Significant debates on the role of human resources have been shifted from organizational assets to initiator of innovation and competitive advantages. A current research has investigated suggestive roles of intellectual capital (IC) in strategic human resource management (SHRM) process and human research management (HRM) practices. Conversely, others have shown that the successful management of IC has related to implementation of knowledge management (KM). In turn, those perspectives suggest the implementation and usage of KM ensure the growth of IC, and the innovative IC may become an effective human resources strategies and practices to acquire innovation and competitive advantages. Through a comprehensive analysis of the latest journals on those concepts, this study argues that human resource strategies and practices involving KM and management of IC give potential oppurtunities to gain innovation and competitive advantages. Besides, this theoretical perspective suggests organizational culture and leadership style are interrelated to the process.

This chapter introduces how culture impacts global knowledge sharing. Effective knowledge sharing (KS), one of the four interdependent dimensions of knowledge management (KM), is particularly important in today’s global environment in which national cultural differences are negotiated all the time. Knowledge sharing is described along six dimensions and national culture along four dimensions. A model is presented, which provides guidelines for effectively sharing different types of knowledge within different cultural environments. Several examples are presented to illustrate the model’s effectiveness. Using the model as a guide, the authors believe that decision makers will increase the chances that information and knowledge will be shared successfully.

This study aims to investigate the effect of knowledge management orientation (KMO) behaviour on innovation of SMEs in Indonesia. One hundred and fifty-six SMEs in the creative economy sector participated in this study. Multiple regression was used to analyse the data. The statistical results indicated that knowledge absorption and knowledge receptivity are the KMO's dimensions and have a significant effect on the increase of innovation. This finding contributes to both a theoretical and a practical perspective. For the theoretical perspective, this study showed that knowledge receptivity and knowledge absorption plays an important role in affecting innovation. From a practical standpoint, this study provides insight of SME practitioners in enhancing the innovation through the improvement of KMO behaviour.

Purpose – The purpose of this paper is to demonstrate that the integration of intelligences plays a great role in changing the organisational and national culture and, in consequence, in changing governmental intelligence (GI). This paper investigates the impact of national culture (NC) and knowledge management (KM) on GI. Design/methodology/approach – This paper explores the development of a culture knowledge intelligence model (CKI) to test a number of propositions through web-based survey methodology administered to 101 civil servants of two national public administrations, Brazil’s Planning Ministry and Germany’s Bundesanstalt. The data were analysed quantitatively through SPSS and SmartPLS (CFA and SEM). In this paper, the relationships between the variables (hypotheses) were empirically tested using structure equation modelling (SEM). Findings – The high correlation between organisational/national culture on GI raises the discussion of these relationships in the academic community. The impact of organisational/national culture on GI is much higher in Brazil than in Germany. In opposition to Germany, in Brazil, the GI is more influenced by culture than by knowledge. This is related to the fact that German culture, in opposition to Brazil, is future- and performance-orientated, getting information from facts, books and statistics, instead of being people-oriented, getting the first-hand (oral) information. The major practical implication is to demonstrate the importance of integration of intelligences to improve GI. Originality/value – The influence of NC on decisions of governments is paramount to understand failures in government decisions, mainly because of the difficulty of public leaders to learn by comparison and collaboration from a global, participative and integrative vision and action. Despite the importance of the relationship between NC and GI, this intuitive juxtaposition has not received attention in the literature.

Purpose This paper aims to analyse the role of government-led innovative knowledge management platforms in innovation knowledge management, social network effects and innovative resource clusters in the context of academician workstations in China. Specifically, this paper empirically studies the impact of academician workstations on corporate innovation capabilities and the mechanisms behind this impact. Design/methodology/approach This study uses the propensity matching score method and difference-in-differences method to test the relationship between academician workstations and corporate innovation capabilities. Baron and Kenny’s (1986) mediation method is used to test two potential mechanisms. Findings Academician workstations significantly improve corporate innovation capabilities because of their contribution to knowledge and innovation management. The facilitation effects are stronger in non-state-owned firms, high-tech firms and firms in industries with low levels of competition. Further, academician workstations enhance corporate innovation capabilities through their funding effect. Practical implications This paper encourages policymakers to create a better market environment and stable support policies to facilitate sustainable scientific and technological innovation. Originality/value To the best of authors’ knowledge, this study is among the first to empirically analyse the impacts of innovative knowledge management platforms on corporate innovation. It enriches the theoretical perspective of innovation platforms and provides an excellent research perspective for effectively analysing the impacts of innovation platforms. This study also contributes to the literature on the determinants of innovation.
