In order to get the general public more involved in decisions regarding sustainable economic development, the Brazilian Congress approved a law specifically targeting availability and access to environmental information in 2003. This law was clearly inspired by the principles of 1998 Aarhus Convention which established the procedural rights to access to environmental information, public participation and access to court in environmental matters among European countries. This paper aims to compare the Aarhus Convention – with its innovative nature and open administrative and democratic practices – with applications on access to environmental information in Brazil. It first gives a brief explanation of the Aarhus Convention, followed by an overview of access to environmental information in Brazilian legislation and its recent evolution. The paper compares Brazilian legislation and the Aarhus Convention and identifies which criteria of the Aarhus Convention regarding access to environmental information have already been introduced in Brazilian legislation. In addition, the paper discusses the actual effectiveness of Brazilian Law 10.650/03 through an empirical exercise seeking to estimate how often it has been used to access environmental information.

This paper presents a critical analysis of power dynamics for telecommunications governance in the context of a developing country. The study used regulatory governance and critical discourse analysis as theoretical underpinnings. The case of telecommunications sector of Malawi was analysed using secondary data comprise policy documents and media reports. The results showed that power relations affected the autonomy of the telecommunications regulator in performing its functions. The effects of power dynamics created practices and conduct of stakeholders that contributed towards the barriers in market entry of mobile network operators in the telecommunications sector. Consequently, there was limited market competition and the cost of ICT services remained high. Power relations were also productive in enabling stakeholders to raise sector problems to the regulator. The study provides an understanding of power relations in the regulation of telecommunications in the context of an African country.

This article seeks to challenge conventional arguments about Israel’s ‘cultural militarism’ through a comparative analysis of Independence Day parades of the 1950s. Using media reports, newsreels, and archival documentation, it examines the parades and compares them to other cases from around the world. The discussion focuses on three features of the Israeli parades: the widespread civil criticism of the place of the military in Independence Day celebrations; the role of the crowds and their proximity to the marchers; and the partly militaristic character of the parades themselves. While the article does not deny the obvious militaristic connotations of soldiers marching in the streets, it stresses the unique relationship between the armed forces and society in Israel and argues that militarism alone is not a sufficient analytic framework for analyzing Israeli society.

Although the importance of sustainability reporting in the public sector is widely recognized, there are few studies about this issue. This paper analyzed the practices of diffusion of information on sustainability in local governments. So, we observed the Websites of the largest local governments in Spain using a list of items from the guidelines of GRI and comparing the results with the results of the Spanish regional governments. Our findings show that local governments reported some information (50% of the items), but less than regional governments (60%). Social information is the most widespread and environmental information is the least reported.

Based on the data of the Growth Enterprise Market (GEM)-listed companies in the Shenzhen Stock Exchange of China, this paper researched the influence mechanism of political connections on enterprise innovation intention. This paper is based on the theory of reciprocal exchange of social capital. The research found that the entrepreneur’s political connections are detrimental to the improvement of enterprise innovation intention, and the differentiation strategy has a mediation effect between them. Moreover, the market competition intensity of enterprise production adjusts the influence of the differentiation strategy on enterprise innovation intention, and it can alleviate the negative influence of the political connection on the innovation intention through the differentiation strategy. Although the country’s innovation-driven strategy will provide more innovative resources for enterprises, securing the survival and development of an enterprise is becoming increasingly narrower by relying solely on establishing connections with the government.
