This article engages with two themes of contemporary EU governance: the role of evaluations within an effective and coherent policy–making process and the EU's constitutionalised commitment to promoting gender equality in all its activities (Article 8 TFEU). It focuses on the interface between ex ante and ex post evaluation and the contribution of evaluations to policy learning, with particular attention to the promotion of gender equality. A case study approach is followed, with EU research policy as the object of analysis.


This thesis is entitled “ The Role of Government in the Implementation of Local Development (Case Study in the Administrative Post of Uatolari) “ Local development is a measure of national development where the development growth in an advanced sub-district will automatically reflect the development itself. In the sub-district, development has been carried out which in the research will highlight physical development. Physical development in the sub-district in accordance with its implementation has not reached the planned target in accordance with the expectations of the community in the Uatolari sub-district. Thus, the problem can be formulated as follows: How is the government role in implementing local development?. The theoretical basis used in this chapter, the writer wants to explain the theory according to Prajudi (2000), the role of government in the implementation of development, while the method used in this research is descriptive method with research techniques such as qualitative data analysis, the subject of what is being studied is The functions and tasks that exist in the Uatolari sub-district and the object under study are affirming the implementation of physical development in the Uatolari sub-district consisting of 6 people, the instruments used are observation, interviews, documentation and interviews (asking and answering) to collect data and to process data to completion. The conclusion from the research results found that the role of the government in implementation in the uatolari sub-district is still lacking due to a lack of control, therefore it is necessary for the central government to monitor, supervise the physical development that is being built or in progress so that it will accelerate according to the specified time. Recommended to the Ministry of Home Affairs and Regional Development to pay attention to the Viqueque district national development agency in order to accelerate the process of implementing local development, in accordance with the expectations of the community, especially the ongoing infrastructure development in accordance with the national development strategic plan.

The issue of adolescent health is important for national development. Adolescents need a place that can provide facilities in the form of correct information and life skills improvement programs. So as to deal with various health problems of adolescent. Government efforts to overcome these problems through the establishment of the Youth Information and Counseling Center (PIK-R) that can be done in schools. PIK-R in schools that have been formed can be assessed its role to adolescent health problems. The purpose of this research is to know the role of PIK-R Wijaya Kusuma in overcoming the health problem of adolescent among non-members of PIK-R. The research used qualitative design with case study approach. The data were collected by focus group discussion (FGD) technique on 10 non PIK-R member students. The results of the study reported that PIK-R Wijaya Kusuma has an important role as health information source for non PIK-R member students in facing adolescent health problems. Besides, teachers and NGOs. Awareness of non-members of PIK-R Wijaya Kusuma related to adolescent's vulnerability to high adolescent health problems, peers and family plays an important role in adolescent health behavior.

Kutai Kartanegara Regency as an autonomous region has regional development planning documents as an integral part of the provincial and national development planning systems. The greater role of Regional Original Revenue (PAD) means less regional dependence on central assistance. The purpose of this study was to determine the role of the Regional Revenue Agency of Kutai Kartanegara Regency in carrying out levies and carry out supervision of swallow nest owners in exercising their authority to pay taxes to increase local revenues and to determine the calculation of the swallow's nest tax rate which was set at 10% based on the Regulation Regency of Kutai Kartanegara Number 2 Year 2011 regarding Regional Tax. The method used in this study is normative with the main informant namely the Regional Revenue Agency of Kutai Kartanegara Regency. The results showed that the Regional Revenue Agency of Kutai Kartanegara Regency in carrying out levies and carrying out supervision of swallow bird nest owners in carrying out their authority to pay taxes to increase local revenue is still not optimal. Supervision should also be carried out in the implementation of levies, in order to evaluate the administration of levies. The calculation of the tax rate for swallow's nest which is set at 10% based on the Kutai Kartanegara Regency Local Regulation Number 2 of 2011 concerning Regional Taxes is good enough but in terms of implementation it must be carried out to the entrepreneur of swallow's nest.

Many problems related to the process of development planning in the region is the existence of  “ego sectoral” between the government apparatus in carrying out development. It can be seen that each agency tends to emphasize its duties and functions in development activities. Less optimal process of implementation of development process due to lack of synergy between sectors and target. Limitations of funds as a stimulant are also not matched by the active role of local governments to emerge regulations to encourage superior sectors. The purpose of this study is to analyze the preparation of economic development plans based on local economic potential in Banyuwangi by using interactive planning approach. In national development planning as well as in regional development planning, planning approach can be done in two ways: sectoral and regional (region) approach. Interactive planning method used in this research, to make planning in the future based on current problems faced then designing planning design to overcome those problems.

<em>Issues relating to good governance and development have been pushed to the forefront of world affairs, largely because of the wave of the democracy movement now blowing soothingly across the whole length and breadth of the international community. Good governance and development are dividends of democracy that are of great interest to the democratic family. The paper attempts to critically examine the intimate relationship between good governance and development with particular reference to Nigeria as a case study. Abundant literature on the subject matter reveals that democracy and good governance provide an enabling environment for development to take place, and that the role of political leadership in realizing all of this is critical. It is recommended, among other things, that (1) the intellectual class should be involved in the country’s development plan; (2) there is the urgent need to create a virile but flexible work force that can initiate and execute development plans; and (3) efforts must be made to embark on capacity building of all the institutions of governance so that they can perform their roles optimally for the benefit of the country.</em>
