This thesis is entitled “ The Role of Government in the Implementation of Local Development (Case Study in the Administrative Post of Uatolari) “ Local development is a measure of national development where the development growth in an advanced sub-district will automatically reflect the development itself. In the sub-district, development has been carried out which in the research will highlight physical development. Physical development in the sub-district in accordance with its implementation has not reached the planned target in accordance with the expectations of the community in the Uatolari sub-district. Thus, the problem can be formulated as follows: How is the government role in implementing local development?. The theoretical basis used in this chapter, the writer wants to explain the theory according to Prajudi (2000), the role of government in the implementation of development, while the method used in this research is descriptive method with research techniques such as qualitative data analysis, the subject of what is being studied is The functions and tasks that exist in the Uatolari sub-district and the object under study are affirming the implementation of physical development in the Uatolari sub-district consisting of 6 people, the instruments used are observation, interviews, documentation and interviews (asking and answering) to collect data and to process data to completion. The conclusion from the research results found that the role of the government in implementation in the uatolari sub-district is still lacking due to a lack of control, therefore it is necessary for the central government to monitor, supervise the physical development that is being built or in progress so that it will accelerate according to the specified time. Recommended to the Ministry of Home Affairs and Regional Development to pay attention to the Viqueque district national development agency in order to accelerate the process of implementing local development, in accordance with the expectations of the community, especially the ongoing infrastructure development in accordance with the national development strategic plan.

The adoption of a multilingual educational policy resulting in the acquisition of literacy in different indigenous languages is becoming an increasingly common phenomenon throughout the world. Although comprehensive discussions of the role of literacy in development (Bokamba elsewhere in this volume), the patterns available for literacy acquisition (Ferguson 1971), critical questions (Srivastava elsewhere in this volume), and problems (Bokamba and Tlou 1977, Bamgboṣe 1976b, Chishimba 1981, Abu-Absi 1981, Kachru 1981) related to the implementation of multilingual educational policies exist, individual accounts of literacy projects tend to focus more on the goals and the programmatic development of materials and methods (e.g., Larsen and Davis 1982). Evaluations of specific projects, when they are available, are often reported in terms of the number of students reached (e.g., Teferra 1982), teachers trained, or certificates awarded (Bendor–Samuel 1980), rather than in actual acquisition of literacy skills. One major literacy project in East Africa which has been subjected to fairly rigorous formative evaluation since shortly after its inception is the Local Languages Literacy Project in the Southern Sudan. Drawing on the Sudan experience, this paper will delineate what appear to be the more important variables that affect the success of large-scale literacy programs in Africa, will make recommendations for the evaluation design of such projects, and will conclude with observations concerning the benefits to be gained from them.

The issue of adolescent health is important for national development. Adolescents need a place that can provide facilities in the form of correct information and life skills improvement programs. So as to deal with various health problems of adolescent. Government efforts to overcome these problems through the establishment of the Youth Information and Counseling Center (PIK-R) that can be done in schools. PIK-R in schools that have been formed can be assessed its role to adolescent health problems. The purpose of this research is to know the role of PIK-R Wijaya Kusuma in overcoming the health problem of adolescent among non-members of PIK-R. The research used qualitative design with case study approach. The data were collected by focus group discussion (FGD) technique on 10 non PIK-R member students. The results of the study reported that PIK-R Wijaya Kusuma has an important role as health information source for non PIK-R member students in facing adolescent health problems. Besides, teachers and NGOs. Awareness of non-members of PIK-R Wijaya Kusuma related to adolescent's vulnerability to high adolescent health problems, peers and family plays an important role in adolescent health behavior.

<em>Issues relating to good governance and development have been pushed to the forefront of world affairs, largely because of the wave of the democracy movement now blowing soothingly across the whole length and breadth of the international community. Good governance and development are dividends of democracy that are of great interest to the democratic family. The paper attempts to critically examine the intimate relationship between good governance and development with particular reference to Nigeria as a case study. Abundant literature on the subject matter reveals that democracy and good governance provide an enabling environment for development to take place, and that the role of political leadership in realizing all of this is critical. It is recommended, among other things, that (1) the intellectual class should be involved in the country’s development plan; (2) there is the urgent need to create a virile but flexible work force that can initiate and execute development plans; and (3) efforts must be made to embark on capacity building of all the institutions of governance so that they can perform their roles optimally for the benefit of the country.</em>

Urban areas are contributing unprecedentedly in modelling the social, cultural, economic, environmental and physical development of the globe as they are perceived as basket of opportunities to the poor. This phenomenon has undoubtedly resulted in the influx of poor migrants particularly in the global south and consequently causing the proliferation of slums. This is indirectly influencing the growth of megacities due to increasing population amidst limited infrastructure. So far, limited research has been conducted into the role of poor rural migrants in contributing to the growth of megacities. The study also attempted to propose sustainable planning strategies in guiding future urban planning. The case study used both primary and secondary data collection methods. In all, 304 questionnaires were administered in April 2017 (Nima=146 and Old Fadama=158). From the study, 46% of the respondents in Nima hail from the Northern part of Ghana and 14% from the Volta Region. On the other hand, 49% of the respondents in Old Fadama come from the Northern part of Ghana and 22% from the Volta Region. Both Nima and Old Fadama have high figures on migrant population which means a fair contribution to the growth of Accra as a megacity. Therefore, spatial equality through a comprehensive, integrated and universal national development(UND) covering all sectors should be employed. Also, economic opportunities upgrading which is essential for slum and rural communities in Ghana should be considered. Further research on how cities in Ghana are planning towards becoming megacities is prudent.

The contribution of female education has been very important in the GDP growth of the country, but this very sector has been ignored by the Government. This paper focuses on the importance of female education and highlights its significance for national development. It also brings out some impediments, obstacles and barriers confronting female education, especially the low level of the investment on the sector in the rural areas of Pakistan. The study further identifies the effects of female contribution in labor force participation. The study explores the opportunities to encourage the role of female in the developmental activities.

This study examines the role of women prawn farmers in Dipasena, East Rawajitu District, Tulang Bawang, Lampung and what it means for human development in Indonesia. Several focus group discussions and indepth interviews with women prawn farmers and fishermen community were conducted to collect data and understand comprehensively the issues that women prawn farmers face in a patriarchal culture where they are not acknowledged as women workers. This paper uses a feminist perspective on women and work and Martha Nussbaum’s capability categories. This paper concludes that women’s roles and contribution in fishery and in national development is not recognized and not accommodated in national and local policies. Women’s role in fishery industry is considered non-existent in this society and therefore restrict their potential and meaningful existence and respect on equal human dignity.
