AbstractAchieving transformational changes that can be then effectively scaled up requires ambition in design, a supportive policy environment, sound project design and implementation, partnerships, and multistakeholder participation. This chapter presents a framework that can be applied at the design stage to plan for change and scaling up and provides relevant lessons based on GEF interventions. Achieving change and scale can be an iterative and a continuous process until impacts are generated at the magnitude and scope of the targeted scale. Successful transformations typically adopt a systems approach and address multiple constraints to attain environmental and other socioeconomic impacts.

(1) Background: A large body of literature is available on the environmental, social, and economic sustainability of alternative food systems, but not much of it is devoted to the dynamics underlying their design and implementation, more specifically the processes that make an alternative food system successful or not in terms of its sustainability aims. This gap seems to be particularly critical in studies concerning alternative food systems in urban and peri-urban agriculture (UPA). This paper explores how the design and implementation of multifunctional farming activity in a peri-urban area surrounding the city of Reggio Emilia in the Emilia-Romagna region of Italy impact the achievement of its sustainability aims. (2) Methods: The environmental, social, and economic components of this project are explored in light of the sociology of market agencements. This method brings up the motivations of the human entities involved in the project, the role played by nonhuman entities, and the technical devices used for the fulfillment of the project’s aims. (3) Results: The alternative food system under study lacked a robust design phase and a shared definition of the project aims among all the stakeholders involved. This ended in a substantial mismatch between project aims and consumer expectations. (4) Conclusions: When a comprehensive design stage is neglected, the threefold aim concerning sustainability might not be achievable. In particular, the design of alternative food systems must take into account the social environment where it is intended to be put in place, especially in UPA, where consumers often live in suburban neighborhoods wherein the sense of community is not strong, thus preventing them from getting involved in a community-based project. In such cases, hybridization can play a role in the sustainability of alternative food networks, provided that some trade-offs occur among the different components of sustainability—some components of sustainability will be fully achieved, while others will not.

Operating reliability assessment of instrumentation and control systems (I&Cs) is always one of the most important activities, especially for critical domains like nuclear power plants (NPPs). Intensive use of relatively new technologies like field programmable gate arrays (FPGAs) in I&C which appear in upgrades and in newly built NPPs makes task to develop and validate advanced operating reliability assessment methods that consider specific technology features very topical. Increased integration densities make the reliability of integrated circuits the most crucial point in modern NPP I&Cs. Moreover, FPGAs differ in some significant ways from other integrated circuits: they are shipped as blanks and are very dependent on design configured into them. Furthermore, FPGA design could be changed during planned NPP outage for different reasons. Considering all possible failure modes of FPGA-based NPP I&C at design stage is a quite challenging task. Therefore, operating reliability assessment is one of the most preferable ways to perform comprehensive analysis of FPGA-based NPP I&Cs. This paper summarizes our experience on operating reliability analysis of FPGA based NPP I&Cs.

The international community has acknowledged the critical role of results-based avoided deforestation and forest degradation, sustainable management of forest, conservation and enhancement of carbon stocks (REDD+) activities in curbing climate change. However, ensuring that REDD+ programs and projects deliver carbon and non-carbon results, remains a challenge. This paper analyses results-based determinants in REDD+ projects in Cameroon. Experiences from these projects are expected to inform the design and implementation of sustainable and effective REDD+ projects. It draws on data collected from feasibility study reports, project design documents, project evaluation reports and the opinions and perspectives of 86 REDD+ stakeholders. Findings indicate that projects employed a combination of incentives, disincentives and enabling measures towards achieving the intended REDD+ results. However, none of the projects proposed conditional incentives (direct payments) to land owners and users, the key innovation brought by REDD+. Despite the fact that these projects are branded REDD+ projects, they offer little or no experiences on the relationship between REDD+ payments and carbon and non-carbon outcomes. Achieving results from REDD+ projects depend on how effective choices are made by stakeholders in relation to the type of instruments/interventions and the location of projects, and the ability to make choices further depends on the technical capacity of stakeholders. Thus, the capacity of stakeholders to be involve in REDD+ project design and implementation should be strengthened, in order for them to better appraise the results-based requirements of REDD+.

Social protection in India is segmented with multiple programmes applying different targeting methods to design and implementation, providing varied benefits and covering different groups of the population. Such approach to social protection has policy implications for not only India but also for other emerging countries following similar path. A shift to a systems approach to social protection is required to provide comprehensive coverage over the life course of an individual while improving equity and efficiency. In this article, we introduce the welfare state in India, provide a comparative analysis of various programmes, challenges posed by the segmented approach to social protection including barrier to emergency responses and some reforms to consider to move to a systems approach to social protection. We highlight how integrating and consolidation of programmes in the same area, leveraging digital technology and unique identification number, creation of a single database, etc., can speedup progressive universalism.
