In England, appraisals of the financial viability of development schemes have become an integral part of planning policy-making, initially in determining the amount of planning obligations that might be obtained via legal agreements (known as Section 106 agreements) and latterly as a basis for establishing charging schedules for the Community Infrastructure Levy. Local planning authorities set these policies on an area-wide basis but ultimately development proposals require consent on a site-by-site basis. It is at this site-specific level that issues of viability are hotly contested. This paper examines case documents, proofs of evidence and decisions from a sample of planning disputes in order to address two research issues within development viability; the veracity and extent of the knowledge base underpinning development appraisal modelling and the distribution of the development gain between the developer, landowner and community. The paper finds that development viability appraisal is being practiced within a poorly specified and misunderstood modelling framework that compromises the equitable distribution of development land value. It also finds that the use of either market value or price paid as a basis for determining the allocation of development gain to landowners within the modelling framework allows them to maximise their return at the expense of the community by introducing an element of circularity into viability appraisal.

AbstractStudies aiming at valuing cultural and natural heritage projects are often focussed on one or only a few sites, whereas planning decisions concerning the allocation of public funds to heritage conservation deal with classes of heritage rather than single sites. In addition, such planning decisions are almost always concerned with non-monetary values that need to be incorporated into assessment procedures if the total value of alternative strategies is to be estimated. In this paper, we put forward and estimate models to address both of these issues within a choice-modelling framework. The method is developed in the context of conservation of a particular class of cultural heritage, namely major historic buildings in a city or country. We report results from a discrete choice experiment to assess public preferences in which the choices are alternative conservation programs and the attributes are dimensions of the programs’ cultural and economic value. The model is estimated from survey data using several flexible econometric specifications. We show that the methods developed can be used to obtain robust estimates of the economic value of this category of buildings. We also find a significant contribution of all aspects of cultural value to the formation of conservation preferences and the public’s willingness to pay.

The article focuses on the problem of the lack of objective evaluation of space-planning arrangement of buildings as a creative approach of the architect to the performing of functional tasks by the object. It is proposed to create a methodology for assessing the functional of space-planning solutions of buildings on the basis of numerical simulation of functional processes using the theory of human flows. There is a description of the prospects of using this method, which makes it possible to increase the coefficient of compactness, materials and works saving, more efficient use of space, reduce the cost of the life cycle of the building, save human forces and time to implement the functional of the building. The necessary initial data for modeling on the example of shopping and shopping-entertainment centers are considered. There are three main tasks for algorithmization of the functional of shopping centers. The conclusion is made about necessity of development of a method for objective assessment of buildings from the point of view of ergonomics of space-planning decisions based on the study of human behavior in buildings of different purposes.

Residential architecture has one of the most conservative styles based on its specifics. However, today this type of architecture seeks to actively respond to changes in the modern world. These changes are caused by multiple factors, among them are: technological and information progress; lack of resources and environmental pollution; military conflicts and population migration etc. The purpose of this article is to summarize the experience of the Department of Architectural Environment of Lviv Polytechnic National University over housing issues and outline the methodological principles of innovation in designing both individual houses and the architectural environment of residential formations. While writing this article, we analyzed the 15-year experience of Architectural Environment's Department diploma projects. The unique feature of these projects is the priority on the design of the environment. The evolution of diploma project topics is revealed on multiple distinctive examples such as the reconstruction of old buildings in Lviv and the construction of prefabricated homes and container-type housing. Futuristic settlements are represented in projects such as “The Ocean Settlements” and “Prykarpatsk - the City of Future”. Research projects were developed to study current trends in housing design and the impact of innovative technologies on planning decisions. These projects discoursed the protection of housing from traffic noise and issues related to environmental preservation. Innovative architectural ideas of future housing, developed by students in these projects, are based on a combination of aesthetic, technical, and social components of architecture. The conclusion indicates that when educating future architects, it is important to teach them the basics of the craft, as well as the ability to defend their innovative ideas. The emphasis is placed on the importance of educating the architect's personal responsibility for their own design solutions. It is stated that professional motivation and the ability to constantly renew previously acquired knowledge and skills will be among the main tasks in training future architects.
