This study aimed to analyze the effect of employee training and development, motivation, work environment, employee competence on employee performance, and organizational performance. This study also aims to analyze employee performance as a mediating variable on organizational performance. The method of this research used SEM-PLS analysis. This research used all civil servants employees in The Regional Technical Implementing Unit for Goods Quality and Certification Testing Center (UPTD BPSMB) of the Jambi Province, Indonesia. This research concluded that Organizational performance is influenced by motivation, employee competence, work environment, and employee performance. Training and development, motivation, and work environment affect employee performance.  Training and development, employee competence, work environment affect organizational performance mediated by employee performance. However, the influence of motivation on organizational performance cannot be mediated by employee performance

Space-mission development introduced the problem of human isolation in extreme environments. The integration of architectural concepts such as windows, with their technical implications into human space missions, is necessary especially for long-duration space flights. Such solutions must be subjected to close certification testing in order to establish their compliance with severe space environment conditions. Moreover, projects of long-term missions involve a renewed concern about fire safety in manned space vehicles. The supposed occupancy time of the order of decades, in fact, makes unplanned fire ignition events virtually unavoidable. An experimental test-plan performed to qualify a commercial thermoplastic material for applications as transparent element in spacecraft is reported in the present work. A flame exposure test, as well as ultraviolet radiation and atomic oxygen erosion rate measurements, was carried out on a commercial poly-sulfone material, following ASTM standard procedures. The aim of the research was to develop and put forward flame retardant structures able to withstand the harsh space environment, preventing or mitigating the degradation of their physical and chemical integrity, with particular regard to the visible-light transparency. The results obtained show that the tested poly-sulfone may be considered as a promising material for the claimed application, even if further surface optimization treatments should be conceived in order to gain a full adaptability to the operative constraints.

The article deals with the procedures for certification of private locomotives in order to grant authorization for their operation on certain public railway lines. The special feature of the certification is that, as a rule, locomotives belonging to departments, enterprises and organizations that are not within the management sphere of JSC "Ukrzaliznytsia" and were not previously used on public railway lines of Ukraine, but are now presented for participation in the project, can be of several types, different years of construction, have different diesel operating hours (SMU hours), different degrees of wear of the mechanical part of load-bearing structures, wheelsets, trolleys, couplings, braking equipment, different technical condition of measuring instruments, safety devices and air tanks, devices security, etc. Therefore, the article presents the provisions of certification schemes (models) that can be used by the certification body for the certification of single locomotives and batches of private locomotives, and their aspects. The paper also presents the basic normative documents according to which certification procedures are carried out. The key aspects of existing certification testing of locomotives are specified. The scope of work on technical diagnostics of locomotives for certification is described. The procedure and duration of the direct certification process are given taking into account the analysis of documentation, technical inspection, provision of expert evaluation, selection and identification of a sample (samples) of a representative item from the batch submitted for sampling, certification testing, processing and registration of test results, comprehensive conclusion on compliance of the locomotive with the requirements of regulatory and technical documents, decision-making on the possibility (or impossibility) of issuing a certificate.

The authors present the results of certification testing software-and-hardware complex on the basis of an unmanned aircraft (UAV) “Geoskan 401”, designed for aerial mapping. The substantiation of the need to assess the accuracy characteristics of the photogrammetric processing aerial photos results from the UAV is given. The composition of the complex, the parameters of the test site and the performed aerial photography are given, the order and method of testing are described. Assessment of the aerial triangulation accuracy, creation of a digital elevation model, digital orthophotos and coordinates of marked and unmarked characteristic points (natural contours) of land boundaries and building contours were carried out to confirm the compliance with the requirements of regulatory documents for the implementation of photogrammetric processing, maintenance of the state real estate cadastre and surveying. The values of the spatial data accuracy obtained with the help of a hardware-and-software complex confirm the possibility of using the “Geoskan 401” in real estate cadastre and surveying. Recommendations on the use of hardware and software complex for cadastral and mine surveying works are given.
