AbstractConstraints and limits to adaptation are critical to understanding the extent to which human and natural systems can successfully adapt to climate change. We conduct a systematic review of 1,682 academic studies on human adaptation responses to identify patterns in constraints and limits to adaptation for different regions, sectors, hazards, adaptation response types, and actors. Using definitions of constraints and limits provided by the Intergovernmental Panel on Climate Change (IPCC), we find that most literature identifies constraints to adaptation but that there is limited literature focused on limits to adaptation. Central and South America and Small Islands generally report greater constraints and both hard and soft limits to adaptation. Technological, infrastructural, and ecosystem-based adaptation suggest more evidence of constraints and hard limits than other types of responses. Individuals and households face economic and socio-cultural constraints which also inhibit behavioral adaptation responses and may lead to limits. Finance, governance, institutional, and policy constraints are most prevalent globally. These findings provide early signposts for boundaries of human adaptation and are of high relevance for guiding proactive adaptation financing and governance from local to global scales.

Many small islands base their economy on tourism. This activity, based to a large extent on the movement of millions of people by air transport, depends on the use of fossil fuels and, therefore, generates a large amount of greenhouse gas (GHG) emissions. In this work, these emissions are evaluated by means of various carbon calculators, taking the Canary Islands as an example, which is one of the most highly developed tourist archipelagos in the world. The result is that more than 6.4 million tonnes (Mt) of CO2 are produced per year exclusively due to the massive transport of tourists over an average distance of more than 3000 km. The relative weight of these emissions is of such magnitude that they are equivalent to more than 50% of the total amount produced by the socioeconomic activity of the archipelago. Although, individually, it is travelers from Russia and Nordic countries who generate the highest carbon footprint due to their greater traveling distance, the British and German tourists account for the greatest weight in the total, with two-thirds of emissions.

This study aime to analyzethe effect ofclimate change onsocio-economic conditionsof fisher, as well as to identifyadaptation and mitigation strategies related to climate change. The method inthis study usingquantitative and qualitative methods. The results showed thattheeffectof climate changeonsocio-economic aspects offishing. Influenceonsocio-economic aspects ofthesearenotnecessarilythe calendarseason, the loss ofsome of the animalsthat becamea markerdeterminationseason, andincreased intensity of stormsat seawhichinterfere withthe activityof fisher catching. Therefore, the right strategy is needed to transform fisher’s adaptation on adjusting with climate change. The types of adaptational strategy are divided into: the diversification of economic activities; the investment on fishing technology; maintaining good relationship with other fishers; finding new catchment areas; and utilizing social relationship and mobilizing members of the family.<br />Keywords: adaptationstrategy, climate change,fisher, small islands

Indonesia has already agreed to and submitted Intended Nationally Determined Contributions (INDC) to the UNFCCC, to reduce emission gases by 29% on its own and by 41% with outside help by 2030. This step follows the Paris Agreement (COP 21) to reduce world emission gases to prevent the earth warming by 20C . Maluku is characterized by small islands, narrow and short watersheds and needs an innovative approach to development. Multi landscape based development of small islands means using island clusters, watersheds, ecological conditions and socio-economic conditions. An agricultural concept for small islands based on multi landscape plans like green economics has been developed in 3 base concepts : (1) conceptual framework; (2) macro concept framework; (3) micro concept framework. The multi landscape format integrates water catchments and RTRWP/K which are organized into the smallest management units in accordance with indigenous rights. The complete landscape is managed using an agroforestry system for conservation of the watersheds, islands, cluster groups and seas. Thus, the agricultural concept can deliver productivity and services to meet the needs of the community and the environment as well as for mitigation of and adaptation to climate change.

As many large-scale protests by Indigenous people have articulated, lands inhabited by Indigenous communities (such as desert margins, small islands, lakes and rivers, high-altitude zones, and the circumpolar Arctic) are particularly vulnerable to the dramatic shifts in climate currently underway. The delicate ecosystems upon which Indigenous communities rely are in flux, and the accelerating rate of climate change—outpacing the direst scientific projections—amounts to a crisis that is every bit as threatening as the legacy of European colonialism. Fortunately, for millennia Indigenous communities have cultivated an intimate awareness of their ecology and have remained, throughout the era of world-wide industrial devastation, adept at adapting to environmental change. This awareness and adaptive power has been discussed within the framework of Traditional Ecological Knowledge (TEK). Using traditional stories and songs in Indigenous communities as a touchstone, this chapter will explore three interrelated aspects of TEK: (1) its role in assisting Indigenous communities in adapting to the effects of climate change; (2) its potential to inform and influence Western-generated climate science; and (3) its promise as a unifying thread tying Indigenous communities together, strengthening global self-determination.

Small Islands face some of the main problems of any coastal area due to climate change and natural disasters. This study aims to analyze the resilience of coastal communities on a small island in terms of disasters and climate change, and to identify the strategies and adaptations that communities have undertaken as anticipatory for disaster and climate change in the future. Qualitative analysis combined with quantitative methods is used in this research to provide a clear estimate of the categories of resilience in each village. The primary data was collected by using interviews and focus discussion group and secondary data acquired through the documentation on related stakeholders. The resilience index provided by the Ministry of Maritime and Fisheries Affairs is used to categorize the resilience scales of villages. The results of this study show that the human aspects and natural resources aspects have high scores in resilience, but disaster and climate change aspects; environmental/infrastructures aspects; and economic aspects should be improved. Furthermore, the community had been taking participation in disaster mitigation.
