The article examines how the perception of gender identities of tenants and owners was constructed in normalizing discourses regarding re-privatization/property restitution in Warsaw in 2004-2016. As a theoretical approach, it applies the feminist post-structuralist perspective developed by Sophie Watson (2000a). The data were collected with discourse analysis, as proposed by Judith Baxter (2008a). The article identifies two discourses pertaining to re-privatization/property restitution in Warsaw: 1) property restitution discourse, under which returning property to former owners (or their heirs) is presented as a moral imperative; and 2) expropriation of tenants discourse, focusing on abuse, fraud and human misfortune stemming from the passage of municipal housing stock to the descendants of former owners. In both discourses, tenants were ascribed a feminine identity, and owners a masculine one (G. Hofstede, G.J. Hofstede, 2007). That affected the tenants' and owners' positions in the housing policy process.

I will reflect the theoretical approach of the social construction of identities and I will use the methodology of the critical discourse analysis to identify, classify and explore the basic discoursive strategies that are reproduced by the television series.RESUMENEl propósito general de este estudio es analizar la construcción discursiva de las representaciones de la identidad social y de la memoria colectiva de los andaluces en la serie “La respuesta está en la Historia”. Reflejando las explicaciones teóricas de la construcción de la identidad y los conceptos de la memoria colectiva, y usando la perspectiva teórico-metodológica del análisis crítico del discurso identifico, clasifico y exploro las principales estrategias discursivas usadas en el programa.

Housing policy on municipal level is in the Czech realm neither thoroughly analysed, nor systematically performed. Policymakers lack basic data-base for taking competent decisions. This study shall establish a base for further discussion on factors, effects and importance of municipal housing policy for urban development. A comparative analysis of three Czech cities has been performed with the aim to answer the questions what explains a housing policy, whether and how housing policy may impact urban development (factors) and what the effects are. This study proved that housing policy does have an impact on urban development and that this fact is not clearly reflected in the Czech multilevel governance. The relevance of multiple socio-economic factors of housing policy for urban development has been examined. From the identified effects of these factors, a set of hypotheses for further research has been developed. The study consists of four parts. The first one frames housing policy in a context of place-based regional theories and explains the Czech system of multilevel governance in this field. The second section explains the use of comparative analysis and the selection of indicators as well as the collected data. The third part comments on obtained data and the final one draws suggestions for further research of academics and better decisions of policymakers.

The Polish municipalities are obliged to act directly in the housing market by satisfying the housing needs of people who cannot do it themselves due to their financial or personal situation. Social flats are used for this purpose. In 2009, cities such as Wroclaw, Lodz and Cracow had the share of social housing in the municipal stock at a very low level (Lodz and Wroclaw below 3%, Cracow approx. 4%). In 2016, the situation changed – some cities significantly increased their share of the social housing stock, while in others the share remained at a low level. Cracow currently has approx. 20% of the social housing stock in its municipal housing stock, but Wroclaw and Lodz have the share of social housing stock at the level of 4%. The authors have decided to examine whether the observed trends have led to the convergence of social housing stock among voivodship capital cities and what was the role of socio‑economic factors in the investigated process. Research methods in the form of critical analysis of literature, review of documents and panel data econometrics were used.

Abstract The present scientific article is the first part of two publications, where the authors obtain results from the scientific research for municipal residential property legal aspects and housing policy, as well as risks in the maintenance of the housing stock. To ensure the fulfillment of the functions prescribed by law in relation to the provision of living space, each municipality owns a number of rental apartments. Some municipalities even build special dwellings aimed to fulfil this function. Housing management involves the implementation of a specific process prescribed by both the law and the principles of good governance. However, all management processes are subject to risks that can endanger the implementation of the entire management process. To ensure efficient and high-quality maintenance of the management process, risk assessment is required. In order to successfully implement all these activities, first of all, there is a need for a legal framework that will stipulate the obligations, responsibilities, rights of the persons involved, as well as a series of measures that determine the actions to be taken to ensure the successful maintenance of the housing stock. The aim of the article is to investigate and analyse the regulation of the rent of the legal relations of the municipal property that is used as rental apartments, the management processes of municipal residential property and their compliance with regulatory enactments, as well as to define risks that prevent the efficient and high-quality maintenance of the housing stock.

Housing is one of the important necessities for people. It comes after food and drink according to Maslow’s pyramid of human needs. It also influences countries’ social cohesion, stability and development and at the same time is affected by their general conditions. Iraq has a housing sector crisis. The county experiences a large housing shortage. The Iraqi National Housing Policy identifies critical challenges in seven housing-related fields: housing production, land management, housing finance, infrastructure, construction materials, housing stock status and slums. This paper aims to present a better understanding of these housing challenges as a first step to the development of appropriate solutions. It presents a critical investigation of the housing sector’s issues through exploring a wide range of literature to build a framework that critically evaluates and identifies the problems. The paper also quantifies the current housing shortage at around 1 million dwellings. Based on the extrapolation of trends towards 2030, it is estimated that Iraq has to build around 230000 dwellings annually to satisfy future demand. Results confirm the importance of the issues identified in the National Housing Policy, which gives it more validity. The paper concludes by proposing a series of measures to address Iraq’s housing challenges.
