play a crucial role in energy consumption of ships are considered and a detailed analysis has been performed to predict the energy consumed by the ships. Deep learning methodologies such as, K-Nearest Regression (KNR), Linear Regression (LR), BP Network (BP), Random Forest Regression (RF) and Gradient Boosting Regression (GBR) are used to determine the different characteristics of the ships that are used while the external features of the ports are given as input. To determine the efficiency of the proposed work, k-fold cross validation is also incorporated. Based on feature importance, the crucial features of the algorithm are selected. The influence of different changing aspects on the ship's energy usage is identified, and reduction methods are implemented appropriately. According to the observed data, the most essential factors that may be utilised to estimate energy consumption of the ship are efficiency of facilities, actual weight, deadweight tonnage, and net tonnage. As the efficiency increases, there is also a significant reduction and the power consumption of the ship at the rate of 8% and 32% in port and berth respectively.

For centuries, ports have functioned as an economic engine, facilitating maritime transport, offering prosperity and social development to the host communities. Ports are gateways for international trade playing a vital role in the world economy, but it is not excluded that port operations can also have adverse effects on the environment. Air and water emissions, marine sediments, noise, waste generation, loss and degradation of terrestrial habitats and changes to marine ecosystems are just some of the leading environmental challenges with port’s operations. Environmental management within port operations has been a rapidly growing trend, with many ports around the world adopting different types of approaches and initiatives to improve ecological performance. Despite that many ports around the world have implemented greening strategies for growth and sustainable development, there are still many other ports that work less than they should do on environmental aspects and on the generation of ‘green ports’. These latter have fallen behind in the development of the theme. Therefore, the work reported here aims at analyzing what the best way to act should be, even starting from the beginning for a port that is not very innovative, in order to pursue the practical and theoretical levels of ‘green port’.

Responding to the increasing global need for environmental protection, a green port balances economic vibrancy with environmental protection. However, because exhaust emissions (e.g., CO2 or sulfide) are difficult to monitor around ports, data on such emissions are often incomplete, which hinders research on this topic. The present study aimed to fill this gap in this topic. To remedy this problem, this study formulated a new data envelopment analysis (DEA) method for collecting CO2 emissions data at their source. This method was applied to collect real-world operating data from a large container-handling company in Taiwan. Specifically, we provide a real example using a novel green energy index to account for undesirable outputs. Our main objective was to formulate two methods that combine: (1) data envelopment analysis based on a modified slack-based measure, and (2) a multi-choice goal programming approach. The contributions of this paper included the finding that rubber-tired gantry cranes are the greenest and should be used in ports. Finally, our findings aid port managers in selecting port equipment that provides the best balance between environmental protection and profitability.

Purpose Ship chandlers’ trucks are now facing challenges owing to their job characteristics, which will lead to low productivity of trucks, congestions and pollutions at the port. The aim of this paper is to identify important causes and the effects of low truck productivity at the port under the demand of sustainable development. Design/methodology/approach Based on the literature review, potential causes and relevant analysis are developed and carried out by using a systematic approach, incorporating in-depth interviews with experts, cause analysis and risk management process. Findings Results from the research framework showed that a lack of communication with the port, late arrival of ships, truck congestion and fragmented deliveries are the most important factors that led to low truck productivity at the port. A solution that combines an integrated system that shares real-time information with the port, a consolidation hub and a truck-pooling platform is proposed to comply with green port concepts, together with factors considerations. Originality/value Although the operation of ship chandlers’ trucks is a derived business in overall port operations, it is an indispensable element at the port. The findings present a new insight to the relationship between ship chandlers’ trucks productivity and port operation efficiency for industry practitioners and port policymakers.
