Abstract First it is shown that maintenance of structures belonging to the national road network in Germany is neglected in an alarming way. It is obivous that the state of the road surface, of bridges and other structures is deteriorating in the old Länder in particular. In spite of that, politicians have not yet recognized the importance of this fact for the economy of an industrialized country. There exists a lack of medium range financial planing and provision of means. The elaboration of a management system for existing structures has only been started in 1997.

Purpose A road network provides arterial arrangement to facilitate business, transport, social integration and economic progress of any nation. During the last seven decades after independence, road transport infrastructure in India has expanded manifold, both in terms of spread (total length and density of road) and capacity (number of on-road registered vehicles, and volume of passenger and freight traffic handled). But, with the enrichment of road transport network in India, the number of traffic accidents and total cost for maintaining the road infrastructure also keeps on increasing. It becomes necessary to evaluate state-wise performance of the Indian roads using some mathematical tools. The paper aims to discuss this issue. Design/methodology/approach In this paper, using preference ranking organization method for enrichment of evaluations (PROMETHEE) and geometrical analysis for interactive aid (GAIA) approaches, an attempt is made to appraise the state-wise performance of Indian roads based on 12 critically important criteria. A geographic information system method and a hue-saturation-value color coding scheme are also employed to identify the influence of individual criterion on the overall rank of 29 Indian states. Findings It is observed that amongst all the considered states, the road conditions in the states of Mizoram and Arunachal Pradesh are really satisfactory, whereas Bihar and Uttar Pradesh are the lagging states requiring governmental intervention and support to enhance their road network infrastructure. Practical implications This analysis would help the decision makers to identify the strengths and deficiencies of each Indian state with respect to its road conditions so that proper promotional and growth actions can be implemented. Originality/value From the review of the existing literature, it is quite evident that till date, no research work has been conducted in order to evaluate the performance of roads, and their conditions and characteristic features in the Indian context. In this paper, the state-wise performance of the Indian roads is appraised based on several identified parameters using a combined PROMETHEE-GAIA approach.

This article analyzes the relationship and influence of factors such as the population, the level of motorization, economic development, and the state of the state road network on the state of the risk of road accidents, including the level of mortality and road injuries, as well as the relevance of improving methods for assessing, managing and predicting the risk of accidents in road traffic. National indicators of the level of road deaths and injuries in different countries were studied. The relationship between road accidents and the level of motorization, income of the population, the state of the road network, and other indicators were revealed. The urgency of the problem of road accidents and the organization of measures to reduce the level of road accidents is emphasized. It also takes into account the special importance of forming conceptually new approaches to the task of improving the efficiency of public administration in the field of organization and maintenance of road traffic through the implementation of the Concept of Road Safety in the Republic of Uzbekistan for the period 2018-2022, which includes the following main directions: further improvement of the regulatory framework in the field of road safety, including significant strengthening of responsibility for gross violations of traffic rules; comprehensive improvement of road infrastructure, improving the quality of roads, creating reliable conditions for the safe movement of vehicles; improving the legal culture, the necessary knowledge, and skills of road users, strengthening their discipline.

In this paper, an analysis of the road network and infrastructure of the Bryansk region on the example of the federal highway M-3 "Ukraine" (Kiev highway). The description of the state of road fabric, its length and the number of lanes. Transport-performance of the road network and bridges do not meet the stresses of modern heavy vehicles and traffic. The planned activities of the area is not considered raising technical category road. To improve the region´s economy and the country´s need to carry out the improvement of road infrastructure, taking into account the different methods that will reduce accidents on the roads, increase and accelerate the flow of goods through the region. It proposed a number of measures to enhance the capacity: to improve the quality of road surface with the transfer of the 1st category; adding overlapping areas; the creation of parking areas and service centers for freight transport, and installation of video cameras for control and monitoring of the road.

Over the past 40 years, roads have been the main driver behind the State of Acre’s occupation and development. However, the expansion of roads, has often been associated with the advance of deforestation, habitat fragmentation, and social conflicts. There are no up-to-date data available on the current extent of Acre’s road network nor its environmental and socioenvironmental impacts. In this study, we updated the State of Acre’s road network map for the period 2007 to 2019 through the visual interpretation of 153 Landsat images (5, 7, and 8) at a scale of 1:50,000. To estimate the impact of roads, we measured the distribution of roads in municipalities and in different land tenure categories and calculated the correlation between roads and annual deforestation. Up to 2019, we estimated 19,620 km of roads, of which 92% were unofficial roads, 6% federal roads, and 2% state roads. The roads increased at an average annual rate of 590 km year−1. The most significant advance in road length between 2007 and 2019 was in protected areas (240%), followed by public lands (68%) and settlement projects (66%). We recommend monitoring of the road network to understand the landscape’s evolution and support actions against illicit environmental and socioenvironmental impacts.

The road network which is the main means of land transportation becomes very significant,</p><p>because as we know the road is the lifeblood of the economy, while increasing economic</p><p>indispensable as supporting the development. The bridge is an integral part of the road network itself,</p><p>were also instrumental. Good roads are meaningless if the bridge - the bridge in these roads have not</p><p>been adequately according to their needs. Today the state of the road network in Indonesia is still</p><p>characterized by the presence of congestion - traffic jams, especially the area - an area that has</p><p>developed as in big cities. Terbaurnya role function arterial, collector and local, causing the level of</p><p>traffic density is also higher. As a result the road - the road is not functioning efficiently. One</p><p>alternative solution is to improve the facilities and capabilities of the road network, either by building</p><p>new roads, widening existing roads, improving road class and by increasing the ability of the bridge</p><p> </p>

Significance This first stage, with works expected to start in April 2018, will focus on the improvement of the road network. The PPP legislation was passed by Congress in November 2016 with the aim of improving public infrastructure at a lower cost to the state, given the high fiscal deficit, but progress has been slow. Impacts PPP may boost investments in key infrastructure sectors such as roads and electricity, which face major bottlenecks. Argentina’s track record of policy shifts and doubts over sustainability may discourage investors. Trust funds through which contractors will be paid will fall outside the budget and congressional control.

The key role in the implementation of the state transport strategy is played by the development of transport infrastructure, the most important component of which is the road network. The compliance of highways with the requirements of modern traffic flows determines not only the efficiency of industry and agriculture, but also ensuring the proper standard of living of people and the state defense capability. Problems of efficient functioning of public roads, urban roads and streets of Ukraine are outlined. The main provisions for the road safety audit are outlined. Road safety audits are proven to be one of the most effective engineering tools that affect road safety. The main benefit of road safety audit is the detailed assessment of the road safety design solutions at all stages of design. The purpose of a road safety audit is to answer the following questions: - what road elements could pose a threat to road users: to what extent, to what road users and under what circumstances; - what opportunities exist to eliminate or reduce the impact of identified threats on traffic safety. The earlier an audit is carried out in the design and construction processes, the better and more useful the results are. Carrying out an audit in the early stages can help eliminate problems early and, as a consequence, minimize the time and cost of redesigning in the subsequent stages. In addition, it should be noted that conducting an audit leads to intensive negotiations between the auditors, the customer and the designer. Such negotiations are useful for raising awareness of all stakeholders, as well as for improving day-to-day work, design procedures and will be useful for updating building standards or norms. The questions of improvement of methods of calculation of safe speed of movement, development of algorithms of multivariate analysis of conditions of movement, identification of potentially dangerous sites and identification of causes of danger are considered. A mechanism is provided that can significantly accelerate such an audit, effectively utilize human, time and financial resources.
