Council (public) housing privatization, as the basic instrument for transforming housing systems, has significantly affected the tenure structure and created millions of new owners across Europe. In Poland, the concept of the dispersed privatization was adopted and implemented in the long term primarily through preferential sales of council dwellings from the municipal housing stock to sitting tenants. The aim of the study was to analyze the effects of the dispersed privatization of municipal dwellings in the spatial and ownership structure of the municipal housing stock of the city of Olsztyn in Poland. The results showed that poorly controlled processes of the dispersed privatization of municipal housing caused unfavorable structural effects in the surveyed housing stock. The stock has shrunk significantly, losing buildings in better locations and conditions and the undesired fragmentation of municipal ownership and its mixing with private ownership has increased. The results and proposals are important to other cities and countries facing the challenge of slow privatization of public housing.

This paper uncovers the local state's complex intersections with the market and its multifaceted relations with the public through an in-depth qualitative case study of municipal housing privatization and urban renewal in one of the heartlands of the Swedish welfare state project, Rosengård in Malmö, Sweden. Drawing on the political-economic literature, I argue that housing privatization is entangled with complex interrelations among the (municipal) local state, the market, and the public and that an exploration of these relations reveals contemporary features of the local state. Hence, this investigation highlights the local state's motivation for privatization, the remaking of a market in a place where the market is believed to have failed, and the powers the local state retains. Additionally, the paper elucidates how the function of public assets changes due to privatization and considers tenants’ and residents’ worries, criticism, and concerns about municipal interventions. Subsequently, by grounding these findings in the historical function of municipalities in Sweden, the study contributes new knowledge on the local state in a deepened neoliberalized and financialized urban landscape.

While research on the spatial variation in populist right voting focuses on the role of “places left behind”, this paper examines the spatial distribution of populist right voting in one of the fastest growing capital cities of Europe, Vienna. Combining detailed electoral data of the 2017 national elections at the statistical ward level and the location of municipal housing units, the paper examines why the populist right “Austrian Freedom Party” (FPOE) performs better in the former bulwarks of socialism, in the municipal housing areas of “Red Vienna”. The paper links the socio-demographic development of Vienna and its municipal housing policy with election results and explores three possible reasons for elevated FPOE shares in municipal housing areas: rising housing costs pushed an increasing number of socially and economically vulnerable into the municipal housing sector and so increased the FPOE voter pool in those areas; European Union accession and changes in regulation allowed foreign citizens to apply to and obtain municipal housing flats triggering a backlash from Austrian municipal housing residents; and municipal housing is located in disadvantaged neighbourhoods further enhancing the FPOE voter pool. The paper demonstrates that higher FPOE vote shares in areas with high municipal housing shares are due primarily to higher shares of formally less educated residents, neighbourhood context and they are marginally elevated in those municipal housing areas experiencing a larger influx of foreign residents.

PurposeDrawing on paradox theory, this study explores how ambidextrous sustainability relates to organisational performance in hybrid organisations represented by Swedish municipal housing corporations, and how this relationship is contingent on the organisational structure of these organisations.Design/methodology/approachThe study relies on the data collected from Swedish municipal housing corporations. These data sources consist of a survey sent to the management team members in Swedish municipal housing corporations, financial and non-financial archival data on these corporations, interviews with the management team and board members, and observations of meetings involving the management team and board of directors at a Swedish municipal housing corporation. Quantitative data of the study were analysed using descriptive statistics, correlation analysis and linear multiple regression analysis. Qualitative data were analysed employing deductive thematic analysis and were used to illustrate and discuss the results of the quantitative analysis.FindingsThe quantitative findings show that ambidextrous sustainability, i.e. the alignment between an explorative orientation and an exploitative orientation towards sustainability, has a weakly positive relationship with financial performance and a positive relationship with social performance in hybrid organisations represented by Swedish municipal housing corporations. The study further shows that a high level of the structural element “connectedness” weakened the relationship between the ambidextrous sustainability and financial performance of the organisation in the study. In contrast, a lower level of connectedness reinforced and strengthened this relationship. Our qualitative material illustrates how the quantitative findings could be explained by the interaction between the board of directors and the management team of these hybrid organisations.Originality/valueThe study shows how ambidextrous sustainability, employed for conceptualisation of the sustainability strategy in hybrid organisations, represented by Swedish municipal housing corporations, can impact on facets of performance (i.e. financial, social and environmental) differently. The study further highlights the importance of organisational structures in these relationships in a hybrid context.

The high cost of living in single-family neighbourhoods in major metropolitan cities throughout Canada is making single-family housing increasingly unaffordable. Due to the decreasing amount of developable land and the increasing urban population, the development of smaller housing forms including laneway housing are growing. Currently laneway housing is used throughout Western Canada to provide single-family living but at a more attainable price. Municipalities are realizing the benefits associated with laneway housing and its ability to maintain the character of single-family neighbourhoods and diversify municipal housing stocks. Utilising a mixed method approach of interviews and policy examination, an in-depth analysis of the City of North Vancouver, the District of North Vancouver, the District of West Vancouver and the City of Vancouver laneway housing programs uses a matrix to compare the liveability, compatibility with neighbours, suitability, effectiveness and administrative processes of each policy. Outcomes demonstrate that laneway housing is viable and that major barriers such as topography, patterns of subdivision and unequitable community engagement processes can be overcome by tailoring the policies criteria, design guidelines and administrative process.

The article examines how the perception of gender identities of tenants and owners was constructed in normalizing discourses regarding re-privatization/property restitution in Warsaw in 2004-2016. As a theoretical approach, it applies the feminist post-structuralist perspective developed by Sophie Watson (2000a). The data were collected with discourse analysis, as proposed by Judith Baxter (2008a). The article identifies two discourses pertaining to re-privatization/property restitution in Warsaw: 1) property restitution discourse, under which returning property to former owners (or their heirs) is presented as a moral imperative; and 2) expropriation of tenants discourse, focusing on abuse, fraud and human misfortune stemming from the passage of municipal housing stock to the descendants of former owners. In both discourses, tenants were ascribed a feminine identity, and owners a masculine one (G. Hofstede, G.J. Hofstede, 2007). That affected the tenants' and owners' positions in the housing policy process.

Abstract In recent debates in the field of urban studies, issues of informality, marginal settlements, and extreme poverty have often been analysed in relation to the dynamics that transformed spatial and social balances with respect to neo-liberal economic policies. The restructuring of spaces, infrastructure, and economies that marked the success of changing paradigms of urban planning since the 1990s has been widely seen to be responsible for the extensive marginalization of the most vulnerable strata of society. In order to understand the emergence of areas considered informal—or illegitimate—this article aims to question the very validity of categories such as ‘informality’ when applied to analysing the transition from medium-sized urban centres to ‘mega-cities’ (a label that, in itself, blindly recalls the allure of modernization, technology, and development).1 It does so by adopting a longer term perspective in analysing the evolution of a municipal housing project for the resettlement of slumdwellers in Ahmedabad, India, in 1978, which, in the span of four decades, turned into a substandard informal settlement and then into a ‘Muslim city’ called Juhapura. Widely known in India as the ‘biggest ghetto in South Asia’, this area is an observatory for reconsidering the significance of concepts such as informality, illegality, temporariness, and people's legitimacy as citizens.
