Acidentes ambientais em áreas portuárias: Percepção de risco e reações na visão ecossistêmica

The purpose of this book is based on the principles of precaution and solidarity. Its main objective is to contribute to the activities of prevention, preparedness and response to environmental accidents in port areas, from the ecosystem point of view. Studies on risk perception surveys, on causes and consequences of accidents, and about people´s behavior during these accidents, are useful to enrich risk management programs, and emergency plans. This content was elaborated based on the postgraduate studies in Environmental Sciences at USP/SP, and the post-doctorate in Psychology at PUC/SP. All of them involved analysis of environmental accidents in port areas of São Sebastião and Santos (SP), and risk perception surveys. Adds to this the author's 30-year experience at the environmental agency of São Paulo state (1988/2018). This book comments on 60 accidents, technological and/or influenced by natural phenomena, in the Brazilian ports and abroad, from 1900/2019. There were highlighted topics such as: people´s reactions in dangerous situations, social and environmental consequences, risk perception of effects on human health, and oily fauna, among others. The work concludes that people which are very curious, opportunistic and reckless can amplify the consequences of these episodes. It highlights that cautious, supportive and altruistic people help to minimize them, when they act with knowledge, discernment and goodwill. The investments in prevention and preparedness have helped to reduce the number of accidents and it´s severity, so they should have continuity, in an effort that catastrophic situations do not repeat.

At the beginning of my paper I will explain the concept of "Geopolitics of Energy", this will be done for a quite simple reason, because I want everyone who can sit to read this article to understand more clearly what is at stake, therefore allow them the comprehension of what is being elaborated bellow at first sight. Geopolitics of energy is a concept that relates to policies choosing exporters to implement on importers, is the policy that has an impact on energy consumption, which includes consumer’s choice in the geopolitical context, taking into account the economy, foreign policy, the safety of energy, environmental consequences and priorities that carries the energy exporter. This concept permits the understanding of how works the politics that undertakes this initiative taking into account natural resources such as: natural gas and oil. Natural gas and oil are two main resources that produce energy but also two main elements on which arises all the topic in the energetics game. For this paper is used qualitative methodology, through which we were able to accomplish this work. I focused on scientific literature, official publications and reports on energy geopolitics. The main aim has been to show how in this decade, energy security is at the center of geopolitical agenda and has become the focus of numerous political debates. Regarding this point of view, Europe is taking the initiative to create a common energy market within the continent by creating projects, in which Albania appears as a new regional energy potential. Russia, which is aiming to play a role in the international arena, is seeking to position itself geopolitically in "its political weapon", hydrocarbon resources, in particular natural gas resources.

This paper deals with the notions of scientific law, natural causes, and the powers of causes to produce their effects from the point of view of perspectival realism. In the first section I deal with the conception of cause defended by George H. Lewes, one of the forerunners of British emergentism, along with John Stuart Mill. In the next section I deal with the notion of heteropathic laws of Mill. In the last section I deploy these notions in my explanation of natural phenomena as emergent processes. I put emphasis on the fact that the base conditions of an emergent are not its causes.

This chapter presents and evaluates Ali Sedāt’s (d. 1900) Principles of Transformation in the Motion of Particles. In this work, Ali Sedad gives a detailed description of the working mechanism of the whole universe, including topics that range from the interaction of atoms to the emergence of animate bodies and the motion of heavenly bodies. In doing this, he introduces thermodynamics and Darwin’s theory of evolution for the first time to the Turkish-speaking community in a detailed way and discusses the laws behind natural phenomena in a philosophical way. Ali Sedāt’s Principles of Transformation is a unique work introducing the basic principles of the natural sciences in nineteenth-century European circles to the Ottoman world and interpreting them from an Ashʿarite perspective. It shows how an Ashʿarite scholar from the late Ottoman era followed modern science thoroughly but interpreted it critically from its own philosophical point of view.

Abstract The reuse is a growing practice in Brazil, given its relevance in minimizing the water scarcity. However, the environmental consequences and its sustainability have not been completely elucidated, being the risk perception analysis a starting point for understanding such concerns. In this perspective, the aim of this study was to evaluate the operation of Sewage Treatment Plants, the applicability of sewage reuse, and its influence on the quality of life of the population of Parelhas and Pedro Velho, counties of the semiarid and northeastern coast, respectively. From the results, it was found a great rejection in the operation of the stations, associated with the impacts produced such as odor and proliferation of mosquitoes, which imply economic, social and public health problems. Regarding reuse, acceptance is predominant for irrigation of crops for human and animal use. We emphasize the need for further research to diagnose the environmental risks arising from this activity.

The monitoring of environmental parameters in industrial areas where potential sources of pollution exist is very important from the point of view of prevention of environmental accidents. In this paper, we propose a solution for the monitoring of the environmental parameters with the local acquisition through specific environmental and movement sensors and data transmission to a higher hierarchical level through the use of MODBUS communications. A flexible hardware structure and software development concept are presented to offer local information and to be integrated into an environmental quality monitoring network.

The Coronavirus pandemic is a major challenge to human wellbeing; it directly affects health, and indirectly involves the economic, politic and social spheres. This, in turn, is going to have major systemic, worldwide health, social and environmental consequences. In this paper, I will briefly sum up the history of the pandemic, the worldwide diffusion, the major different political reactions, as well as health and political countermeasures, and the economic consequences / evaluations for the future. The aim of this paper is to show and address all the different spheres involved and their relationships. Emphasis will be placed on the paradoxical presence of a large amount of data and the big uncertainty for the future. The outcomes will be briefly analyzed on a healthcare, political and socio-economical level. The point of view is systemic with human beings, institutions and the environment seen as a whole. Systemic thinking allows interdisciplinary research to be decisive in understanding the worldwide reaction to the pandemic. The global response to this crisis is of historical significance, and therefore potentially decisive for the multi-layered future of the world.

This paper reviewed the environmental consequences reported in more than three thousand accidents. Fifty-nine of the accidents reported environmental consequences, seven reported no environmental consequences, and for the remaining accidents, no information was available. Generally, the properties of a chemical, the dilution of the amount released, and the environmental conditions at the spill site are the parameters that determine the short-term environmental consequences. To evaluate the long-term effects, which have almost never been studied in the accidents reviewed, persistence, the tendency to accumulate in sediment and biota, and the long-term sub-lethal and chronic effects are the main parameters to be considered. While ecological consequences of accidents have been investigated more frequently in recent years, there has been no consistency in reporting methodology. An accident investigation methodology and a reporting format should therefore be developed and implemented on a broad international scale.

In this paper, we propose a solution for the monitoring of the environmental parameters with the local acquisition and processing of the data and the transmission of alarm signals to a higher hierarchical level through the use of radio communications. A flexible hardware structure and software development concept are presented to be integrated into the national air quality monitoring network.

In recent years, various types of unexpected environmental accidents occurred frequently in China, which had caused great harm to economy and social development of China. The environmental risk assessment (ERA) model was built based on the related factors was described. Take the case of the proposed project of Cangzhou-Qiantongzhen freeway, the environmental risk was assessed by ERA model, and the corresponding countermeasures and emergency plans were put forward in the construction and operation period. The results show that the probability of water pollution in the sensitive sections along the freeway is 0.000927 to 0.011563times per year.
