The purpose of the researchis to develop a concept for improving the model of additional education for solving the tasks set by the Russian government in the Digital Economy of the Russian Federation Program. Taking into account the high rates of development of digital technologies and methods of their use, the transformation of the model of additional education becomes a paramount task and requires a systematic approach to its solution. Now, the issues of creating organizational structures and their financing for solving the tasks set in the Program often overshadow aspects related to the methodology and content of additional professional education. However, the issues of organizing ways to acquire new knowledge and skills, the content of additional education programs, personalization, and technology for delivering knowledge to students become most relevant. Therefore, it is important to create a competitive environment for additional education that meets the needs of the student.Materials and research methodscontain analysis of domestic and foreign literature on digitalization of education and knowledge management. The methodological basis of the research is the methods and technologies of the theory of knowledge management and system analysis. The research resultsshow that the dynamics of development of economic processes are so fast that they constantly require new knowledge and skills from employees, and often a shift in work. New competencies are required, which are now acquired mainly directly during work and independently. All this makes it necessary to improve the approaches to the implementation of additional education. The concept of transformation of the model of additional education proposed in the article contains the following basic requirements for the implementation of programs: the need for quality basic education as the foundation for the construction of various additional programs; availability of a wider range of additional education programs, not only after graduating, but also during and after school; the expansion of training programs offered through online platforms; development of network forms and peerto-peer training; the need for close cooperation with professional communities, building an additional education system to meet the requirements and needs of the business.Conclusion.The concept of transformation of the model of additional education proposed in the article is based on the use of modern information and communication technologies and the creation of an educational environment that assumes the active interaction of all participants in the educational process (including employers). The transformation of the educational environment involves the solution of practical tasks for the rapid development and updating of the relevant curricula; automatic construction of courses on the basis of the repository of educational objects under the competence, which are in demand and formed by the business environment; certification of various levels, confirming the acquisition of knowledge in a particular area, not only in accordance with the approved professional standards, but also in the field of continuing professional education; monitoring the demand for programs based on adaptive testing.

The purposeof the study is to develop an approach to improve information support for the development of the contents of higher education programs and teaching methodological materials. The system of higher education faces the challenges of supporting the development of the digital economy through training and research. Creating the appropriate content of education becomes a difficult task with the high rate of development of digital technologies and methods to use them. Now, in smart learning, the technical aspects of the organization of the educational process often overshadow aspects, related to the methodology or content of smart learning. However, the issues of the content of education become most relevant. The logic of IT development in education indicates that there is a gradual change in the stages of informatization: from distance education technologies to e-learning and then to smart learning. Each stage of the informatization of education allows solving the problems that are important for the economy and society. There are the factors, influencing the formation of requirements for the content of educational programs: technological, economic, social and geopolitical. The following requirements of smart training for the content of educational programs are revealed: actual information and tasks in the training course; opportunities for independent cognitive, research and project activities of students; distributed information system of smart learning; integration of the educational environment with professional communities; individualization of the content of training. The conclusion.Technologies and methods of knowledge management can provide the necessary level of speed and quality of development of educational materials. The article describes the knowledge management system, which through the knowledge base, communities and co-creation tools, ensures the relevance of the developed content and fills the smart learning with the necessary content.

The article justifies the relevance of consideration of the knowledge management issue in the context of the development of the digital economy and society intellectualization. It considers specific characteristics of the digital economy and society intellectualization to establish an effective knowledge management mechanism. Among the characteristics of the digital economy, the formation of technological consciousness, the change of time-and-value management aspects, the digitalization of economic and public life, forming and building the digital market, the transformation of cultural values, and the formation of virtual environment culture are distinguished. The interrelationship of these characteristics was emphasized. The work describes new tendencies in the knowledge management system based on the synergetic connection between technological components and behavioral aspects in management. It is stated that the technological consciousness formation can be traced in unilateral absolutization of technological and technical factors of society growth, which will lead to the domination of knowledge of technological nature rather than the conceptual one. The article emphasizes that establishing and building a digital market will cause changes of uncertain nature, in particular, there is a high possibility that the market will disappear physically in the future. Under these circumstances, the labor market structure will face changes, the emergence of new professions will displace those which are not connected to digital competency. It is concluded that this situation can cause some social problems in society because the modern labor market embraces the category of elderly people who would get in the rejected (excluded) class. The article highlights the importance of strengthening close integration of education, science, and business to determine the types of knowledge which will be in demand in the market, some methods and forms of gaining this knowledge, and effective transition and stimulation of different flows of knowledge into a single integral track.

The intensive development of the society of the digital economy inevitably entails tasks in the field of knowledge management. Priority resources become information and knowledge, obtained on the basis of expert experience. Competencies that are competitive advantages in the market are innovation, competence, creativity, cognition. Therefore, the transition from the physical to the digital economy requires fundamentally new approaches in the sectors, and in production, and in education, training, formation and management of innovative human capital. The paper considers approaches, tools and mechanisms for students to develop innovative-oriented competences based on project training. The key moments in this approach should be the initiation and generation in the University Ideas, their prototyping, scaling and commercialization to the market.
