The family is an integral part of society. More precisely, the family can be called the primary social group. We know that the family is a key component of the social structure of any society, performs various social functions and plays a key role in the development of society. As the society developed socio-economically and culturally in the ups and downs of the historical process, the family developed along with it and gained new features. Let's look at some definitions of the family in modern encyclopedias and dictionaries: The family is a small group based on marriage or blood relationship. Its members are connected to each other by domestic unity, mutual moral responsibility and mutual assistance. The innovations of each stage of family development, the immediate development zone and the possible forms of fixation or regression in the family development are all given in separate stages of development. The highlighted stages not only reflect the social changes in the family, but also the changes in life goals, values and social roles of family members through their prism. Keywords: Development, psychology, problem, family, social, system, relationships, internal, roles

The article considers the family as a basic social institution and the reference environment of a person from the moment of his birth and throughout his life. The phenomenon of a normal family is analyzed and its objective criteria from the position of the system approach are determined. Universal (through) and dynamic (changing with sociocultural changes) family functions are defined. The definition and characteristics of an abnormal and problem family are given in the measurements of the structure, conditions and quality of functioning. The concepts of the problem (dysfunctional) family presented in the professional literature are analyzed and the logic of assigning families to the category of problem families is justified. It is shown that the family is called problematic if it is characterized by a significant and prolonged disruption of the function of biological, social and psychological reproduction. Typical internal problems are described and features of the solution of these problems in the dysfunctional (problem) family are shown. The features of the socio-psychological resources of the problem family and the possible consequences of the «unsuccessful» socialization of children in problem families are shown. A prognostic explanatory model of the child's socialization in a problem family of any type is proposed. The main idea of the concept of social and psychological support of a problem family is identified, based on three provisions: 1) external social and psychological support, including professional psychological support; 2) activation of internal psychological resources of the family to strengthen its educational and socializing functions; 3) correction and secondary prevention of violations of the socialization of children in the family environment.

Abstract: An increased focus on ‘family’ has developed as part of the social investment state in many countries. In the particular case of England, an intensive state gaze on so-called Troubled Families has developed, where the emphasis is on families with more complex issues that draw on the financial resources of the state. Taking a historical perspective, an exploration of literature across several decades shows some continuity in the ideas of the troubled or problem family: interesting similarities across the decades are highlighted. Along with these portrayals, ideas about how such families can be supported are presented through this historical lens. Thus, contemporary support to families is then problematized, as arguably such support now occupies a space where the retrenched rights (to support) and the vigorously emphasised responsibilities (of individual behaviour and labour market activation) intersect. This article adds to debates on the discourse surrounding troubled families and the neoliberal policy management of the family, providing a discussion of the role of support in such a context.

In late 2011, the Conservative and Liberal Democrat coalition government announced the launch of a new programme on ‘troubled families’ – a term used to describe the estimated 120,000 most behaviourally anti-social families in England and Wales. To many social scientists, this appeared to be yet another reconstruction of the broad ‘underclass’ concept that has run like a thread of analysis through UK poverty discourses over the last 150 years. The symbolic nature and coded meanings of this particular concept of poverty are very interesting, as is the way it has been reconstructed periodically. This paper summarises these reconstructions, and the analytical issues raised by them: the ‘residuum’ concept of the 1880–1914 period; the ‘social problem group’ of the inter-war years; the ‘problem family’ of the 1940s and 1950s; the ‘cycle of deprivation’ of the 1970s; and the ‘underclass’ of the 1980s and 1990s.
