In the assessment of storm surge vulnerability, existing studies have often selected several types of disaster-bearing bodies and assessed their exposure. In reality, however, storm surges impact all types of disaster-bearing bodies in coastal and estuarine areas. Therefore, all types of disaster-bearing bodies exposed to storm surges should be considered when assessing exposure. In addition, geographical factors will also have an impact on the exposure of the affected bodies, and thus need to be fully considered. Hence, we propose a fine-scale coastal storm surge disaster vulnerability and risk assessment model. First, fine-scale land-use data were obtained based on high-resolution remote sensing images. Combined with natural geographic factors, such as the digital elevation model (DEM), slope, and distance to water, the exposure of the disaster-bearing bodies in each geographic unit of the coastal zone was comprehensively determined. A total of five indicators, such as the percentage of females and ratio of fishery products to the gross domestic product (GDP), were then selected to assess sensitivity. In addition, six indicators, including GDP and general public budget expenditure, were selected to assess adaptability. Utilizing the indicators constructed from exposure, sensitivity, and adaptability, a vulnerability assessment was performed in the coastal area of Laizhou Bay, China, which is at high risk from storm surges. Furthermore, the storm surge risk assessment was achieved in combination with storm water statistics. The results revealed that the Kenli District, Changyi City, and the Hanting District have a higher risk of storm surge and require more attention during storm surges. The storm surge vulnerability and risk assessment model proposed in this experiment fully considers the impact of the natural environment on the exposure indicators of the coastal zone’s disaster-bearing bodies, and combines sensitivity, adaptability indicators, and storm water record data to conduct vulnerability and risk assessment. At the same time, the model proposed in this study can also realize multi-scale assessment of storm surge vulnerability and risk based on different scales of socioeconomic statistical data, which has the advantages of flexibility and ease of operation.

Abstract. Flooding has been a serious struggle to the old-town of Venice, its residents and cultural heritage and continues to be a challenge in the future. Despite this existence-defining condition, limited scientific knowledge of flood hazard and flood damage modelling of the old-town of Venice is available to support decisions to mitigate existing and future flood risk. Therefore, this study proposes a risk assessment framework to provide a methodical and flexible instrument for decision-making for flood risk management in Venice. It uses a state-of-the-art hydrodynamic urban model to identify the hazard characteristics inside the city of Venice. Exposure, vulnerability, and corresponding damages are modelled by a multi-parametric, micro-scale damage model which is adapted to the specific context of Venice with its dense urban structure and high risk awareness. A set of individual protection scenarios is implemented to account for possible variability of flood preparedness of the residents. The developed risk assessment framework was tested for the flood event of 12 November 2019. It was able to reproduce flood characteristics and resulting damages well. A scenario analysis based on a meteorological event like 12 November 2019 was conducted to derive flood damage estimates for the year 2060 for a set of sea level rise scenarios in combination with a (partially) functioning storm surge barrier MOSE. The analysis suggests that a functioning MOSE barrier could prevent flood damages for the considered storm event and sea level scenarios almost entirely. It could reduce the damages by up to 34 % for optimistic sea level rise prognoses. However, damages could be 10 % to 600 % times higher in 2060 compared to 2019 for a partial closure of the storm surge barrier, depending on different levels of individual protection.

Container yards tend to be located along waterfronts that are exposed to high risk of storm surges. However, risk assessment tools such as vulnerability functions and risk maps for containers have not been sufficiently developed. In addition, damage due to storm surges is expected to increase owing to global warming. This paper aims to assess storm surge impact due to global warming for containers located at three major bays in Japan. First, we developed vulnerability functions for containers against storm surges using an engineering approach. Second, we simulated storm surges at three major bays using the SuWAT model and taking global warming into account. Finally, we developed storm surge risk maps for containers based on current and future situations using the vulnerability function and simulated inundation depth. As a result, we revealed the impact of global warming on storm surge risks for containers quantitatively.

A storm surge is a complex phenomenon in which waves, tide and current interact. Even though wind is the predominant force driving the surge, waves and tidal phase are also important factors that influence the mass and momentum transport during the surge. Devastating storm surges often occur in the Bohai Sea, a semi-enclosed shallow sea in North China, due to extreme storms. However, the effects of waves on storm surges in the Bohai Sea have not been quantified and the mechanisms responsible for the higher surges that affect part of the Bohai Sea have not been thoroughly studied. In this study, we set up a storm surge model, considering coupled effects of tides and waves on the surges. Validation against measured data shows that the coupled model is capable of simulating storm surges in the Bohai Sea. The simulation results indicate that the longshore currents, which are induced by the large gradient of radiation stress due to wave deformation, are one of the main contributors to the higher surges occurring in some coastal regions. The gently varying bathymetry is another factor contributing to these surges. With such bathymetry, the wave force direction is nearly uniform, and pushes a large amount of water in that direction. Under these conditions, the water accumulates in some parts of the coast, leading to higher surges in nearby coastal regions such as the south coast of the Bohai Bay and the west and south coasts of the Laizhou Bay. Results analysis also shows that the tidal phase at which the surge occurs influences the wave–current interactions, and these interactions are more evident in shallow waters. Neglecting these interactions can lead to inaccurate predictions of the storm surges due to overestimation or underestimation of wave-induced set-up.

Design-build contractors are challenged with the task of minimizing failure risks when introducing new technical solutions or adapting technical solutions to new conditions, e.g., climate change. They seem to have a disproportional trust in suppliers and their reference cases and might not have adequate resources or methodologies for sufficient evaluation. This creates the potential for serial failures to spread in the construction industry. To mitigate this, it was suggested that a predefined risk assessment framework should be introduced with the aim of providing a prequalification and requirements for the use of the technical solution. The objectives of this paper are to develop a comprehensive risk assessment framework and to explore the framework’s potential to adequately support the design-build contractor’s decisions. The framework uses qualitative assessment, relying on expert workshops and quantitative assessments, with a focus on simulation and probabilities. Tollgates are used to communicate risk assessments to the contractor. The framework is applied to a real-life case study of construction with a CLT-structure for a Swedish design-build contractor, where exposure to precipitation during construction is a key issue. In conclusion, the chosen framework was successful in a design-build contractor context, structuring the process and identifying difficulties in achieving the functional requirements concerning moisture. Three success factors were: documentation and communication, expert involvement, and the use of tollgates. Recommendations to the design-build contractor on construction of CLT structure are to keep construction period short and to use full weather protection on site.
