The article considers some aspects of the development of the digital economy – the part of economic activity that relies on the use of information technologies. The digital economy, its volume and complexity of structure are rapidly growing. Its direct impact on economic processes in any country is obvious. It is emphasized that in the era of the digital economy, the main resource is accurate, reliable, truthful and timely information.

Дается обоснование необходимости ускоренного внедрения NBIC-технологий (нанотехнологии, информацион -ные, биологические и когнитивные технологии) в отечественное производство на стадии его перехода к цифровой экономике. Рассматривается проблема формирования системы генерации и реализации инновационных знаний; показана ключевая роль информационных технологий (реинжиниринг бизнес-процессов, имитационное моделирование, системы поддержки реше -ний и др.). Отмечена важность подготовки кадров новой формации, способных использовать достижения NBIC-технологий в интересах современного производства. The paper discusses the need for accelerated implementation of NBIC-technologies (according to the first letters of their names: nanotechnology, biological, information, and cognitive technologies) in domestic production at the stage of its transition to the digital economy. The problem of forming a system for generating and implementing innovative knowledge is considered. The key role of information technologies (business processes reengineering, simulation modeling, decision support systems, etc.) in its solution is shown. The importance of training personnel of a new formation, capable of using the achievements of NBIC-technologies in the interests of modern production, is noted.

The paper aims to design and apply a Knowledge Management (KM) model within the context of a Higher Education (HE) institution in Mexico. The model is composed of six enablers: leadership, culture, structure, human resources, information technologies and measurement, which facilitate the processes of knowledge creation, storage, transfer and application. A 53-question survey applied to thirty-six (36) people allowed to evaluate the degree of development and implementation of knowledge enablers and processes. Objectivity, reliability and overall model fit were assessed.

The article deals with the economic and legal aspects of the innovative activity of enterprises in the context of the digital economy. The authors have established that the innovative activity of enterprises includes also the development of artificial intelligence and robotics and that in the current conditions when creating and using artificial intelligence technologies, the issue of ensuring national security in the digital environment becomes extremely important. In this case, the strategic goal of ensuring information security is to protect the vital interests of the individual and society against internal and external threats associated with the application of information technologies for various purposes contrary to civil law. It is proved that innovations will increase the investment attractiveness of the business, maintain a balance of creative freedom and internal control measures, self-regulation in the field of digital technologies, and develop a unified legal framework in the economic space.

The description of the main characteristics of the modern stage of development of information technology and global trends in digitalization is given. A brief information is given on the state of informatization in Russia as a whole, as well as in the country’s agriculture. A comparative analysis of the level of digitalization in rural areas and urban districts is given, the main reasons for the differences are highlighted. The necessity of information technologies development in the agricultural sector of the economy, as a factor in ensuring the country’s food security and a factor in the competitiveness of domestic agricultural products, is substantiated. The features of intellectual agriculture, its benefits for producers and for the population are shown. The dynamics of innovative technologies development is given based on the digital economy in recent years with the release of lagging branches of the agro-industrial complex. The regional differentiation of digitalization of the economy among the population is shown, the interrelation of the informatization level of the population with the development of innovative technologies in the economy of the region is shown. Using the example of cellular communication development, the convergence of digitalization level in cities and villages of the country has been proved. The main problems hindering the information technologies development in agriculture and new solutions adopted at the level of the President and the Government of Russia on the development of informatization are highlighted. The most promising areas of agricultural transformation are shown, focused on the digitization of various aspects of the industry and infrastructure production and sales.

Purpose. The aim of the article is the analysis of scientific approaches to the interpretation of the peculiarities of the development of digital technologies of modern accounting in the digital economy. Methodology of research. The study was conducted using a dialectical approach to the study of the current state of the digital economy. In the course of the research general and special methods were used, in particular: the analytical method was used in the review of normative sources; the method of classification made it possible to differentiate the main components of the digital economy and accounting, and the method of description ‒ to give them a detailed description; monographic method is used in the study of literature sources on digital economics and accounting, system and analytical ‒ in the processing of information. Findings. It is determined that the digital economy is a communication environment of economic activity on the Internet, the result of transformational effects of new general-purpose technologies in the field of information and communication. It is substantiated that significant technological and informatization shifts, as well as growth of potential of digital economic information space stimulate modernization of accounting science, promote development of methodology and organization of accounting process, actualize the problem of positioning of accounting activity. The basic principles of functioning of the digital accounting platform are revealed, which allow to create the newest electronic systems with a significant number of users. Originality. It has been established that the block-chain is a promising accounting technology that eliminates traditional methods of accounting, documentation, processing, registration, inventory systems, while allowing companies to register both parties to the transaction in a joint book in real time, rather than keeping agreed records of financial transactions separately, private database. Practical value. The obtained results of the study will help increase the efficiency of the formation and development of accounting in a digital economy and will be the basis for further research in this area. New benchmarks of the digital economy require the introduction of new information technologies into the daily practice of public administration. The main legal frameworks of the state development of the digital society in the medium and long term are considered on the example of the National Project “Digital Economy”. It is shown that the provision of a sufficient level of regional government in the conditions of information transformations is possible within the framework of the Federal Project "Digital Public Administration". Training and retraining of personnel in the field of information technologies is the most important condition for the successful implementation of the idea of informatization of Russian society, it is implemented by the measures of the Federal project "Personnel for the digital economy"

El paradigma Cloud Computing definido por Gartner como: “un estilo de computación donde las capacidades TI, escalables y elásticas, son proveídas como un servicio a clientes usando tecnologías de internet” ofrece una serie de ventajas tecnológicas para las organizaciones que decidan a hacer uso de este en sus proyectos de TI. Las entidades que emprendan iniciativas de gestión del conocimiento, pueden aprovecharse de las características de Cloud Computing para maximizar el alcance de las mismas y así obtener ventajas con respecto a sus competidores en el mercado. En esta ponencia se expondrán varias maneras de como las organizaciones pueden poten-ciar sus estrategias de gestión del conocimiento a través de las ventajas y características que ofrece Cloud Computing.


The current economic terms and conditions stimulate investments in digital transformations. Digital technologies act as drivers, including for education and vocational training. The companies that invest in information technologies for education and HR training realize that investments in HR and the development of skills in education and vocational training are recognized as key factors of the economic growth. This article aims at analyzing the peculiarities of investing in digital learning technologies in the context of the digital economy. In the article the relevance of investing in HR has been substantiated, and the foreign experience of stimulating investments in digital learning technologies has been analyzed. Based on the expert survey, the possibilities of HR digital training have been analyzed, and the peculiarities of various forms of digital training have been defined.
